1. Question and Answers:
A. GENERAL SOLICITATION QUESTIONS
1. Question: Will the Forest Service issue revised plans and specifications prior to bid opening enumerating and addressing changes resulting from pre-proposal questions and answers?
Answer: The Forest Service is issuing replacement documents for specific items only. See Replacement Table.
2. Question: Can the bid date be postponed until the week of 3/18 we feel the government will benefit from better pricing.
Answer: No, the proposal due dates will not be extended
3. Question: Concerning Question #28 of Amendment #1, are prime contractors required to name the major subcontractors for every category listed in question #28 or just name them if they are in support of the technical submission and vital to the completion of the contract?
Answer: These fields are considered vital to the project work and if the prime contractor is not self-performing those areas then they must submit those proposed subcontractors as members of their team for technical evaluation.
4. Question: If possible could you forward a list of general contractors bidding this project?
Answer: This is a negotiated procurement in which offerors provide a proposal for the project. There are no known “general contractors” at this time.
5. Question: Will CCASS ratings be acceptable for past performance questionnaires as outlined in Section L 1.C in the RFP?
Answer: No, please use the Past Performance Questionnaire provided in Section J.
6. Question: Will a Nevada business license be required for this project?
Answer: Potential offerors should contact the state of Nevada to determine Nevada’s requirements for contractors working on Federal Projects on Federal Lands.
7. Question: Is there a Buy American specification in the contract?
Answer: This Project is subject to the Buy American Act. Reference specific Buy American Act clauses found in Section I & L.
8. Question: Schedule B-1 will link with the total price column, inclusive of general conditions, overhead, profit and insurance. There are rounding issues with the quantities requested by the Gov. that will add some degree of difficulty explaining the unit costs. The result will be multiple math discrepancies between B-1 and Attachment 5 and will potentially defeat computer accuracy by hard entering numbers to make adjustments. Will rounding be allowed?
Answer: No Rounding errors will be allowed on Schedule of Items B-1.
9. Question: B-1 gives a clear separation between base contract work and Options. Attachment 5 is asking for alternates and base bid items to be sub-totaled together. We are then asked to add our fee and our overhead to the sub-total. We suggest that our total of B-1 and Attachment 5 should be calculated the same way. Do you want totals for Base and Options separately? Is it OK to modify your forms or submit our estimate print out to explain pricing?
Answer: Offerors may modify Attachment 5 but not Schedule of Items B-1.
10. Question: Do you want our overhead and profit percentages listed separately?
Answer: Yes.
11. Question: Attachment 5 does not have a column for subcontractors or equipment. Where do we account for Equipment?
Answer: Offerors may add additional columns to Attachment 5.
12. Question: Attachment 5 is going to be difficult to tie out direct costs from estimating program; our insurance is calculated on the total contract value. Attachment 5 will be difficult to get subcontractors to complete in a competitive bid market and we ask if you can allow the
GC’s to complete the form at a later (24 hrs) time frame to contact subs for breakouts. Typically mechanical and electrical suppliers will hold pricing until the last hour to release their prices.
Answer: This question was asked and answered in Amendment 1 (Question 26).
B. SCHEDULE OF ITEMS AND CONSTRUCTION COST BREAKDOWN
13. Question: Clarify conflicts between Section B – Schedule of Items and
Attachment 5 – Construction Cost Breakdown. Clarify conflicts between Optional Items on the Schedule of Items, Cost Breakdown, and the drawings.
Answer: Replace Section B – Schedule of Items and Attachment 5 – Construction Cost Breakdown with revised documents included in this amendment. OFFERORS ARE REQUIRED TO USE THESE AMENDED
DOCUMENTS.
Make the following minor changes to the drawings:
• Sheet C7.00 – Change “ Optional Item 1A” to “ Optional Item 1.”
Change “ Optional Item 2A” to “ Optional Item 2.”
• Sheet C7.01 – Change “ Optional Item 6A” to “ Optional Item 6.”
• Sheet L1.01: Change “East Entry Gateway Monument – Add.
Optional 4A” to “East Entry Gateway Monument – Optional Item 4”
• At all locations in the drawings, change 1A to 1, 2A to 2, 4A to 4, and
6A to 6.
Make the following change to the Specifications:
• 133423 1.6 D 5 – change to “Prefabricated double washroom with mechanical storage area.”
14. Question: DWG C7.02: Will 214.74 LF of 1-1/4” Force Main SS and
208.37 LF of 2” Water be constructed under Schedule of Items 13 and 14 or will they be constructed under Optional Item 5?
Answer: These items will be constructed under Optional Item 6 as shown in the revised Schedule of Items.
