About this opportunity
The 164th Airlift Wing, Army National Guard, seeks supply of shade structure canopy materials for installation at its Memphis, Tennessee facility, with quotes due June 23, 2026 at 3:00 pm CDT and questions due June 18, 2026 at 1:00 pm CDT. This is a Total Small Business set-aside, restricting competition to vendors meeting the 500-employee threshold for NAICS 314910 (Textile Bag and Canvas Mills).
The requirement is supply only; the government will perform installation. The procurement calls for two cantilever-style shade structures with combined coverage of 40 feet by 25 feet, consisting of two fabric covers measuring 20 feet by 25 feet each. Structural components include hollow structural section (HSS) steel posts and cantilever frames fabricated to AISC specifications with triple-coated rust protection per Allied Tube & Conduit manufacturing standards using inline electroplating with zinc and organic coatings. Shop welds must comply with AWS D1.1 using E70XX 0.045 wire; field welds are not permitted. All structural steel receives one shop coat of weather-resistant polyester TGIC powder coating (2.5 to 3.5 mils minimum).
Fabric must be Desert Sand color high-density polyethylene with ultraviolet additives meeting specified tear strength, burst strength, and minimum eight-year life expectancy under continuous sun exposure. Fire testing must satisfy NFPA 701 Test 2 and ASTM E84 standards with flame spread index of 10 and smoke developed index of 50. In-ground installation uses 1 1/4-inch by 24-inch heavy-duty anchor bolts with footers at 4'6" or 6' deep. Alternative manufacturers' canopy framing is acceptable if complete technical and performance data sheets are submitted with quotes.
The government will award a firm-fixed-price contract to the offeror representing best value using lowest price acceptable evaluation. Quotes must be FOB destination with shipping included. No contract award will be made until appropriated funds are available through September 30, 2026.
