14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

RFP 47PF00-19R-0010-"USMS Security Barrier Replacement" project at the Melvin Price Federal Building and US Courthouse, East St.

Louis, IL. This amendment hereby incorporates:

1- Answers to requests for information received 2-This amendments removes and replaces drawing sheets CD101 & CS101 to correct the scale shown on the top right (attachment 1) 3-Drawings and specifications for the snow melt system provided by the AE (attachment 2 and 3) 4-The attendance list from the pre-proposal conference held on February 13th is included 5- A second site visit is scheduled for Thursday, March 7th at 11:00am(CT) at the Melvin Price Federal Building and US Courthouse, 750 Missouri Ave. East St. Louis, IL. Please RSVP to jordan.waldschmidt@gsa.gov. Proposals are still due by March 20, 2019, 2:00pm (EST).

Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

USMS Security Barrier Replacement

East St. Louis, IL 62201 Requests for Information

Question 1- For Factor 1: Experience providing General Construction (GC) Services on Similar Projects – may we submit past projects performed by key subcontractors to satisfy this factor?

Answer 1- Yes, past projects performed by key subcontractors is acceptable. Please note the subs that performed the project and any role the GC played in the project.

Question 2- The scale shown at the top of Sheets CD101 & CS101 do not match the Dimensions shown the Site Plans. Which is correct?

Answer 2- See attached updated drawings.

Question 3-What are the specifications for the Snow Melting System called on II.

Contract Price Form CLIN 2 ? Is this a glycol system under the new driveway?

Answer 3-See attachments 2 and 3

Question 4- I.C. Period of Performance Substantial Completion is required in 90 Calendar Days from NTP. The GSA has 90 days to decide on the Snow Melting system. The 14 CD extension is not sufficient to add this to the barrier system or under the new driveway.

Answer 4- See answer to question 5

Question 5- The 90 Calendar Days duration is insufficient to achieve substantial completion plus another 60 Calendar Days for completion of the project. We request a contract duration to substantial completion of a minimum of 190 Calendar Days.

After consulting with three barrier subcontractors the shop drawings require 2- 4 weeks and the fabrication and delivery to the site require 12-16 weeks after shop drawing approval. That is over the 90 Calendar Day duration specified in the RFP. A preliminary schedule is attached that addresses the duration question.

Answer 5- Once awarded, an interim Notice to Proceed is issued to allow time for security clearances, and submittals. The clock does not actually start for the performance period until ON-SITE NTP is issued. Therefore the 2-4 plus 12-16 weeks for shop drawings, fabrication and delivery would not be included in the performance period time frame to reach substantial completion. See "Agreement-Supplementary Conditions" on page 77 of the solicitation.
