1. Section 4.1 refers to eight (8) Full Time Equivalents including (1) reach back (off-site) support as being key personnel. Is it the government’s intent to have 9 Key Personnel, or 8 Key Personnel (one of which is off-site)?
Answer: The government’s intent is to have eight (8) FTEs, one (1) of which will be reach back (offsite). 4.1.8 Program Manager will be offsite.
2. Section 3.3.18 states that the "Contractor must have proven history conducting software development" Does the government require the contractor to have experience with full life-cycle software development process (I.e. CMMI compliant processes) to include Major Automated Information System experience and Validate/Verify, experience with getting an Authority to Operate , etc… Or is the government simply interested in a contractor that has experience utilizing currently approved data-base development tools and optimization tools inside the NextGen environment?
Answer: The Government does not require Major Automated Information System
(MAIS) experience; however, the government is interested in a contractor that has experience utilizing currently approved data-base development tools and optimization tools inside the NGEN environment.
3. Section 9.0 lists 15 individual laptops as GFE, will the government re-image these prior to transition to new contractor, or will the new contractor have access to all the working files on the current GFE?
Answer: The government will re-image these 15 individual laptops; however, all working files are stored on PA&E’s SharePoint. The new contractor will have access to all the working files upon transition.
4. 3.2.8 asks the contractor to "develop, apply, and track performance metrics"; are these
PA&E internal management metrics or enterprise metrics?
Answer: Metrics are both performance metrics organic to PA&E and Marine
Corps (enterprise) metrics.
5. Section 6.4 references Section J attachment VI, "Cost Model" spreadsheet. Page 63 lists an Attachment VI but this is labeled "Historical Data for Solicitation M00264-16-
R-0001". Can the Government please provide the referenced "Cost Model"
Spreadsheet?
Answer: The “Cost Model” Spreadsheet is provided as attachment VII.
6. Page 62, Attachment V provides a historical workload, but utilizes undefined or referenced labor categories. Would the government please provide a mapping of the historical labor categories to the "Key Personnel" labor categories provided on pages
31 - 34?
Answer:

7. Section L, Page 83, paragraph 6.4 (a) iii states that if the prime proposes a subcontractor for more than $750K, the subcontractor must submit a full up cost proposal. Is the $750K a per year valuation, or total across the period of performance?
Answer: The $750,000.00 threshold is a cummalitive amount across the life of the contract.
8. On page 76, the requirement reads, “The offeror shall submit volumes I through IV in electronic format, using recordable CDs. Each volume shall be in a different directory on a CD”. What does the Government mean by different directory? There is also a requirement on page 82 to submit an electronic copy on CD of the cost model. Does that go on the same CD as Volumes I-IV? Also, there is no mention of a CD copy of
Volume V, does the Government want a CD copy of Volume V? Please clarify the electronic CD submission for each volume (and how many copies are required).
Answer: The offeror shall submit volumes I through V in electronic format, using recordable CDs. Each volume shall be in a different directory or folder saved on the
CD. The cost model should be included in the folder for volume IV.
9. 6.5 on page 83 states “All Offerors should consider the historical travel data that outlines, quantity, frequency and locations to support the PWS requirements. All travel costs should be built into the estimated cost of each CLIN identified in Section B of the solicitation.” Should the trips and locations in the historical travel data be used for all CLINS or should it be divided amongst the CLINs? If the latter, which locations and trips belong to which CLINs?
Answer: The travel trips and locations will only apply to the Task Area 2 Onsite
CLINs and the Task Area 3 Onsite CLINS. For the base year CLIN #s 0003 and
0005 should include locations and trips. Please see section 3.2 and 3.3 of the PWS to see the task that apply. Attachment VI shows the historical travel data.
10. Section L, Factor 2 requires a separate section for the management approach.
However, Task Area 1 appears to cover all of the management factor requirements inside of the technical approach (Factor 1). Does the government require a separate section for Factor 2, or will a robust and thorough treatment of Task 1 suffice?
Answer: The Government requires a separate section for Factor 2.
11. Page 85, section 7.2.4 refers to Attachment 10 which contains a list of GFP; no
Attachment 10 was provided with the solicitation. However, Attachment IV of the solicitation has a list of GFE, can the Government clarify between GFP and GFE?
Answer: Government Furnished Property List has been added as Attachment IV.
