1. Question and Answers:
1. Question: Are the trail systems down in the valley open to the public us now?
Answer: Yes. There is currently no closure order for the valley area. You can come and walk them at any time, as long as you are not parking on the visitor center site and in the way of our road crew. Our USFS road crews are currently performing mass excavation work on the site.
2.Question: Who is responsible for closure of the site during construction?
Answer: Forest Service will issue a closure notice for the area. Contractor will be required to maintain the closure. The trails in the valley and beyond will remain open to the public during the contract; the public can access the valley area through either end (east and west) from other locations. The Forest Service will not provide personnel to patrol the area to keep people out.
3. Question: Will there be a water source on site for construction water?
Answer: Water is available in the valley bottom to the west of the site from Forest Service Well #2 (currently in use by our Forest Service Crew for compaction/dust control water). Water will be available from that well or from the well across hwy 157 at Well #1 (to the east of the project site).
Well #1 is currently under contract for a complete system upgrade and will be completely on-line before switching from Well #2. Contractors should plan on obtaining water from both locations because of the transition. There will be no fee for water use. Contractors will be required to secure water sources (protect Government Property) during their contract period. Water sources may be used by other contracts during the construction project and the contractors should expect to coordinate with other
4. Question: Is there a waste area for excess excavation?
Answer: Contractors will be able to waste material at the Helipad site approximately 1 mile east of the Project site. The Helipad is accessed via a ¼ mile dirt road to the south of 157. Material may be dumped over the edge (covering an old town dump site) or placed on the helipad and leveled to allow vehicle parking (which must be compacted to allow continued use of the area). The Contractor shall provide a plan showing how excess material will be placed at the waste area.
5. Question: Will Contractors be required to re-slope the area, for example the mounds of material that are by the north east edge of the project area or finish any slopes that the Forest Service crew is working on?
Answer: No. The Forest Service will complete all rough grading and will dress material at transition zones. The contractor will be required to final grade and cover with any specified covering (such as topsoil) as described in the plan set.
6. Question: Is there temporary power at the site, or will the Forest Service provide power?
Answer: No, the Forest Service will not provide power for contractor’s use.
See Section C-4 E4. There are three transformers along HWY 157 starting at the drop power pole at the NW corner of the project site. That first transformer (NVEnergy # HHH 20804) at the pole is a step-down transformer and will remain as a part of the overall project. The second transformer (heading East – NVEnergy # HHH 20167) is a 500-480/277 transformer that has a meter base on it. The next transformer (heading east – NVEnergy # HHH 18626) is unmarked for voltage (the voltage is unknown but it is likely it is also 480/277 – contractors to verify) and it also has a meter base. Either of these transformers can be set up for temporary power by the contractor with all coordination/setup fees and utility costs to be borne by the contractor.
7. Question: Describe the bird surveys required for migratory birds. Will time be added to the contract in the event of shut down?
Answer: Specification 000100 1.8C lists the dates for the migratory bird survey and dates for shut down if migratory birds are discovered nesting in the area. Work for this contract is covered under a NEPA document with a ROD. One of the possible impacts is to migratory bird nesting and habitat. There will be a migratory bird inspection in May. If a nest is found, work will stop in that area; a radius will be drawn around the nest area, and the Contractor will not be allowed to use heavy equipment within that radius from May 21 to July 20. The size of the radius is determined by the species of bird found nesting in the area. The Forest Service has removed the bushes and other bird habitat in preparation for the mass excavation operation, so it is anticipated that there will be no nesting migratory birds. If there is a bird shutdown, there will be no change in contract time. A no-cost modification to the contract will be issued, but the Forest Service cannot extend the contract time because of the deadline for spending the SNPLMA money.
