This solicitation seeks a general contractor to complete a near-complete refresh of the data cable infrastructure at the Hot Springs VA Medical Center campus in Hot Springs, South Dakota. The scope of work includes demolishing over 14,000 phone lines, upgrading electrical, mechanical, HVAC, fire protection and IT systems, renovating and expanding buildings, migrating infrastructure, and conducting asbestos abatement. Offerors must have experience minimizing downtime for medical operations while replacing critical systems. Proposals are due July 28, 2022. Technical questions will be accepted through June 9, 2022.

This is a Service-Disabled Veteran-Owned Small Business set-aside solicited by the Department of Veterans Affairs Technology Acquisition Center located in Austin, Texas. The projected value is between $10-20 million to be performed over 365 calendar days at the Hot Springs, SD location. The work involves 20 campus buildings and includes demolishing up to 33,000 telecommunications lines while upgrading electrical panels, emergency generators, mechanical and IT infrastructure for the medical center.

The Hot Springs VAMC is seeking a general contractor to furnish all labor, tools, material, equipment, and supervision for a near-complete refresh of the data cable infrastructure. The scope of this project includes but not limited to the following infrastructure improvements:

• Demolition

o Applicable to each category below

o Phone lines 14k-33k phone line pairs in buildings (backbone from building to building to remain in support of existing mass communications system and ancillary fax/building access phones)

o Demo and remove all abandoned hardware and cables

• Electrical

o Panel upgrades (normal and emergency/bonding)

o Emergency generator upgrade building 10

o Integrate into the fire alarm system

• Mechanical

o Upgrades/replacement/relocate of existing HVAC

o DDC HVAC

o Condensate drain piping

o Provide cooling loops

o Renovation (piping, exterior wall, interior wall for water proofing)

o Commissioning (spec 23 05 93)

• Fire System

o Data Center (DC) room upgrade (building 65)

o Sprinkler head migration

• Renovation

o Expansion and renovation of existing space

o Walls, doors, ESD flooring, painting,

o Rack alignment, fire stopping

o New building expansion (buildings 1, 11, and 66)

• IT specialty, cable/data outlet

o Migrating from 50 IT closets/cabinets to 29 TRs/cabinets

o Data Center (DC) upgrades (building 66)

o Upgrades to TR/DC rooms

o Racks, sensor, UPS, zone and vertical (amp monitored) PDU’s, patch panels

o Separate IT equipment ground bonding per building

Project building locations include buildings 1,2,3,4,5,6,7,8,11,12, 13,14,17,18,20,23,29,43,65, and 66 (likely some runs to other buildings). Technical complexity is high for this project due to migrating 90% of the telecommunication rooms (TRs) while leaving facilities infrastructure (building management equipment etc.) in the old closets, demoing out 14k-33k abandoned phone line pairs in buildings while not impacting the mass communications system that sits on the existing phone network system, re-integration with the air gapped security campus system, reintegration with the fire safety campus system. Completion of all these tasks will be difficult due to phasing needs for all areas and departments.