12. Page 86, clause 52.216-1 Type of Contract, the Government indicates that they intend to award a CPFF contract, however there are FFP CLINS. Please clarify the contract type.
Answer: The Government comtemplates award of a Cost Plus Fixed Fee Term
(Level of Effort) contract resulting from this solicitation. FFP CLINs have been removed.
13. On page 79, section 5.1, the requirement states, “The maximum number of past performance efforts submitted by the prime Offeror and its teaming partners may not exceed (6) total.” However, in section 5.2, the requirement states, “The total of Past and Present Performance Information references will not exceed three (3) references.”
Please clarify if the maximum number of Past Performance Information references is 6 or 3.
Answer: The maximum number of Past Performance Information references is 3.
14. Will the Government consider allowing the use of smaller size font in graphics and tables?
Answer: In accordance with the RFP Page Size and Format instructions, “For tables, charts, graphs and figures, the text shall be no smaller than 12 point Ariel, Times New Roman, or Courier New font for all text included in a table.
15. Will the Government confirm the due date and time of the proposal? It does not appear on the SF33 form.
Answer: The Response date will be extended from 1 February 2016 to 8 February
2016 at 3:00 p.m.
16. Reference: Section L, pg 75, 2.2.1, Page Limitations
Relevant Text: RFP states “Each page shall be counted except the following: Cover pages, tables of contents, glossaries, resumes, executive summaries, OCCI mitigation plans, and Section 508 compliance etc.”
Question: Please clarify what is meant by “etc.” Are additional items excluded from the proposal page counts? Is yes, what items?
Answer: “Etc” has been removed.
17. Reference: Section L, pg 79, 5.2, Relevant Contracts
Relevant Text: Paragraph 5.1 (“General”) states “The maximum number of past performance efforts submitted by the prime Offeror and its teaming partners may not exceed six (6) total.”
Paragraph 5.2 (“Relevant Contracts”) states “The total of Past and Present Performance Information references will not exceed three (3) references.”
Question: Please clarify the maximum number of past performance qualifications that can be included in the proposal.
Answer: See answer to question 13.
18. Reference: Section L, pg 75, 2.2.2.1, Page Size and Format
Relevant Text: RFP states “Pages shall be single spaced typed with 1.5 line spacing.”
Question: Please clarify the line spacing requirement. Is text to be single spaced, but with 1.5 line spacing between paragraphs?
Answer: Pages shall be single-spaced type lines.
19. Reference: Section L, pg 75, 2.2.4, Cross-Referencing
Relevant Text: RFP states “Cross-referencing within a proposal volume is not permitted.”
Question: Please confirm whether cross-referencing within a proposal volume is not permitted. Cross-referencing within a volume reduces the need to provide duplicate information found within the same volume.
Aswer: Cross-referencing within a proposal volume is not permitted.
20. Reference: PWS, section 4.0, pg 31, Key Personnel
Relevant Text: The PWS provides requirements for key personnel.
Question: Would the government please provide a substitution matrix for the key personnel labor category descriptions to outline the number of relevant years of experience that may substitute for the required degree.
Answer: There is not a substitution matrix. Key personnel experience descriptions provide a minimum number for years of experience. Education requirements provide a reasonable range of the type of degree/education required to perform the job.
21. Reference: Clauses Incorporated by Full Text, , pg. 86, 52.216-1, Type of Contract
Relevant Text: The RFP states, “The Government contemplates award of a Cost Plus Fixed
Fee Term (Level of Effort) contract resulting from this solicitation.” However, all CLINs associated with Task Area 3 – Technical Support (0005, 0006, 1005, 1006, 2005, 2006, 3005, 3006, 4005, 4006) are identified as Firm Fixed Price.
Questions:
Would the government consider revising the contract type for work under Task Area 3 to be CPFF
Term like the remainder of the CLINS? Given the current unbounded tasking of the items in 3.3, references to software development and undefined deliverables, it seems that cost reimbursable
CLINS would be more suitable to address the Technical Support task area.
If Task Area 3 is to remain FFP, will the government please revise the subtasks in section 3.3 to provide specific tasking and deliverables to allow offerors to develop a fixed price offer? For example:
o Regarding task 3.3.21, how many instructional products and courses are to be developed and provided and for how many attendees?
o Regarding task 3.3.23, how many databases of what size are to be developed? What specs are required for the database(s)?
o Regarding task 3.3.25, what selected technology solutions will the contractor be required to install, monitor, test, configure, migrate, maintain and trouble shoot?
o Regarding task 3.3.33, what are the actual tasks required to support manpower and military training?