15. Question: DWG C7.03: Optional Bid Item 3, Equestrian Trailhead Area:
Option 3A – Gravel Parking Section is different from Schedule of Items
3a – Equestrian Trailhead Parking – 2 - Unit Vault Pre-manufactured Toilet Building and 3 Panel Bulletin Board Only – No Additional Parking Area. Please clarify.
Answer: The equestrian parking has been completed by others.
Optional Item 3a is for the pre-manufactured toilet building and the 3 panel Kiosk only, and must be included in the offer. Optional Item 3b shown in the Schedule of Items is not used.
16. Question: On the “Schedule of Items”, line item #15, 2423 SY of Parking
Gravel Paving is stipulated. Our take-off shows over 7000 SY. Is this our error or owners? Please clarify.
Answer: The quantity 2,423 SY is correct. See revised drawing “C700_Sh45_RevAmendment2.pdf” showing clarification of the area scheduled for Gravel Paving.
17. Question: DWGs L1.05, L1.11, L4.07, and L4.08: These drawing illustrate required log features. Under which Line Item(s) is this work included and will be paid for?
Answer: The logs are for the Adventure Scramble and Balance Beam.
Add to Pay Item 34, Site Furnishings.
C. GOVERNMENT FURNISHED MATERIALS AND EQUIPMENT
18. Question: Please provide FF&E Schedule (as mentioned on Sheet A8-
01) outlining precisely what is furnished by the contractor and by the owner. Clarification for Government Furnished Property:
• Section C, C-13 says the Government will furnish finished redwood material for the information desk.
• Spec. 015500 2.1 says the Government will furnish Lock Cylinders.
Answer: The Government will furnish:
• The Forest Service keyed cylinders for Yale Locks, to be used for the restrooms. The Contractor is required to provide locks and keys for the buildings.
• Granite signposts. These will be stockpiled at the project site.
• Finished redwood material for the Visitor Services Building (see description below)
• Landscape boulders shown on Drawing L1.16. Type 1, Spec.
044300 2.1A. Material will be delivered to and stockpiled at the existing helipad area approximately 1.2 miles from the project site.
• Riprap for the outlet channel of the 5’x5” RCB Culvert, as shown on Drawing C5.02. Material is described in Spec. 313700.
Material will be delivered to and stockpiled at the existing helipad area approximately 1.2 miles from the project site.
The finished redwood material will be used for:
• The information desk (Sheet A6.12)
• The donation box (Sheet A6.12)
• The linear wood wall system on the south facing wall on the north side of the sales area (Room 105) in the Visitor Services Building (Sheets A6.04 and A6.13)
The redwood material replaces Doug Fir material specified on Sheet A2.50, Material Schedule, WD-1, WD-2, and WD-3, and Spec. 062023-
2.2 Wood Wall and Casework Boards.
The redwood material is recycled Forest Service picnic table planks.
The Government will provide wood that has been cleared of paint, nails removed, and prepped (cracks glued and knots filled). The planks vary in width from 6” to 10” and thickness 2” to 3” thick. The Contractor will be required to mill the wood to meet contract needs.
The desk and donation box will need to have the wood milled to planks and the linear wood wall system will need the wood milled to tongue and groove, thin enough to make the curve.
19. Question: Landscape boulders.
• The landscape site details show boulder placement, however the plans and specifications do not show the boulder material type. Are the boulders to be granite or sandstone? What color are the boulders to be?
• The bid documents do not define what type of rock or color the boulders are intended to be. The vendors specified each provide specific types of rock from different quarries in different locations with significantly different appearances and variation in cost. Could you please specify the type (granite, sandstone) and color/appearance necessary (tan/red/grey/black)?
Answer: The Forest Service will provide landscape boulders shown on Sheet L1.16. See answer above for stockpile location.
D. CONSTRUCTION MANAGEMENT
20. Question: Will a full time safety officer be required for this project or can the safety duties be shared with other onsite personal i.e superintendent ?
Answer: The safety officer may be a collateral duty position.
21. Question: Can you provide a list of permits that the successful bidder will be working under that are already issued for this project?
Answer: The Forest Service will apply for and hold the Clean Water Act Section 404 permit and the Clean Water Act Section 401 Certification.
22. Question: We understand that it is the Contractor’s responsibility to secure Inspection Services for Structural Testing as defined in Specification Section 014529. Who is the Authority having Jurisdiction for the Project and what is the Inspection Process for Code Compliance?
