About this file
This is a Request for Proposal (RFP) document issued by the City of Chicago Department of Procurement Services on behalf of the Department of Finance for comprehensive parking enforcement services under Specification Number 1229714. The City seeks a contractor to recruit, train, manage, and deploy parking enforcement officers (PEOs) and PEO supervisors to issue parking, standing, and compliance violations across 194 enforcement zones citywide on a year-round basis, including nights, weekends, and designated holidays. The original proposal submission deadline of June 16, 2026 at 3:00 p.m. Central Time has been postponed to September 18, 2026 at 3:00 p.m. Central Time via the City's iSupplier eProcurement portal. A non-mandatory pre-proposal conference is scheduled for May 14, 2026 at 11:00 a.m. Central Time in City Hall Conference Room 1103 and via Microsoft Teams. The contract term is 60 months with three optional one-year extensions at the City's discretion. No site visits are required. Respondents must register with iSupplier, allowing three business days for completion. Two question periods are provided, with the second deadline extended to August 7, 2026 at 3:28 p.m. Central Time.
Pricing will be evaluated as a weighted criterion during the proposal evaluation process; respondents must submit pricing in accordance with Exhibit 2 Schedule of Compensation as a live Excel file but will not have pricing assessed during the RFP phase, with pricing to be negotiated with selected respondents. The contract is subject to mandatory minority business enterprise (MBE) participation goals of 20% of total contract value, women business enterprise (WBE) participation goals of 10%, and veteran-owned business enterprise (VBE) participation goals of 1%. The City is the incumbent; no prior contractor information is identified as binding on respondents. Funding is provided through City general funds. Respondents must submit three years of audited financial statements, Economic Disclosure Statements and Affidavits, W-9 forms, certificates of insurance naming the City as additional insured, Sexual Harassment Policy Affidavits, and compliance plans demonstrating commitment to MBE/WBE/VBE goals. The evaluation process comprises three phases: preliminary proposal assessment focusing on responsiveness and compliance; detailed evaluation by an Evaluation Committee using weighted criteria (corporate experience 10%, recruiting staff 10%, hiring/training/retention 15%, back-up staffing 5%, travel time scheduling 5%, project manager 5%, implementation plan 5%, vehicles/equipment 5%, references 5%, and compensation schedule 35%); and potential Phase III oral presentations or demonstrations for shortlisted respondents. Respondents must acknowledge receipt of all addenda and clarifications in their cover letters. The City reserves the right to make publicly available all proposals and related documentation through its Internet website unless properly marked as confidential.

SECTION 1. NOTICE OF REVISIONS/CHANGES/CLARIFICATIONS
REVISION DESCRIPTIONS
1. The Proposal Due Date originally scheduled for June 16, 2026, at 3:00 PM is hereby postponed to September 18, 2026 at 3:00 PM.
2.
Section IV.B. Deadline and Procedures for submitting Proposals through Section VI. Evaluating Proposals of the RFP are hereby deleted in their entirety and replaced with the language which is incorporated into the RFP as Attachment 1 to this Addendum.
3.
Exhibit 4 Special Conditions Regarding Minority, Women, and Veteran-Owned Business Enterprises is hereby deleted in its entirety and replaced with the Amended Exhibit 4 which is hereby incorporated as Attachment 2 to this Addendum.
4.
Exhibit 9: MyCOI is hereby incorporated into the RFP. Exhibit 9 is attached to this Addendum as Attachment 3.
5.
Due to the revisions in this Addendum, as noted in Section IV.D. of Attachment 1, a second question period has been added to the RFP. Any additional questions must be submitted by August 7, 2026.
SECTION 2. QUESTIONS AND ANSWERS/CLARIFICATIONS
The following questions and requests for clarification were submitted in accordance with the instructions provided in the Contract Documents. The City’s response follows each question or request for clarification in the table below:
Question 1: Please confirm whether the hours shown in Attachment A, Sample Contractor Operational Schedule, represent the City’s anticipated baseline staffing and hours for Year 1 pricing purposes, recognizing that actual hours may vary based on operational needs.
Answer: Yes, this is confirmed.
Question 2: For the 90% minimum hours Service Level Requirement (SLR), please clarify whether compliance will be measured against the monthly schedule issued by DOF, the estimated annual hours identified in Exhibit 2, or another City-established monthly baseline.
Answer: As provided in Exhibit 1, Scope of Services, Section 16.1 (SLR for Minimum Hours Worked) of the RFP, the Contractor must provide a sufficient number of PEO and PEO Supervisor hours to meet the City’s enforcement needs for any scheduled period as specified by DOF.
Schedules are issued monthly and requirements and hours are subject to change at the City’s sole discretion due to fluctuations in operational needs. The Contractor will be provided with notice of such changes.
Question 3: For the 95% zone and special event coverage SLR, please clarify how compliance will be measured, including whether compliance is evaluated by shift, route, assigned zone, scheduled deployment, or another unit of measure established by the City. 4) For staffing increases associated with operational expansion or special enforcement needs, please confirm wheth
Answer: Regarding the question provided in the first sentence, as provided in Exhibit 1, Scope of Services 16.2 (SLR For Zones And Special Events Worked), the Contractor must assign PEOs to the locations specified in the monthly enforcement route schedule, including special events, as specified in the Management of Enforcement Zones. Compliance is measured by the number of scheduled staff members and number of events. For example, if there are two events in a month and the schedule provides that the Contractor will staff each event with 10 PEOs and 1 PEO Supervisor, and 8 PEOs and 0 Supervisors work the first event and 7 PEOs and 1 Supervisor work the second event, then the Contractor would be at a 72% compliance rate for that month.
Regarding the question provided in the second sentence, it is incomplete and therefore we cannot provide a response.
Question 4: Would the City be able to share the compensation schedule for the current contract?
Answer: The Current PO number is 157471 and can be found on the City’s awarded contract website here:

