About this opportunity
The Department of the Navy's Naval Sea Systems Command (NAVSEA) is seeking a sole source award to Innovative Professional Solutions, Inc. (IPS) for the repair of BSP winches on Mine Countermeasures (MCM) ships. The government requires contractor support to repair a winch received from NAVSUP, as the original equipment manufacturer no longer supports the winch. IPS is the only source that has the personnel who installed and serviced these winches, and has the in-house knowledge of the winch's inner workings. Developing a technical data package robust enough to facilitate competition would be cost and time prohibitive. The award will be made on a best value basis considering price, delivery, quality, and past performance, with a due date of June 13, 2024.
This is a sole source procurement with no set-aside designation. IPS is the incumbent contractor and the only source with the necessary expertise and knowledge of the winch system. The contract will be awarded for engineering services under NAICS code 541330, with a place of performance in Panama City, Florida. The MCM ships are scheduled to decommission in the next 5 years, and the government aims to leverage IPS's existing knowledge to efficiently repair the winch in a timely and cost-effective manner.
Notice text
Sole Source to Innovative Professional Solutions, Inc. per the attached redacted justification.
IPS in the only source that has the personnel that installed these winches, serviced them on the ship, and have the knowledge of the inner working of these devices. IPS’s personnel installed and serviced the winches. IPS is the only contractor that has staff that has the in-house resident knowledge of the inner working of the winch. The MCS are scheduled to decommission in the next 5 years. Currently the Government owns the basic interconnect diagrams and requirements of what the winch would do (drop rate
and pickup rate) and the specifications of the motor to ensure low EMI. The rest of the technical data was not purchased from the vendor 25 years ago. This items are not sufficient to properly repair the winch. The cost to develop a technical data package (TDP) for this winch to the point where the TDP we could develop a package that would be robust enough to have vendors compete would be costly and timely to complete.Development of a TDP would require the development of detailed technical drawings of the wiring and sub systems. These additional costs and investment of time for a new winch solution meeting the strict requirement environment of a MCM are both cost and time prohibitive.