Answer: The Forest Service is the Authority having Jurisdiction for the project. See Specification 014529 for Contractor’s responsibility for acquiring the services of an independent testing lab. See Spec 014130 for requirements for Contractor’s Quality Control Plan, which will outline the process for Code Compliance.
23. Question: Ref: RFP, Section “C” C-7 and Division00 Section 00100 2, Section C SMVG Schedule of Bid Items. The RFP indicates that the Contractor is to furnish the Government temporary office space of not less than 400 Sq. Ft. The Summary of Work, Section 000100 2, 1.7 A indicates 200 Square Feet. Please clarify.
Answer: The Government’s temporary office space to be furnished by the Contractor is to be 200 square feet.
24. Question: Will a desert tortoise survey/monitoring be required on this project?
Answer: No desert tortoise survey is required by the Contractor.
25. Question: Will any cultural/archeological survey be required?
Answer: No cultural or archeological survey work will be required by the Contractor. The Forest Service has completed this work and the site has been cleared by SHPO.
26. Question: Are you going to address erosion control, SWPPP?
Answer: Erosion control and SWPPP are the responsibility of the contractor. Spec. 000100 1.11 discusses permits required to be obtained by the Contractor.
E. BORROW, RIPRAP, AND CRUSHER FINES
27. Question: Is there a USFS provided borrow area? What is the location and what is required of the contractor to use the site?
Answer: There is no borrow area available on Forest Service land.
Excavated material may be used as subgrade. Base material is specified material and must come from a commercial source.
28. Question: Is there a USFS provided waste area? What is the location and what is required of the contractor to use the site?
Answer: Yes there is a waste area on Forest Service land near the project site. See Amendment 1, Question 4.
29. Question: Plan Sheet C6.01: Is there a USFS provided borrow site for the "Native Boulders" that are required for the "Stacked Rock" Retaining Walls? Where is this site located? Can the boulders be collected along the path alignment?
Answer: Boulders are required by the landscape plan for retaining walls throughout the project. No guarantee is given that boulders sufficient to meet the needs of the project will be found in the excavated soils on the site. “Native Boulders” are defined as boulders that are representative of the site in color, shape, and rock type; the Contractor is required to procure the boulders from a commercial source. See Spec. 313700 for rock specifications.
30. Question: Landscape details do not identify the fines to be used for the trails. Please indicate size, material type, if a stabilizer is to be added and material color.
Answer: See Spec. 321540 for Crusher Fines material specification and installation procedure. No stabilizer is to be added. The color is to be chosen with Forest Service guidance.
F. FOREST SERVICE SITE WORK
31. Question: Plan Sheet L4.00: Detail 1, 4,5,6 & 7 - Please will you verify that the Forest Service will be cutting out the section to the elevation "Compacted Subgrade" as marked on the detail. i.e a variable depth below "Finish Grade" Answer: Reference answer in previous amendment and See attached sheets showing Forest Service grading.
32. Question: Plan Sheet L4.01: Amphitheater Areas - Please will you verify that the Forest Service will be cutting out the area to the elevation "Compacted Subgrade" Answer: Reference answer in previous amendment and See sheets showing Forest Service grading.
33. Question: Plan Sheet L4.07: Detail 1 - Adventure Scramble - Please will you verify that the Forest Service will be cutting out the area to the elevation "Compacted Subgrade"
34. Question: Plan Sheet L4.20: Detail 1 & 2 - Wash Channel / Bed Sections
- Please will you verify that the Forest Service will be cutting out the area to the elevation "Compacted Subgrade"
35. Question: Per plan sheet C6.01 details 1, 2, 3, 4 calls out scarifying 6” of native or compacted material. Will this still be required or will this be accomplished by the construction operations that are being performed by the Forest Service?
36. Question: Are you going to address ( in writing ) on how much grading on the site is going to be left for the contractor to do. IE: Mass grading, Rough grading, Finish grading etc.
G. CIVIL
37. Question: Sheets C2.00, C2.01, and C2.02 show site selective demolition. Under which bid item does this work fall?
Answer: This work has been completed by the Forest Service.
Schedule of Items, Line Item is blank, Reference 310000.1.4.A.1, Site Prep and Demolition (Not Used – Completed By Others).
38. Question: DWGs C4.02 and C4.04, Utility Plans, Sections A-A: Call-out 11 refers to Note 11. Note 11 says, “Untreated building paper or 2” of straw to prevent soil from migrating into the rock. Specification 333605.3.5.F, Installation – Filter Field, second sentence says, “Place geotextile fabric over gravel prior to covering field with fill…” Of building paper, straw, and geotextile fabric, what does the USFS specify to be placed between the soil and leach field gravel interface to prevent soil migration into the leach field gravel?