The current description only includes information about what expertise the contractor is required to have.
Answer: All FFP CLINs will be changed CPFF CLINS.
22. Reference: Section C, pg. 31, 4.0, Key Personnel and pg. 34, 5.1, Place of Performance
Relevant Text: Section 4.0 of the PWS provides requirements for key personnel, expected to consist of eight (8) specific FTEs including (1) reachback (off-site) support. Section 5.1 says Key personnel will provide continuous analytical support onsite except for the Program Manager.
Question: What specific PWS sections are the key personnel required to support? What key labor category will provide the offsite reachback support?
Answer:

Relevant Text: RFP states “If the Prime Contractor is proposing a subcontractor above
$750K, all subcontractors must provide a full up proposal at the same level of detail that is required of the Prime Contractor.”
Question: Is the government requesting for all subcontractors to submit a full up proposal in the event some of the subcontractors values exceed $750K, or just the subcontractors that exceed the
$750K threshold?
Answer: The Government requests a full up proposal from the subcontractors proposed by the
Prime Contractor that exceed the $750,000.00 threshold.
24. Reference: Section C, pg 21, 3.1.21, Managerial/Program Management Support
Relevant Text: RFP states “The Contractor will ensure all required documents are submitted to the Government for teaming agreements to include at a minimum appropriate DD254 (DoD
Contract Security Classification Specification) forms.”
Question: Is the government requesting copies of all Teaming Agreements with proposed subcontractors as part of the proposal submission? If yes, where are the teaming agreements to be included in the proposal, and would the government confirm there is no page limit for the teaming agreements?
Answer: The Government is not requesting copies of Teaming Agreements with proposed subcontractors as part of the proposal submission. The government requires the offeror to specify the subcontractors that it proposes to team with. However, the prime contractor must abide by the requirements outlined in paragraph 3.1.9 of Section C and paragraph 4.1 of Section
L.
25. Reference: Section L, pg 77, 3.4, Small Business Subcontracting Plan
Relevant Text: RFP states “The desired goal is established at 35% of the proposed total dollars.”
Question: Please confirm whether the intent is 35% of total dollars or 35% of total subcontracted dollars.
Answer: Intent is percentage of total dollars. The small business goal percentage has been revised from 35% to 29% of total dollars.
26. Reference: Section C, pg. 20, 3.1.13, Onsite Support
Relevant Text: In the body of the PWS, the RFP identifies five onsite support requirements and over 25 off-site requirements, yet these requirements are not aligned to the key personnel, and the
PWS does not identify any education, skill, or experience levels to meet those requirements.
Question: Please confirm that the government does not intend to specify minimum educational and experience requirements for the non-key positions.

27. Reference: Section L, pg. 82, 6.4, Submission of Cost Models
Relevant Text: RFP states “Submit an electronically encoded cost/price model in support of the proposed price using Section J, Attachment VI “Cost Model” Spreadsheet.”
Question: A “Cost Model” spreadsheet is not provided as Attachment VI in Section J. Please provide the “Cost Model” Spreadsheet offers are to follow when submitting their bid.
Answer: See answer to question #5.
28. Reference: Section C, pg. 34, 5.0, Place of Performance and Hours of Operation
Relevant Text: RFP states “Contract support personnel may not work in excess of 8 hours per day or more than 40 hours per week without the Government’s authorization via the COR.”
Question: What number of hours constitutes a man-year for this solicitation?
Answer: 1,872 hours constitute a man-year for this solicitation.
29. Reference: Section C, pg. 31, 4.1, Key Support Personnel and pg. 36, 9.0, Government Furnished

Relevant Text: Section 4.1 states “Key support personnel are expected to consist of the following eight (8) Full Time Equivalents (FTEs) including (1) reachback (off-site) support”. Section
9.0 lists “Government Furnished Laptops with serial numbers per labor category.”
Question: Does the table in section 9.0 showing Government Furnished Laptops serials by contractor labor category show the full complement of on-site support personnel by labor category requested by this solicitation? In other words is the RFP requesting 15 on-site personnel total, 7 of which are key as described in section 4.1?
Answer: The table in section 9.0 does not show the full complement of on-site support personnel.
