The U.S. General Services Administration (GSA) Great Lakes Region 5, is announcing an opportunity for the "USMS Security Barrier Replacement" project at the Melvin Price Federal Courthouse at 750 Missouri Ave, East St. Louis, IL 62201.

The scope of work of this project includes but is not limited to: the replacement of a currently inoperable pop-up bollard system with a dual crash gate system at the secure garage entrance, replacement of existing access control readers and pedestals, the addition of surveillance cameras, and the option of installing a new snow melt system.


This procurement is a total small business set aside. Funds are presently available for the project. The North American Industrial Classification Code (NAICS) is 236220 with a size standard of $36.5 million. The total estimated construction cost of this project is between $250,000 and $500,000. The period of performance for this project is 90 calendar days for the base work and 2 weeks for the option work. This is a negotiated procurement; there will NOT be a public bid opening.


The awardee will be competitively chosen using Source Selection (FAR 15.3) procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the government. Award will be made to the responsible offeror whose offer conforms to the solicitation and offers the best value to the government, considering the technical factors and total evaluated price. For this procurement, the technical factors will be significantly more important than the price (FAR 15.101-1 Trade-Offs). The technical factors will include experience, past performance and a project management plan.


The solicitation will be available on or about January 8, 2019 with a closing date on or about February 12, 2019. A pre-proposal site visit will be scheduled in late January 2019; notification to the Contracting Officer of proposed attendance will be required. GSA considers attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. An award is anticipated on or about March 21, 2019. The Government reserves the right to make award on initial offers but discussions may be held if appropriate.


This solicitation cited above can only be obtained by accessing the secure website FedBizOpps(FBO); potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s) to the solicitation. FBO is designed to safeguard sensitive but unclassified (SBU) acquisition information and is fully integrated with other electronic Government initiatives, including the System for Award Management (www.SAM.gov). Registration in both SAM and FBO is required in order to download solicitation documents and is used to validate vendor identity. Contractors not registered in these systems will be ineligible for award.