Answer: Install geotextile fabric over gravel fill. Contractor to submit geotextile for approval.
39. Question: The box culvert height shown on the structural drawings is in conflict with the elevations on C5.02. What is the length of the box culvert or are we to scale the drawings? There are no details for the discharge wing wall shown on C5.02. The note on Drawing S6.17 says “Box Culvert by Others.” Please clarify.
The road way retaining wall height shown on the structural do not correspond to the elevations shown on drawing C5.02. The plans and details do not show the exact length of the retaining wall. Please provide more detail for this work (bid item 25)
Answer: See revised Drawing S6.17. The Contractor is responsible for design of the RCB Culvert, including channel shape and dimensions, head walls and wing walls at the inlet and outlet, retaining wall, and riprap apron at the outlet that extends approximately 60 feet from the ends of the wing walls to the toe of the slope. Length, width, depth, and end treatments for the riprap apron to be designed for a 2 hour flow of 20 cfs. See also Spec. 334217.
At the start of the contract, the topography at the RCB Culvert site will be gently sloping to match the road grade (to the top of sub base).
The Contractor will be responsible for excavation of the channel including the excavation of the box culvert area. The Contractor’s choice of channel shape and size, determined during RCB Culvert design, will determine the configuration of the retaining wall.
Approximate length of the RCB Culvert is 32’-6” (24 ft road, 4 ft pilaster each side, 3” concrete corner each side).
The retaining wall sits between the roadway pilasters which are 50 ft apart. The discharge wing wall should extend 3 ft minimum beyond the structural footing below.
40. Question: Civil Section of Plans: G.C. Wallace Companies do not provide a complete symbol and hatch key for their Civil Engineering drawings. Please provide a complete key. As an example, on DWG C5.04, the “chicken wire” like hatch in the drainage area is not defined.
Answer: The “chicken wire” hatch is the area defined as the “Wash.”
41. Question: DWG C5.17: At PV1 STA=24+80, call-out says, “Install low water crossing per Detail 6 Sheet C6.01. The referenced detail is a Gabion Cage Detail that doesn’t appear to be a low water crossing.
Is this correct?
Answer: The Gabion Cage detail is a low water crossing structure. The gabions will act as headwalls and retain the trail shape. The trail surfacing will most likely wash out during flood events; the Forest Service maintenance crews will re-establish as needed. Refer to Sheets
5.06 and 5.08 for locations of the Gabion Cage Low Water Crossing Structures.
H. LANDSCAPE
42. Question: Please provide drawing/detail for Picnic Tables.
Answer: See Spec. 129300-2.2. Picnic Table to be precast concrete by Outdoor Creations, Inc. Model 104S (Picnic Table – Wood Grain Top and Seats)
43. Question: Please provide specifications for prefabricated toilets.
Answer: See Specification 133423. Prefabricated toilets to be a turnkey project.
44. Question: DWG L4.12: Detail 4, East Directional Marker: Indicated scale is 1” = 1’-0”. Should the scale be ½” = 1’-0”?
Answer: The scale should read ½” = 1’-0”
45. Question: DWG L4.14: What do heavy sloped lines under bridge at top of compacted subgrade represent?
Answer: The heavy sloped lines indicate the top of fill.
46. Question: DWG L4.14, Entrance Bridge with Stone Columns – Plan:
Detail shows ½” expansion joints in the bridge deck at approximately 10’ each side of bridge centerline aligned with inside edge of stone columns. Detail 3, Entrance Bridge with Stone Columns – Section A-A shows ½” expansion joints in the bridge deck at approximately 12’-8” each side of the bridge centerline aligned with outside edge of stone columns. Detail 4, Entrance Bridge with Stone Columns – Section B-B shows no expansion joints. Please clarify.
Answer: Refer to Sheet S6.12 for concrete construction of bridges; no expansion joints are required.
47. Question: DWG L4.14, Detail 1, Entrance Bridge with Stone Columns – Plan: Detail shows a “Bridge Abutment Below, Re: Struc.” The abutment isn’t shown on elevation details. The abutment isn’t shown on S6.12, Detail 2, Pedestrian Bridge Section. Please clarify.
48. Answer: Refer to Detail 2/S6.12 for concrete construction details for the bridge abutment.
49. Question: DWG L4.14, Detail 2, Entrance Bridge with Columns Wayfinding – Section: Where is Detail D-D located?
Answer: Section D-D is located to the right of Detail 2.
50. Question: DWG L4.15, Details 1, 3, and 4: Detail 1, Pedestrian Bridge with Stones – Plan, shows steel sleeves/posts at the ends of the concrete bridge deck. Details 3 & 4 show sleeves/posts 2’-0” in from ends of bridge deck. Which of these details are correct?