8. Question: What are the requirements for washing vehicles for noxious weeds? Who will inspect the washed equipment? What types of equipment require washing?
Answer: Specification 000100 Section 1.4J requires all construction equipment to be pressure washed before entering the Project site. The Forest Service will inspect equipment for compliance with this requirement. Heavy machinery requires washing. Cars, pickups, etc. will not need to be washed or inspected.
9. Question: What are scheduling requirements?
Answer: Specification 013300 2.1D lists requirements for Contractor’s Construction Schedule, which is required to be submitted within 5 days of commencement of work.
10. Question: Will a construction camp be allowed on Forest Service land for Contractor’s crew?
Answer: No, see Specification 000100 1.5A for locations for meals and lodging. Specification 000100 1.6A allows the Contractor to have one fully contained recreation vehicle on site for security.
11. Question: Has your road crew come across any difficulties or hardened layers during excavation, so far?
Answer: No, we have been able to dig it all with a 330 excavator.
12l. Question: Is the Forest Service conducting density tests of the earthwork they are doing?
Answer: Yes. The Forest Service is having tests done and will provide the density test results to the successful bidder.
13. Question: How long have you been working on the site?
Answer: Our crews have been performing demolition and mass excavation at the site for approximately six weeks.
14. Question: Is the Forest Service surveyor registered/certified?
Answer: The Forest Service has a registered land surveyor on site providing grade control for the work crew.
The following questions have been submitted in writing to the Forest Service.
15. Question: Is Sealtight Mel-Rol manufactured by W.R. Meadows an acceptable substitution for Self Adhering Sheet Waterproofing, as described in Specification 71326-2.21.A.1.a?
Answer: Yes
16. Question: Who is responsible for commissioning meters, as specified in 262416-2.1L.
Answer: Commissioning as used in this specification does not mean
"Commissioning" in the sense of mechanical systems 3rd party commissioning. It only means to coordinate meter setup with FS standards. Special requirements for the meter will be clarified in a following amendment.
17. Question: Since the Forest Service is proceeding with site work including mass excavation and backfill, the excavation and cut and fill will affect the current topography and grading shown on the drawings.
Will a new topography and grading plan be issued for the bid via addendum?
Answer: The final grading of the project is not changing so there will not be a new grading plan. An as-built survey will be provided to the successful contractor for the site after mass-excavation work is complete (anticipated completion of this work is March 15, 2013). The mass-excavation will only involve work to the top of compacted subgrade (L4.0x sheets) NOT including excavation for any foundations or stair-stepping and it will complete to the top of re-compacted native or fill material (C6.01) and building/slabs will be excavated (all buildings are in excavation areas and not fill areas) to FF elevations within 2 tenths. Finish grading/shaping of cut/fill areas will be required to achieve final preparation for aggregate base to be installed (under this contract).
18. Question: Does the project require permitting from Clark County?
Answer: Permits that shall be obtained by the Contractor are listed in Specification 000100-1.11A.
19. Question: Will a copy of the sign in sheet for the walk on 2/13/2013 be published to those in attendance?
Answer: Yes, this is provided in Amendment 0001.
20. Question: Are Davis Bacon Wage rates used for this project as a minimum requirement?
Answer: Yes.
21. Question: What is the schedule for the new roundabouts by the Federal Highway?
Answer: The roundabouts will be advertised for construction in April-May 2013. That work will likely continue during this project’s construction.
Completion dates for this work are unknown at this time.
22. Question: It was understood that provisions for Temporary power must be made through Nevada Power. However it is assumed that the existing switches along Highway 157 are available for source of power.

