About this file
This Broad Agency Announcement (BAA) describes a future solicitation seeking research proposals for the Study of Emerging Exploitation Developments (SEED) program. The SEED program aims to address challenges in sensor exploitation across multiple modalities including radar, wide-area motion imagery, electro-optic, infrared, hyperspectral, multispectral, signals intelligence and laser technologies. Research will focus on detection and tracking, recognition, performance understanding, mission analysis and multi-intelligence exploitation.
The anticipated BAA solicitation will be released in August 2016 on www.fedbizopps.gov. The Air Force Research Laboratory is seeking innovative, high-risk proposals from researchers with diverse backgrounds. Total anticipated program funding from FY2016 to FY2020 is $24 million. Security clearances up to Top Secret/SCI may be required depending on proposed technologies. The BAA does not currently request white papers or proposals.

This announcement does not request any white papers or proposals at this time. The following topic is an anticipated requirement for AFRL/RYA for FY16-FY20. A BAA solicitation requesting white papers for this topic is anticipated to be published August 2016.
The funding listed reflects the estimated requirement funding only. This estimate is not a guarantee of funding. Funding is uncertain and is subject to change. Changes in funding availability may occur at Government discretion.
Technical Description: SEED will be an Open BAA that will address challenges that face the sensor exploitation community and maximize various sensor information while advancing the SotA of sensor exploitation technologies. This program is broken into four general research areas: Detection and Tracking; Recognition, Performance Understanding and Mission Analysis;
and Multi-Int Exploitation.
This program shall reach out to several different groups of researchers with all different backgrounds, experience and expertise to work very innovative, high risk, fundamental research projects which address some particular sensing/exploitation challenge. This research covers all sensor modalities including but not limited to Radar (passive, distributed apertures, and fully-adaptive radar for closed-loop operation, synthetic aperture radar), WAMI (Wide Area Motion Imagery), EO (Electro-Optic), IR (InfraRed), OPIR (Overhead Persistent InfraRed), HSI (Hyperspectral), MSI (Multispectral), GMTI (Ground Moving Target Indication), SIGINT, SAL (synthetic aperture laser), LIDAR (Light Detection and Ranging), LADAR (Laser Radar) and vibrometry for ground, air and space applications.
The contractor will be expected to deliver all software and/or hardware as required, and all associated data developed and/or used in the execution of this effort, unless clearly stated otherwise in the proposal. It is anticipated that a BAA providing more details into this program will be released Aug 2016; the solicitation will be made available at www.fedbizopps.gov.

Direct any questions to the Contracting or Technical point of contacts identified in the announcement.
Security:
General OPSEC procedures, policies and awareness are required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information.
OPSEC will be applied throughout the lifecycle of the program. The Critical Information List will be provided upon request by the RYOY Security Office. While working on the government installation OPSEC will be provided by the RYOY Security Office.
The proposed technology will drive the classification level of the effort. All activities associated with this effort will be provided with, and comply with, an applicable Security Classification Guide (SCG) for the system under test or under development. Research being performed may require clearances up to Top Secret/SCI depending on the technology proposed.
Funding: Anticipated Program Funding: $24,000,000 (FY16-FY20)
THIS IS NOT A CALL FOR PROPOSALS OR WHITE PAPERS.
DO NOT SUBMIT WHITE PAPERS OR PROPOSALS AT THIS TIME.
ANY WHITE PAPERS OR PROPOSALS RECEIVED WILL BE
DISCARDED.