Answer: Set posts and sleeves to accommodate the 19’-6” o.c. length of railing shown on Detail 3/L4.15.
I. IRRIGATION
51. Question: DWG I1.01, Irrigation Notes: Note #6 says, “Brand all appropriate lids with minimum 1” letters with the following abbreviations.” Please confirm lids are to be heat branded with indicated labels.
Answer: Yes, heat-brand the labels as indicated on the lids.
52. Question: Irrigation note #8 on sheet I1.01 states to run 12 spare wires the length of the mainline, however spec section 328200 3.3 K (paragraph 5) & 2.3 H states to run a total for five spares. Please clarify which is correct.
Answer: Run 12 spare wires the length of the main line.
53. Question: The irrigation shows using 1” Poly tubing for the drip, but detail 1 on sheet I2.00 says ¾” and detail 2 says ½”. Which is correct?
Also, it states the poly tubing is to be UV resistant. Is this necessary, since the poly will be below ground?
Answer: Use 1” drip line and it does not have to be UV resistant.
54. Question: Irrigation note #13 states to use drip emitters for trees, but detail 6 on sheet I2.01 shows a netafim ring. Which should we use?
Answer: Use netafim drip rings at all trees.
55. Question: Please verify that all temporary irrigation is to be installed above ground, and is there a detail as to how the temp pipe is to be anchored.
Answer: Anchor the pipe with a 2’ piece of #3 rebar bent with a “J” on the end.
56. Question: Irrigation note #14 states all temporary heads to be installed on stabilized riser since they will be above grade per note #15. Can you provide a detail on how they are to be stabilized and how high the heads are to be above grade?
Answer: Refer to attached detail “Above ground rotor head installation.pdf”.
57. Question: Since the lateral lines for the temporary irrigation will be above ground, should that be pipe be UV resistant?
Answer: No, do not use UV resistant pipe.

Answer: The GC to clarify whose scope of work this falls under.
61. Question: Please provide details for entrance mats per note 11 A2.11?
Answer: Details for the Entrance Mats and Frames are in Spec. 124813.

62. Question: Will the T&G roof deck be bevel or square edge on the exposed side?
Answer: The exposed side will be bevel.
63. Question: The exact color of the colored concrete is not called out.
The concrete coloring additive can cost between $18 to over $100 per CY. Can you define what colors we are to use or add an allowance amount to the bid schedule for colored concrete.
Answer: The color for the building integral color is in Spec. 033300 2.4.B:

Answer: The T&G roof decking is 2-½”thick.
J. STRUCTURAL
65. Question: The structural drawings sheet S2.01 Plaza layout does not match the architectural or landscape drawings Sheets A1.03 and L1.07 which drawing governs?
Answer: The structural drawings are not meant to show the design intent of the Plaza, they are for reference on this sheet to footings, low walls and retaining walls. The architectural drawings and landscape drawings show full design intent.
66. Question: On Sheet S4.12, there is a detail l/S7.10, noted as 2 places, which appears to be incorrect. Is detail 3/S7.10 the correct reference?
Answer: Detail 1/S7.10 is referenced correctly on S4.12 – at the intersection of the GLB’s to the WF beam.
67. Question: DWG S4.14, Detail 5, Double Trash Enclosure Ground Level – Plan: Note 4 says, “Slab on grade shall be 6” thick with #4 at 18” OC each way placed 2” clear from top of slab.” DWG S6.11, Detail 5, Trash Enclosure Wall: Shows slab rebar at 12” OC. What is correct?
Answer: Detail 5/S6.11 does not call out the slab reinforcing; please use reinforcing as shown on 5/S4.14 for the slab.
68. Question: DWG S6.12, Detail 1, Pedestrian Bridge Section: Detail shows
4-foot wide bridge abutments. DWG’s on L4.14 and L4.15 show 2-foot wide bridge abutments. Which design is correct?
Answer: The Structural drawings take precedence for concrete construction at the bridges. Please use the dimensioned lengths shown on S6.12.
69. Question: DWG S6.13, Detail 4, Entry Monument/Vehicular Bridge
Stone Column: Note at top of detail references other details on DWG L6.16 and L6.17. There are no drawings L6.16 and L6.17. Should not the reference be L4.16 and L4.17?
Answer: Correct. Change the note to read “Reference Landscape Drawings L4.16, L4.17, and L4.18.
