About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is conducting a Sources Sought market research effort for Wheelchair Van Transportation Service across Central Virginia, Northern Virginia, parts of North Carolina, and the Tidewater region. The procurement seeks a contractor capable of providing 24/7 transportation services for wheelchair-bound and special needs Veterans, including one-way and round-trip transportation from Veterans' residences to VA medical centers and private facilities. Interested contractors must submit detailed responses by April 11, 2025, at 10:00 AM EST to Contract Specialist Audrey.wooten@va.gov, including business information, registration numbers, contact details, and qualifications. The evaluation will focus on contractors' ability to meet comprehensive transportation requirements, with specific attention to businesses registered as small businesses, particularly service-disabled veteran-owned, veteran-owned, 8(a), HUBZone, or woman-owned enterprises. Contractors must be registered in System for Award Management (SAM) and provide documentation demonstrating their capability to fulfill the Performance Work Statement requirements.

The solicitation uses NAICS code 485991 with a size standard of $19.0 million and does not currently have a specific set-aside designation, though information collected may inform future set-aside decisions. The contract will require contractors to provide flexible transportation services, potentially handling multiple pickup and drop-off locations for individual Veterans, always taking the shortest available route unless specifically authorized otherwise. While no specific award value is mentioned, the comprehensive nature of the service suggests a potentially significant contract opportunity. The transportation services must be consistently available, including federal holidays, with contractors responsible for managing all aspects of the service without direct government supervision. Contractors will need to demonstrate accountability for performance standards and have the operational capacity to serve a large, geographically diverse healthcare region encompassing multiple Virginia and North Carolina locations.