23. Question: On Drawings L4.14 & L4.15 CIP bridges indicates to see Structural. We are unable to find any details.
Answer: Drawing sheets S6.10 – S6.17 have incorrect Sheet Titles. Change as shown below:

Answer: References to Kiosk are for the 3-Panel Bulletin Board (Sheet A1.13).

25. Question: Can we visit the job site on our own or do we have to be escorted?

You will require an escort because of the Forest Service road crew work in mailto:eoman@fs.fed.us the area.
26. Question: We would like to request that the pricing schedule be simplified for bid day turn in as follows, with the full, completed forty-three
(43) item sheet, including totals, to be submitted within 24 hours of the bid.
We suggest this to ensure that the Forest Service receives the best price for the project. Common practice in the construction industry is for subcontractors (electricians, painters, etc.) to withhold pricing until the last minute, as a way to ensure their pricing will not be shared with their competitors. We would much prefer to spend the final hour before the bid is due collecting those prices and identifying the best, as opposed to spending it copying forty-three numbers into a form.
Answer: No, providing pricing after the Offer Close Date and Time is not in accordance with the Federal Acquisition Regulations. Reference the following solicitation provisions: L-11 FAR 52.236-28 Preparation of Proposals--Construction (OCT 1997) and L- 3 AGAR 452.215-71 Instructions for the Preparation of Technical and Business Proposals. (SEP 1999)
27. Question: For the Past Performance Projects - Do each of the 10 projects have to be in the range of $10M+?
Answer: Past Performance Projects should be recent and relevant contracts; however, project dollar value is not explicitly prescribed.
28. Question: Concerning Major Subcontractors - please define means of determining Major Subcontractor - By Scope or by dollar amount? Or just specified team members?
Answer: Provide team member information for major systems including (but not limited to)- Electrical/lighting - mechanical/ HVAC/ geothermal -plumbing - landscaping - earthwork - concrete - testing/quality control.
29. Question: Submittal of proposals-on page 35 of 45 "2 copies of completed, signed offer (Sections A-K) of the solicitation package - Do you want just 2 copies Section A (SF 1442) AND Section K - Reps & Certs? Other Sections (C, D,E, F,G, H, I) have nothing to fill in and Section B according to the top of page 39 of 45 requires Section B to be included in the Business/Cost Proposal Answer: Yes, 2 copies Section A (SF 1442) AND Section K - Reps & Certs.
30. Question: Can Sections A through K or A and K be included in the Business/Cost Proposal or kept separate?
Answer: Yes, they can be included in the Business/Cost Proposal.

The purpose of this meeting was to discuss the Spring Mountains Visitor Gateway Construction Project and provide prospective bidders a chance to view the site.
The tour started in the parking lot area.
Marge Schafer introduced herself and Forest Service employees. She gave a brief overview of some of the pertinent contracting details:
• The estimated magnitude of construction is over $10M.
• Please submit all questions in writing directly to the Contracting
Officer (CO) at the contact information listed above.
• The project solicitation will close on March 14, 2013.
• The last day to submit questions is Friday February 22, 2013.
• The project is being listed as a Small Business set-aside with a 605 day construction schedule.
• Liquidated damages are listed at $1,889/day.
John Harris gave a general overview of the Spring Mountains National Recreation Area (SMNRA) and how the new visitor center will enhance visitor experience by providing the public with information while at the same time helping to protect and preserve the area. The visitor center will also include interpretation, trails, an amphitheater, etc. and so will also serve as a destination, itself.
Mr. Harris also discussed the following contract details:
• The liquidated damages clause that Mrs. Shafer discussed is necessary because the funds for this project are provided through the Southern Nevada Public Lands Management Act (SNPLMA).
With those funds comes an expiration date. The work must be completed in the time allotted by the contract, or the USFS will lose the ability to pay for the construction work.
• Again, all questions should be submitted directly to Marge Shafer, the CO for this project. Do not submit questions directly to the COR or the design firm.
• Demolition is not included in this contract. All demolition work was completed by USFS personnel. Additionally, the USFS is currently performing all the mass excavation work for this project.
• This project is being evaluated as a “best value” contract. Mr.
Harris’s recommendation is to go through the criteria and express your company’s attributes in a logical way. You will be evaluated on your qualifications and the quality of your proposal, in addition to price.
The tour moved to the Visitor Center area. Mr. Harris pointed out the excavation work being done by the Forest Service – to the northwest there is a cut at the fence and leach field; the cut will go west and end at the location of the new West Roundabout. The Roundabout is a FHWA project, they will put it out for bid in April-May. The leach field serves the private lodge to the west and will not be touched. The excavation to the south is for the Visitor Center building, the mass excavation is being moved to the northeast corner of the site. The bank will be cut to daylight, grade will be at subgrade elevation.
The tour moved to the top of the slope overlooking the valley. Mr. Harris described work that will be done in the valley.
The tour moved to the Picnic Area. Mr. Harris pointed out the cut to the south is the picnic area. The amphitheater, an alternate bid item, is in this area. The USFS will rough out the amphitheater as part of the mass excavation project. There is a serpentine drainage ditch that runs around the site and ends up in a box culvert to the north. The East Roundabout is to the east of the existing gate where we drove in. The serpentine ditch is part of the landscaping and education of the site.
Mr. Harris asked a question: Would contractors prefer the Forest Service excavate the serpentine ditch, or leave excavation to the contractor?
This may make it easier to drive trucks around and install the bridges. The resounding vote was to leave the serpentine ditch excavation for the contractor. The Forest Service will not excavate the serpentine ditch.
There will be at least two amendments to the contract – one next week and one after all questions are due on February 22. The Forest Service hopes to not extend the bid date, but if there is a complex question that requires some thought, we will consider extending the date.