K. INTERPETIVE EXHIBITS
70. Question: Are there specifications for the interpretive exhibits? Will the
Forest Service be providing interpretive content, or will a contractor need to supply research and writing? Are there interpretive displays envisioned in the educational building, or outdoors in public areas and on trails? Will there be interpretive displays in the retail area or lobby area?
Answer: The interpretive exhibit design has been completed. The exhibit fabrication will be awarded as a Delivery Order under an existing Indefinite Delivery Indefinite Quantity contract. The fabrication schedule will parallel this contract and the fabrication contractor will coordinate with the successful Visitor Center contractor for installation.
71. Question: Ref: Division 00 – Summary of Work, Section 000100, 1.10 Coordination, A. Reference is made to “Interpretive Elements” throughout the documents. We understand the elements of “Incorporated Art” as defined in Specification Section 132000 and the need to coordinate the installation of elements such as: Tile Mosaics, Custom Fabricated Organic Concrete Sculptures, and the Window Mounted Polage with Interpretive Designers and Artists. Please identify and quantify any other “Interpretive Elements” intended for Contractor coordination and installation.
Bid Item -4 Incorporated Art / Section C – Description / Specifications C-10 / A- Interpretive Elements. How is the contractor to determine quantity. How many , what types , what dimensions ,types of materials to be used. How are these items to be placed. In concrete ,free standing. Will we have to build a frame for support, etc. Please advise.
Answer: See answer to question above. The interpretive exhibits will be designed and installed by others. The interpretive exhibit designs will be provided to the successful contractor after award.
72. Question: Ref: Sheet A1.15: Please advise where we may find details and structural information for embedded items depicted at the Seven Stones Plaza; elements such as: “U” shaped, meandering, weathering bent plates, “Etched Quotes” on steel in 2”-inch high letters and the 3’- 0” diameter steel plate at the center.
Answer: The “U” shaped ¼” thick weathered steel is meant to create a channel to carry water toward the center of the Plaza. The heights of steel are shown on the drawings. The text for the etched quotes will be given during construction. Contractor to include price for 200 each 2” high letters per quote. Contractor to provide shop drawings for the meandering steel plate and center plate.
73. Question: DWG A1.15, Details 2 & 3: U-Shaped Meandering Steel Plate Steel: Call-outs specify both ¼” and ½” thick steel. Which thickness is correct?
Answer: The “U” shaped channel is made of ¼” steel with a closed.
The note for ½” thick steel is where the steel plate is embedded into the low concrete perimeter wall.
74. Question: Detail 2, Enlarged Seven Stones Plaza: Please provide additional information and details regarding the Forest Service’s expectation for the completed U-Shaped Meandering Weathering Plate Steel. Information and drawings provided are inadequate to fully understand the Forest Service’s expectation and to plan fabrication.
In example, does the U-Shaped Meandering Plate Steel result in a closed bottom open channel 4-inches wide or is the top closed and the bottom open? Are interior spacers wanted to maintain the 4-inch separation of the plates? Can the two side plates of each meander be deformed and a third plate be welded closing the top or bottom?
Are the meanders partially or completely filled?
Answer: The “U” shaped channel is intended to capture and funnel water toward the center of the plaza. It is not desirable to have interior spacers as the intent is for the channel to be open.
75. Question: Ref: Sheet L4.11 & A2.12. We are unable to find Technical Specifications for exterior Improvements such as the footprints, etchings, and basket weave pattern depicted on Sheet L4.11 and referenced in Key Note 24, Sheet A2.12. Also, Note 2 on Sheet L4.11 says to coordinate with the “Interpretive Plan”. Where are we to find the Technical Specifications and Interpretive Plan for these elements?
Answer: The drawing indicates the depth of etching and the paint finish. The artwork will be supplied during construction. Note #2 to coordinate with Interpretive Plan can be eliminated. The sizes of the sandblasted images are shown for scope in bidding.
76. Question: Ref: Sheet A2.12 and Detail 6/S6.16: Reference is made to Interpretive Signs installed “by Sign Manufacturer.” Associated
Embed plates are depicted but not detailed on Sheet S6.16. Who is to engineer, furinsh and install the embeds? This work will have to be coordinated with the placement of the Cast-in-Place concrete well in advance of the display installation.
Answer: The embed plates will be designed and furnished by the exhibit fabricator. The GC to coordinate the installation with the fabricator.
77. Question: Please confirm if there are to be 3 or 4 concrete sculptures provided by Zodiabula Answer: There are four (4) concrete sculptures. Price is $47,720.

79. Question: On the plans, it calls for installation of erosion control blankets on slopes steeper than 3:1. Can we install hydraulically applied BFM or Hydro-Blanket on those slopes?
