About this opportunity

The City of Chicago Department of Finance is soliciting proposals for comprehensive parking enforcement services under RFP Specification Number 1229714, with proposals due June 16, 2026 at 3:00 p.m. Central Time and a pre-proposal conference on May 14, 2026 at 11:00 a.m. Central Time (in-person at City Hall or via Microsoft Teams). The procurement includes mandatory subcontracting goals: 20% MBE participation, 10% WBE participation, and 1% VBE participation.

The scope encompasses recruitment, training, management, and deployment of parking enforcement officers and supervisors to issue parking, standing, and compliance violations across 194 enforcement zones citywide. Services are provided year-round during regular and non-regular hours, including nights, weekends, and designated holidays. Respondents must register with the City's iSupplier eProcurement portal, allowing three business days for registration completion.

The contract term is five years with three optional one-year extensions at the City's discretion. Pricing will be evaluated as a weighted criterion (50% of evaluation score) but will not be assessed during the RFP phase; pricing will be negotiated with selected respondents. Evaluation criteria are qualifications and experience (30%), compensation schedule (50%), MBE/WBE/VBE compliance (10%), exceptions to insurance requirements (5%), and exceptions to the professional services agreement (5%). The evaluation process includes three phases: preliminary proposal assessment, detailed evaluation, and potential oral presentations or demonstrations for shortlisted respondents.

Respondents must submit an Economic Disclosure Statement, three years of financial statements, W-9 forms, and certificates of insurance naming the City as additional insured. Questions are due May 18, 2026 at 4:00 p.m. Central Time. Funding is through general City funds. No incumbent is identified. Site visits are not required.