In addition to the 8 Key Support Personnel listed under section 4.0 in the PWS, the Contractor shall provide personnel to support the given task areas in the RFP.
30. Reference: Section L, pg. 76, 2.4, Distribution
Relevant Text: RFP states “It is the Offeror’s responsibility to ensure that their proposals are received by the date and time listed on the SF33.”
Question: The SF33 does not provide the date and time deadline for proposal submission.
Please provide the data and time required for proposal submission.
Answer: See answer to question #15.
31. Reference: Section L, pg. 75, 2.2.1, Page Limitations
Relevant Text: RFP states “Page limitations may be placed on responses to Discussion Items
(DI).”
Question: Please clarify what is meant by “Discussion Items (DI)”.
Answer: Discussion Items (DI) are additional items or documentation that may later be added to the proposal in response to potential discussion questions, should the government determine discussions are necessary.
32. Reference: Section C, pg. 20, 3.1.10, Task Area 1: Managerial/Program Management Support and
pg. 35, 7.0, Reserved
Relevant Text: RFP states “Reserved”
Question: Please clarify what is meant by “Reserved”. Is the government expecting to provide additional requirements during the solicitation period?
Answer: The Government will not be providing additional requirements during the solicitation period. “Reserved” indicates there is no longer a requirement for this section.
33. Reference: Section C, pg. 35, 8.1, Security
Relevant Text: RFP states “All contractor personnel with access to unclassified information systems, including e-mail, must possess at a minimum, a current Secret clearance and sign appropriate non-disclosure agreements. Individual tasks under this contract may specify a higher level security clearance.”
Question: Would the government please confirm which sections of the PWS require security clearances above Secret level, and what level above Secret may be required?
Answer: The on-site work spaces require a Secret Clearance for all government or contractor personnel. A Secret Clearance is only required for on-site personnel and no higher clearance is required.
34. Reference: Section C, pg. 37, 10.1, Quality Assurance Surveillance Plan (QASP), item 1
Relevant Text: RFP states “100% of tasks covered by qualified personnel.”
Question: What determines whether personnel are qualified? There are only labor category descriptions for the 8 Key positions.
Answer: The labor category descriptions for the 8 key personnel positions determine whether personnel are qualified. Also, offsite personnel performing any of the offsite requirements must meet the level of expertise specified for off-site personnel.
35. Reference: Section C, pg. 37, 10.1, Quality Assurance Surveillance Plan (QASP), item 3
Relevant Text: RFP states “Accurate and on demand accounting of labor hours per contract employee.”
Question: Please confirm that the contractor will not be required to provide labor hours per contract employee for work delivered in Task Area 3 under the FFP CLIN.
Answer: Task Area 3 - FFP CLINS will be changed to a CPFF CLINs.
36. Reference: Section L, pg. 76, 3.3, Small Business Subcontracting Plan; Section L, pg. 81, 6.1.5, Breakdown of small business participation; and Section M, pg. 93, M5., Mandatory Requirements
Relevant Text: L 3.3 states “If a large business is selected for award, a Subcontracting Plan with subcontracting goals for small business participation will be negotiated for this procurement to ensure adequate small business participation.” L 6.1.5 states “The Offeror shall provide a breakdown of small business participation that reconciles with the dollar allocation included in the subcontracting plan.” Section M.5 lists “Subcontracting Plan (not required if offeror is a small business)” in the
Mandatory Requirements Checklist.
Question: Section 3.3 indicates that a subcontracting plan will be negotiated with the awarded but Section 6.1.5 indicates that the small business participation plan must reconcile with the subcontracting plan. Are large businesses required to submit small business subcontracting plans in addition to the small business utilization plan? If a small business subcontracting plan is required, where in the proposal is it to be submitted and is there a page limit?
Answer: In addition to the Small Business Subcontracting Plan, the contractor is required to submit a Small Business Participation Plan. The subcontracting plan should be included in
Volume IV.
37. Reference: Section L, pg. 82, 6.4, Submission of Cost Models
Relevant Text: Entire section
Question: The section appears to be written only for the submission of a cost reimbursable proposal. However, Task Area 3 work is identified as FFP and the level of detail required in Section
6.4 is not appropriate for FFP work. Would the government please provide Cost Model instructions for the FFP portion of the proposal?
Answer: See answer to question #35.
38. Reference: Section C, pg. 24, 3.2.36, C4/IT Investment Analysis
Relevant Text: RFP states “The Contractor shall conduct Analysis of Alternatives for high priority C2 initiatives.”