Answer: Contractors should propose erosion control blankets on slopes steeper than 3:1. The successful contractor is free to submit a variance request along with their submittal for this work outlining the proposal and its technical justification. There is no guarantee that variance requests will be granted. Essentially the use of hydro-blankets is a variance request that requires more investigation than can be provided in the pre-bid responses.
M. SIGNS
80. Question: During the job walk it was mentioned that the Forest Service would post some signs on highway 157 to inform drivers that this was a construction zone. In addition, the new intersections will be done under a separate contract. In order to fully develop our traffic control plans, can you tell us what signs will be posted and when the coordination with the new intersections will take place?
Answer: We will have informational boards indicating overall construction at Hwy 95. We will not put up signage that would contribute to the overall traffic plan for this specific project. The Contractor should not assume that the parallel intersection project will provide signage for this contract’s traffic plan. If the two coincide it will be a bonus but should not be anticipated.
81. Question: Reference Dwg. No. 2/L4.14 "Entrance Bridge Details": What are the construction details for the "Steel Wayfinding Sign Element" on the Column? How many of them are there?
Answer: There is one logo sign on the Entrance Bridge. The construction is to be the same as the sign on A5.11. The size is approximately 10” x 10”, graphic of logo to be provided during construction. See also Spec. 055000-2.10 A.
82. Question: Reference Dwg. No. 2/L4.17 "Entrance Monument": What are the construction details for the "Steel Wayfinding Sign Element" on the columns? How many of them are there?
Answer: There are two logo signs at the Entrance Monument. The construction is to be the same as the sign on A5.11. The size is approximately 2’x2’, graphic of logo to be provided during construction. See also Spec. 055000-2.10 A.
83. Question: Reference Dwg. No. 1/A5.11 "Exterior Details": Can the
"Forest Service Emblem" be manufactured as a "Cast Aluminum Plaque" in lieu of 1/4" thick aluminum?
Answer: No, the sign is to be ¼” thick aluminum plate cut to the shape of the actual logo, the image within to be etched into the aluminum.
N. FLAGPOLE
84. Question: Ref: Detail 5 on Sheet A1.11 and Sheet S6.10, Specification Section 107500 – Flagpoles and Flags, 1.3, A, 2.3, A & 3.2, B.
Detail 5/A1.11 depicts a semi-recessed ground-mount sleeve installation for the flag pole and refers to the Structural Sheet S6.10 for foundation information. A sleeve is described in Specification Section 107500, 2.2, D. The only mounting details on Sheet S6.10 are base-plate details for columns and Specification Section 107500, 3.2, B describes a base plate installation with anchor bolts as well. Please clarify.
Answer: The Flagpole to be Ground Set. Replace the language in Spec. 107500 3.2 Flagpole Installation, paragraph B:
B. Ground Set: Place sleeve, center, and brace to prevent displacement during concreting. Place Concrete. Plumb and level sleeve and allow concrete to cure. Install flagpole, plumb, in sleeve.
1. Foundation Tube: Place tube seated on bottom plate between steel centering wedges and install hardwood wedges to secure flagpole in place. Place and compact sand in foundation tube and remove hardwood wedges.
Seal top of foundation tube with a 2-inch layer of elastomeric joint sealant and cover with flashing collar.
85. Question: Section 107500.2.2.D calls for a foundation tube that would be used on a standard ground mount flagpole, Section 107500.3.2.B mentions installing a baseplate. Those are contradictory; the pole is either a ground mount with a sleeve or shoebase with a baseplate.
Please specify which mount will be required. The ground mount is much more common and is less expensive.
Answer: The flagpole needs to be sleeved and embedded into the concrete, as the flagpole is coming out of a low wall at the entry. See answer above.
86. Question: Specification Section 107500 1.3, A, 3 indicates that the design is to be based on flags made of polyester. Section 107500, 2.3, A indicates that the flag material is to be nylon. Please clarify.
Answer: Flag to be Polyester outdoor flag with embroidered stars and sewn stripes. Change Part 2.3A from Nylon to Polyester.
O. WATER AND WASTEWATER
87. Question: Plan Sheet C7.04 There are manhole details on this sheet but there are no manholes on the project, only septic tanks, distribution boxes and clean outs. Are there manholes on the project?
Answer: There is one manhole (SSMH) on the project. It is located behind the restroom near the Lower Parking and Lower Amphitheater, as shown on Sheet C7.01. Note that Sheet C7.01 is only used if Optional Item 6 is awarded. If Additive Optional Item 6 is not awarded, there is a cleanout (SSCO) in this location, as shown on Sheet C4.04.

