About this opportunity

This Broad Agency Announcement from the Air Force Research Laboratory seeks white papers and proposals for the Study of Emerging Exploitation Developments program through August 2020. The program aims to advance sensor exploitation technologies across modalities including radar, wide-area motion imagery, electro-optics, infrared, hyperspectral imaging and signals intelligence. Research proposals are sought across four areas: detection and tracking; recognition; performance understanding and mission analysis; and multi-intelligence exploitation. Evaluation will be based on the degree of innovation, relevance to the research areas, and feasibility of technical approach.

There is no set-aside designation. Potential awards range from $250,000 to $10,000,000 annually over four years for a total estimated program value of $48,000,000. Research proposals must address challenges in sensing and exploitation to enable enhanced use of data from air, ground and space-based sensor systems. Evaluation criteria include technical merit, qualifications of investigators and resources.

Amendment 1 to the BAA updates Point of Contact information for this Open/Open BAA.

Update #1 ·

Open BAA that will address challenges that face the sensor exploitation community
and maximize various sensor information while advancing the SotA of sensor exploitation
technologies. This program is broken into four general research areas: Detection and Tracking;
Recognition, Performance Understanding and Mission Analysis; and Multi-Int Exploitation.
This program shall reach out to several different groups of researchers with all different
backgrounds, experience and expertise to work very innovative, high risk, fundamental research
projects which address some particular sensing/exploitation challenge. This research covers all
sensor modalities including but not limited to Radar (passive, distributed apertures, and
fully adaptive radar for closed-loop operation, synthetic aperture radar), WAMI (Wide Area Motion
Imagery), EO (Electro-Optic), IR (InfraRed), OPIR (Overhead Persistent InfraRed), HSI
(Hyperspectral), MSI (Multispectral), GMTI (Ground Moving Target Indication), SIGINT, SAL
(synthetic aperture laser), LIDAR (Light Detection and Ranging), LADAR (Laser Radar) and
vibrometry for ground, air and space applications.