Question: Is the government requesting full, end-to-end Analysis of Alternatives as specified in DoD 5000? How many Analysis of Alternatives are expected?

Program Analysis and Evaluation (PA&E) Division, Programs and Resources (P&R) Department, Headquarters Marine Corps (HQMC)
1.0 Mission
PA&E’s Mission is to provide the Commandant of the Marine Corps (CMC), Marine Requirements Oversight
Council (MROC), and other senior leaders with independent and objective, enterprise-focused analysis to improve resource allocation decision-making and assessment of institutional risks.
1.1 Background
PA&E's responsibilities and functions fall into five general categories:
1.1.1 To conduct initial Program Objective Memorandum (POM) assessments and develop program priorities and guidance in support of POM development, resolve complex programming and budgeting issues involving force structure, manpower, equipment, and infrastructure programs.
1.1.2 To develop and/or evaluate resource constrained alternative plans and programming to support approved strategic objectives and policies.
1.1.3 To provide the Commandant of the Marine Corps (CMC), Assistant Commandant of the Marine Corps
(ACMC), and Deputy Commandant for Programs and Resources (DC, P&R) with independent assessments of
Marine Corps Programs.
1.1.4 To provide decision support to boards, including 3-star Programmers, Deputy's Management Action Group
(DMAG), Marine Requirements Oversight Council (MROC), MROC Review Board (MRB) Army Marine Corps
Board (AMCB), Resources and Requirements Review Board (R3B), the Naval Board and the Department of Navy
Gate Reviews.
1.1.5 To lead the development of a Marine Corps-wide performance management system to maximize force readiness subject to fiscal constraints. Serve as Performance Management Executive Secretary responsible to the
MROC for system design and implementation. Publish an annual assessment of Marine Corps strategic health in terms of the five pillars of institutional readiness.
1.2 Scope
This Performance Work Statement (PWS) addresses technical, analytical, and managerial support required by
PA&E in order to accomplish its assigned mission of being an independent evaluator for Marine Corps’ strategic and budgetary issues. This support includes both qualitative and quantitative analysis in support of the Commandant of Marine Corps, Deputy Commandant Programs and Resources (P&R), Joint Staff, Office of the Secretary of
Defense (OSD), the Department of the Navy (DON), and other HQMC senior leaders. This support also includes technical, analytical, managerial support services, analysis and evaluation of plans, programs, and budgets in relation to published fiscal guidance, DoD and USMC strategic objectives, and published guidance and policies
(National, OSD, Joint, and USMC). Analysis performed in support of PA&E’s mission must take into account the secondary and tertiary implications, projected threats, joint contributions, estimated costs, and resource constraints in relation to Marine Corps programs, concepts, requirements, doctrine, alternatives, orders, and technical risk.
2.0 General Requirements
PA&E Division has three branches: Program Evaluation Branch (RAE), Resource Analysis Branch (RAA), and
Data Readiness Branch (RAD). These branches are staffed primarily by uniformed Marine and civil service personnel; however, numerous division functions are not inherently Governmental in nature and thus lend themselves to contractor augmentation. Contractor support under this contract will be in the form of on-site personnel and off-site support in the form of reach-back/directed studies, which fall into the technical analysis and program evaluation, strategic planning, and investment fields. Contractor support is required in three “task areas”:
Managerial/Program Management Support, Analytical Support, and Technical Support. These three “task areas” are described in further detail below. There will be continuous support required in certain areas as described within this
PWS and there will also be ad-hoc studies issued by the CMC, ACMC, and DC P&R with topics that affect the
Marine Corps’ resources.
2.1 Non-Personal Services
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. The contractor is responsible for the management of its employees.
The Government will guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer’s Representative (COR) or
Contracting Officer (KO) immediately.
3.0 Task Areas
3.1 Task Area 1: Managerial/Program Management Support
General Support
These tasks apply to both onsite and offsite support personnel.
3.1.1 The Contractor shall be capable of performing day-to-day administrative tasking within PA&E and be highly proficient with common software applications such as Microsoft Office, SharePoint, and Adobe.
3.1.2 The contractor shall provide administrative support to all contractor employees (both prime and subcontractors) within 1 business day of joining PA&E (i.e., time keeping, leave processing, pay, etc.). The
Contractor shall provide additional reporting, documentation, and schedules in a timely manner, as needed by the various task activities of the contract.
