The US Forest Service has a requirement for the construction of the Spring Mountain Visitor Gateway. The project is located in the Spring Mountains National Recreation Area of the Humboldt-Toiyabe National Forest, Clark County, Nevada near Mount Charleston, NV. Work for this project consists of Spring Mountain Visitor Gateway Center -The Center will be the gateway facility for visitors coming to the Spring Mountains National Recreation Area. The project will include extensive finish site-work of a reclaimed and terraced upper plaza from an abandoned golf course site (approximately 30 acres) to include the construction of utilities, parking lots, trails, landscaping, picnic areas, educational nodes, interpretation areas, amphitheater, an 800 square foot educational building, and a 4,500 square foot visitor center. The visitor center will have dedicated interpretation areas and retail sales space.
This project is located on Highway 157 at milepost 5.1 near Mt. Charleston, NV inside the Spring Mountains National Recreation Area a part of the Humboldt-Toiyabe National Forest.
The solicitation will be advertised as Total Small Business Set-Aside using best value source selection procedures. It is anticipated that a firm fixed price construction contract will be awarded to a single contractor. The estimated contract period of performance will not exceed 605 calendar days with work starting in the mid-May 2013. It is anticipated that a site visit will be held on February 13, 2013. Time and location of the site visit will be included in the solicitation.
In accordance with FAR Part 36.204, the estimated magnitude of construction is over $10,000,000. The North American Industry Classification System (NAICS) is 236220. The corresponding size standard for determining whether or not a firm qualifies as a Small Business is $33.5M in average, annual receipts over the past three years. It is important to note that IAW Federal Acquisition Regulation (FAR) 52.219-14 - Limitations on Subcontracting, the prime contractor is required to perform at least 15% of the labor with their own employees for General Construction and at least 25% of the labor with their own employees for Special Trade Construction.
Contractors are required to be actively registered with the System for Award Management (SAM) database and the Online Representations and Certifications Application (ORCA) prior to award.
A bid guarantee of 20% of the bid price shall be required and the successful offeror shall be required to submit Performance and Payment Bonds (100% each) of the construction cost prior to start work.
The solicitation will be posted on the FBO website on or about January 30, 2013. No hard copies of the solicitation, supporting document, or applicable amendments will be provided. To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the FBO website.
