The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 and DFARS Publication 20130419. This will be a competitive source selection pursuant to the procedures outlined in FAR 15, "Contracting By Negotiation." The North American Industrial Classification System (NAICS) code for this requirement is 541219 with a size standard of $20.5 Million. The Service Contract Act (SCA) of 1965 does not apply to the PA&E studies and analytical contract as personnel to be employed will not qualify as service employees as defined in FAR Subpart 22.001, Defintions. This acquisition is for the procurement of technical, analytical, and managerial contractor support to accomplish its assigned mission of being an independent evaluator for Marine Corps strategic and budgetary issues. This support includes both qualitative and quantitative analysis in support of the Commandant of the Marine Corps, Deputy Commandant Programs and Resources (P&R), Joint Staff, Office of the Secretary of Defense (OSD), the Department of the Navy (DON), and other HQMC senior leaders. This requirement will be Cost Plus Fixed Fee (CPFF). The period of performance will be from date of contract award for a base period of twelve (12) months and four (4) one year option periods.

The RFP document, M00264-16-R-0001, is now available. The anticipated award date of June 30, 2015. All responsible sources may submit a proposal which shall be considered by the Marine Corps Installation National Capital Region, Quantico, VA 22134. Sources must have valid Cage Codes and DUNS Numbers or have the ability to obtain one. Sources must also be registered in Systems for Award Management. F.O.B. Destination is preferred. Proposals will be evaluated on the basis of best value to the Government considering technical capability, management approach, past performance and cost.