3.1.3 The Contractor shall complete all deliverables included in all of the performance tasks within the specified period of performance (PoP).
3.1.4 The Contractor shall possess sufficient offsite/reach-back support to augment and assist on-site personnel, perform directed studies with the required combinations of education, training, and experience.
3.1.5 Following contract award, there will be a [30 day] phase-in period. The purpose of this phase-in period is to ensure a smooth transition of services from the predecessor contract to the current contract. The contractor shall follow the transition plan submitted as part of the proposal and keep the Government fully informed of status throughout the phase-in period. There will also be a contract phase-out period commencing [30 days] prior to the end of the contract. The purpose of the phase-out period is to ensure a smooth transition of services from the predecessor contract to the new contract. The Contractor shall provide the services necessary to ensure a successful transition of services from it to the awardee under a subsequent contract for the same or similar requirement.
Throughout the phase-in period & phase-out periods, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the mission. The contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-in/phase-out periods.
3.1.6 The Contractor shall be capable of executing performance tasks from the Government within 72 hours after the directional task is established and approved by the Director of PA&E or designated representative. The contractor shall have a plan on how the directional task is internally staffed.
3.1.7 The Program Manager (PM) shall assist the Contracting Officer’s Representative in the development of performance tasks from the Government as new projects and studies are directed by senior leadership.
3.1.8 The PM shall demonstrate the ability to effectively communicate (written and verbal) meeting results to senior leaders. Must be familiar with video teleconferencing facilitation and have a solid understanding of the HQMC organization, mission, functions, and responsibilities. In addition, demonstrate in depth knowledge of the DoD, DON, and USMC PPBE process.
3.1.9 The contractor shall allow no gap in task support for contract personnel providing two weeks or more notice of departure, and the contractor shall demonstrate the ability to replace on-site and reach back support personnel within five working days of an individual departing. The contractor shall maintain a steady workforce by minimizing the number of personnel replacements throughout the life of the contract. All personnel assigned to the contract must be high quality individuals who meet the education and experience requirements of the PWS. Contractor shall have an established process for replacing personnel.
3.1.10 (Reserved).
3.1.11 The Contractor shall provide off-site, reach-back support capable of assessing and analyzing the full spectrum of Marine Corps plans, policies, and strategies with a focus on fiscal, budgetary, and programmatic capability-based analysis.
3.1.12 The Contractor shall create a kick off presentation and brief it to the Director of PA&E within three business days after the contract has been awarded.
ONSITE SUPPORT:
3.1.13 Marine Requirements Oversight Counsel (MROC) Support. The Contractor shall interact, provide advice, and coordinate with Marine Corps senior leadership and Senior Management at the various Marine Corps and other Service staff agencies. The Contractor shall help prepare key decision documents that impact DoD, Joint, DON, and USMC guidance, policies and strategies. Contractor shall help coordinate and execute key decision meetings and executive forums such as MROC. Contractor shall coordinate with other HQMC and external organizations as required.
3.1.14 Operations Support. The Contractor shall coordinate and synchronize with senior level leadership on assessments, operations research, resource strategy, integration, and cost analysis efforts. Contractor shall help establish a Common Operating Picture (COP), coordinate workflow, and de-conflict task assignments and resource requirements. Contractor shall help ensure key deliverable dates and other obligations are met and completed.
Contractor shall assist with the administration and management of the PA&E division’s daily operations and cross-communication among the three branches. Contractor shall also engage with other HQMC offices and working groups to ensure successful completion of on-going studies, surveys, or front end assessments.
OFFSITE SUPPORT:
3.1.15 The contractor shall integrate and coordinate all activity needed to execute the requirements outlined in the
PWS. The contractor shall manage the timeliness, completeness, and provide quality control for all deliverables identified by the Government. The Contractor shall provide corrective action plans and deliverables defined in technical direction documents, identify and submit perceived issues to the appropriate level (i.e., Government lead/action officer, COR, or KO) within 3 business days of identification, and provide effective and responsive administrative support and management for all subcontractors.