89. Question: DWG, C4.05, Detail 3, Sanitary Sewer Cleanout: Neither the plans nor the specifications (Spec. 333100.2.3 Sanitary Sewer Cleanout) specify the sanitary sewer cleanout box and cover. Please provide manufacturer, model number, and other information necessary to identify USFS desired boxes and covers.
Answer: Contractor shall submit shop drawing for review and approval.
90. Question: DWG C4.05, Detail 3, Sanitary Sewer Cleanout: Detail requires metal lid be marked “SEWER C.O.” Specification 333100.2.3, Sanitary Sewer Cleanout: Specifies metal lid shall be marked “U.S.
Forest Service.” Which marking is correct?
Answer: Mark the lid “U.S. Forest Service”
91. Question: DWGs C7.01 and C7.04 and Specification 333100.2.2 Manholes: Manhole diameter for Optional item 6A is not specified.
What is manhole diameter?
Answer: The manhole diameter is 48-inch.
92. Question: DWG C4.00 – C4.04: Neither the plans nor the specifications address rigid pipe bedding for water and sanitary sewer. Please confirm that no pipe bedding is required for rigid water and sanitary sewer pipe on the Spring Mountains Visitor Gateway project.
DWG C4.05: Utility Detail Plan 1: If pipe bedding is or could be required, please provide typical trench details for water and sanitary sewer pipe to illustrate Forest Service expectations regarding the use of pipe bedding if any and present conditions under which pipe bedding could be required.
Answer: Bedding is required for all buried pipes. Spec. 331000 Part 3 lists bedding criteria for water lines. Spec 333100 3.2 lists bedding criteria for sanitary sewer lines. Spec. 310000 3.4 describes required pipe bedding material. Specifications included by reference into this contract, including specifications for installation of water and sanitary sewer pipe, are listed in Spec. 331000 1.2 and Spec. 333100 1.2.
93. Question: DWG C7.04, Note 2: What specification does “Section
2.2.10” refer to?

Answer: The specification is the Design and Construction Standards for Wastewater Collection Systems, Southern Nevada, 2009, as listed in Spec. 333100 1.2 C. The numbered sections are the specifications and SD-9 is a plate.
P. ELECTRICAL AND PLUMBING
94. Question: Who is responsible for commissioning meters, as specified in 262416-2.1L.
Answer: The intent is to have the Contractor install, program and calibrate a fully functioning meter in accordance with the set up perimeters the Forest Service is using. Part of that programming is to assign meter number and file names to the meter. As we understand it the Forest Service has a metering network which monitors many, if not all, Forest Service properties and networks into a monitoring system.
The monitoring system should have a naming convention, perhaps an address, for the metered property. The meter should be programmed with the needed information on installation; this information will need to be gathered from the Forest Service but will provide a correct initial setup. If not preformed the Forest Service will need to reset and reprogram the meter with the perimeters when they network it into the monitoring system.
95. Question: Spec 271300 / Drawing E2.01 & E2.02: Specs state to install fiber optic and high pair count copper from Visitors Center to Education Building, but the prints do not reflect. Please advise on what backbone cabling is needed.
Answer: Install both fiber optic and the high pair count copper from the Visitor Center to the Education building.
96. Question: Spec 271100 / Drawing E2.01 & E2.02: Specs state to install ladder rack in the IT room, but the prints do not reflect. Please advise on what to follow.
Answer: Install a ladder rack per the specifications.
97. Question: Where is a Plumbing Fixture Schedule.
Answer: The Plumbing Fixture Schedule is on Sheet 275 of 303, P0.02.
Q. Business Proposals
100. Question: Sections A and G were not included in the solicitation. We went back to the website to see if there were any additional attachments, and still did not find these documents. Please verify Answer: Section A is the Solicitation/Contract Form (SF-1442), Section B is the Schedule of Items.
101. Question: Section L-3.4.indicates that the "signed offer" and Sections A - K should be submitted separately. Usually the "signed offer" and Section K (Reps and Certs) would be included in the business proposal too not as a separate submittal. However, there is nothing to fill out or complete for Sections C-J. Could you please clarify?
Answer: Sections A-K and the Signed Offer can be combined with the Business Proposal. Provide 1 Original and 1 Copy.
102. Question: If Sections A - K are to be submitted separately, does Section B (attachment 5) - "construction cost estimate breakdown", need to be included in both the Cost/Business proposal, as well as the requested copies for Sections A - K?

103. Question: Does attachment 4 - past performance questionnaire have to be emailed directly from the reference, or can the offeror collect it from each reference and email to you at one time to ensure timely delivery?