However, the current contract should not be relied upon to respond to this RFP.
Question 5: 7. Parking Enforcement Scope Requirements, iii. Travel Time Scheduling.
Does the City issue contract staff their own citation mobile device and printer or will the staff member be required to meet up with a PEO supervisor to obtain the citation issuance hardware?
Answer: Before each shift the PEOs will need to pick up their City issued mobile device and printer from their PEO Supervisor at their designated office location.
Question 6: RFP Parking Enforcement SPEC 1229714, iv. Designated Manager for City of Chicago. Would the City clarify whether the Designated Manager is the same position as the Project Manager mentioned in 7.5 7.5 Project Manager Qualifications and Experience above, or is this a different position?
Answer: For purposes of this RFP, the Designated Manager is the same position as the Project Manager.

a. How many vehicles does the current contractor provide today?
b. What vehicle makes and models are provided today under the current contract?
c. Is the purpose of the vehicles to provide transportation of the PEOs to their enforcement zones or to perform enforcement duties (example LPR enforcement) or both?
d. Does the City provide a location for the contractor to park the vehicles when not in use?
Answer: While the current Contract should not be relied upon for the Proposal, please find the responses below.
a. The current contractor provides six vehicles.
b. Ford transit vans.
c. The purpose is to transport the PEOs and PEO Supervisors to their enforcement zones and not to perform actual enforcement duties.
d. No, the City does not provide a location to park the vehicles when they are not in use.
Question 16: 13.2 Transportation. The City indicates staff travel time shall not be billed as enforcement hours. It is standard to have a briefing at the start and end of each shift. This is when equipment is distributed and collected. Is the City saying that travel time from the briefing to their enforcement zone, and vice versa, will not be billable? Would the City clarify the statement?

Must the contractor meet the identified % requirements, or can a portion be met to be considered for the RFP? The RFP could be considered a professional services contract given the amount of staffing required. To comply with the MBE/WBE/VBE compliance plan, partnering with a staffing/security firm is required. This could result in staffing turnover.
Answer:
Please refer to Section V.B.I.7. of Attachment 1. The compliance plan, or good faith efforts, must be submitted with the Proposal.
Question 19: Office Space a. Does the City provide office space? b. Does the City require the contractor to procure office space?
Answer: a. No, the City will not provide office space.
b. Yes, the City requires the Contractor to have an office space in
Chicago.

Question: If the company is a startup and does not have three years of financial statements, is there alternative documentation that may be submitted?
Answer: Please refer to Section V.B.I.3 of Attachment 1. That section provides, in relevant part, as follows: “Sufficient alternate documentation would be un-audited financial statements from those Respondents not required to have their financial statements audited. Respondents are advised to submit all RFP submittal documents as required to be considered responsive. Failure to provide all items may be cause for the Proposal to be rejected for being deemed non-responsive or otherwise being non-compliant. The Proposal shall be submitted in accordance with the following:
I. General Information Submittal Documents (items 1 – 11)
1. Cover Letter
The cover letter shall provide an introduction and overview of the Respondent’s intent for submitting a Proposal.
The cover letter must also address the following technical matters:
a) Indicate the RFP title, Specification Number, and the RFQ # 67233.
NOTE: The RFQ number initially starts out as a 4-digit number with no suffix. The original 4-digit RFQ number will take on a suffix if DPS issues an Addendum and/or Clarification. An RFQ number will add a suffix, designated as a comma followed by a sequential number. For example, RFQ 1234 is the original RFP iteration. If an Addendum or Clarification change is made after the original version was issued, the RFQ 1234 prefix is changed to 1234,1. 1234,1 displaces 1234, and makes
1234 obsolete. In other words, RFQ 1234,1 becomes the second (new current) iteration; 1234,2 would become the third (new) iteration; etc.
b) Legal Name and Headquarters The cover letter shall provide the Respondent’s local corporate address (closest in proximity to the City of Chicago) of the division providing support at the time of contract award, if applicable.
c) RFP Addenda and Clarifications The cover letter shall confirm receipt of all Addenda and/or Clarifications that DPS issued for this RFP.
Respondent shall identify each such Addendum and/or Clarification by its Addendum number or Clarification number, as applicable.
d) Redacted Proposal
The cover letter shall indicate if a separate redacted version of a Proposal document is being submitted.
2. Table of Contents After the cover letter, Respondents shall provide a table of contents for the Proposal documents. The Table of Contents shall correlate to the heading and sequencing set out in this section.
3. Financials Respondents must provide a copy of their audited financial statements for the last 3 years.
Respondents that are comprised of more than one entity must include financial statements for each entity. Respondents shall upload into their Proposals one (1) complete copy of the requested financial statements marked and separated by year for the requested period.
The City will not accept a web link. Respondents are required to provide required financial statements in sufficient detail for the City to assess its financial condition as part of their Proposal submission. The City reserves the right to accept or reject any financial documentation other than the financial statements requested by this section.

As part of the evaluation process, the EC will review the information required by Section V, for each Proposal received. The EC may also review other information gained by checking references and by investigating the Respondent’s financial condition.
The City reserves the right, after advertisement of the RFP, to refine the Scope of Services, with appropriate notice. Further, if, upon receipt of Proposals, the City wishes to make refinements to the Scope of Services, it may, depending upon the circumstances, provide the revision to all Respondents and invite revised proposals from the Respondents based upon the revised Scope of Services.

B. Evaluation Criteria
In Phase II, notwithstanding the Phase I results, the Evaluation Committee will review the Respondent's Proposal to determine its degree of qualifications, responsiveness, and completeness of the Proposal with respect to the components outlined in the RFP using the following criteria.