3.1.16 The Contractor shall establish clear organizational lines of authority and responsibility with the Government to ensure effective management of the resources assigned to accomplish the requirements outlined in the PWS. The
Contractor shall maintain frequent on-site management support through the Program Manager with at least 25% of the allocated time for the PM at PA&E’s office spaces. The PM shall meet on-site with Director, PA&E and the
Branch Heads at least one time per month, and the COR at least two times per week, unless approved by the COR to deviate from this timeline. The purpose of these meetings is for the PM to provide a monthly status report
(Deliverable 001), that includes at a minimum: current labor, travel and Other Directed Costs (ODC) hours invoiced for the month; current labor, travel, and ODC hours invoiced to-date; labor hours, travel and ODC remaining until the end of the period of performance; status of current tasks and deliverables; and any unresolved issues and/or concerns from the contractor. The PM will ensure the client’s technical direction document requirements are being completed and will discuss any future requirements during these monthly meetings. All other deliverables required will be included in the Technical Direction Documents as directed by the COR. The monthly status report
(Deliverable 001) should also contain the current funding status of the contract for all CLINs, on-site and off-site personnel labor hours report, current status of security clearance, Pentagon and work-space access for each contractor, and a list of accomplishments for each contractor for the appropriate month. This monthly status report
(Deliverable 001) is due on the 5th workday of each month. Submit monthly status report to COR. Reports shall be submitted electronically (i.e. via email) to the designated COR under this contract.
3.1.17 The Contractor shall establish processes and assign appropriate resources to effectively accomplish the requirements outlined in the PWS. The Contractor shall develop a process for recording, verifying, and certifying labor hours, travel claims, and ODC purchases. The process shall be submitted weekly for the COR’s review and acceptance monthly. The contractor shall respond to Government requests that require contractor actions within 2 business days. Responses can be made in person, email or phone. The Contractor shall work through the PM who will serve as the Contractor’s single point of contact between the Government and contractor personnel for all contract administrative issues. The Contractor shall submit all invoices (i.e., labor, travel, and ODC) for prime and subcontractors no later than 60 days from when the expense was incurred. All invoices will be submitted via the
Wide Area Work Flow Government system (see Section G).
3.1.18 The contractor will develop a means to notify employees during designated Government non-work days or other periods where Government offices are closed due to inclement weather or security conditions. Contractors must receive pre-authorization from the Government to telework on Government holidays or days when the
Government is closed due to inclement weather.
3.1.19 All travel must be pre-approved by the COR before travel arrangements are finalized. The contractor will only purchase non-refundable airline tickets after receiving approval by the COR . The contractor will notify the
COR prior to any potential penalties for cancelling reservations (e.g., contractor must notify the Government to avoid incurring penalty fees for failing to cancel a hotel reservation.)
3.1.20 The contractor shall provide an accurate monthly report of all contractor admin support to include at a minimum: name of contractor, company name (if a subcontractor), labor category, labor rate, date the performance task from the Government was issued, date Government directed task ended, security clearance level, date non-disclosure agreement was signed, type of badge issued to contractor (e.g., authorized business hours only), locations where contractor has swipe access to, expiration date of badge, and when all Information Assurance on-line training was completed.
3.1.21 The contractor shall be responsible for any subcontract management actions necessary to integrate work to accomplish the requirements outlined in the PWS. The prime contractor shall be responsible and accountable for the performance of all subcontractors while assigned to this contract. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) issues. The Contractor is required to inform the Contracting Officer, COR, and Director, PA&E of any changes in teaming agreements after the start of the period of performance, this includes any changes with subcontractor teaming arrangements. The Contractor will ensure all required documents are submitted to the Government for teaming agreements to include at a minimum appropriate DD254 (DoD Contract Security Classification Specification) forms.
3.1.22 The Contractor shall submit monthly invoices by the 5th workday of each month via Wide Area Work Flow
(WAWF), and will contain sufficient data to allow the COR to validate the costs (see Section G).
3.1.23 The contractor shall maintain required training for their employees to remain current in Marine Corps information assurance by providing initial and refresher training as required to meet the PWS requirements. The contractor shall make necessary travel arrangements for all employees.
3.2 Task Area 2: Analytical Support
GENERAL SUPPORT:
3.2.1 The Contractor shall provide deliverables outlined in all performance tasks issued by the Government within the period of performance specified for each task.
3.2.2 The Contractor shall be capable of performing day-to-day administrative tasking within PA&E and be highly proficient with common software applications such as Microsoft Office, SharePoint, and Adobe.
3.2.3 The Contractor shall conduct analysis, assessments, meeting preparation, collect data, prepare for meetings, draft minutes and action for distribution as required by the Government.
