About this file
This is a Questions and Answers document clarifying requirements for a cantilever shade structure procurement. The government requires supply only, with the government responsible for installation.
The procurement specifies two cantilever-style shade structures with a combined coverage area of 40 feet by 25 feet. Each structure consists of two fabric covers measuring 20 feet by 25 feet each (not a single 40' x 40' sheet). The structures require inground installation in grass covering a concrete pad, utilizing 1 1/4" X 24" heavy-duty anchor bolts with footers at 4'6" or 6' deep. The cantilever components must be Hollow Structural Section (HSS) with an outer diameter of 5.563 inches (HSS 5.563 x 0.258). Posts may range from four to eight total (minimum two posts per shade structure). The fabric is Desert Sand color. The government will provide all material according to submitted specifications; no field drawings are available or needed, and specifications are strict, non-negotiable requirements. Contractors must provide material as specified without photos of the installation area. Alternative manufacturers' commercial canopy framing utilizing equivalent inline electroplating zinc and organic rust-protection processes are acceptable if complete technical and performance data sheets are submitted with quotes. No installation services are requested.

Questions & Answers (highlighted):
• Are you able to provide photos of the installation area? The government requires material specified and the government will be installing the canopy. Install will be in grass coving a concrete pad.
• Could you please clarify the required size? In Section 1, the requirement states 2 shades of 20' x 25' each (overall 40' x 25'), while Section 9C refers to a 40' x 40' shade. 2 – 20’x25’ or 1 – 40’x25’
• Additionally, please let us know whether the specifications are flexible or if they are strict, non-negotiable requirements. Please provide the material according to the submitted specifications; the government will be installing the canopy.
• Drawings: The specification document references field connections "indicated on the drawings". Can the government provide the official engineering or architectural drawings/schematics for these structures? No drawings are needed or available
• Mounting/Foundation Type: The specifications state that the structures will be installed in the grass and list 1 1/4" X 24" heavy-duty anchor bolts. Can you clarify if the government requires a poured-in-place concrete footing below grade for surface mounting, or if a direct-bury method is anticipated? If concrete footings are required, please provide the minimum depth and PSI requirements. The government requires everything specified and the government will be installing the canopy.
• Fabric Footprint Discrepancy: Section 1 states we are to purchase two covers measuring 20' X 25' each (combining for 40' X 25' of total coverage). However, Section C lists "One (1) Desert San color Fabric designed to cover the 40' X 40' shade". Could you please clarify if the total fabric footprint should be 40' X 25' or 40' X 40'? 2 – 20’x25’ or 1 – 40’x25’
• Can the Government please clarify if the required fabric canopy should be sized to fit the 40' x 25' cantilever framework footprint, or if a 40' x 40' fabric sheet is required? The coverage area is 40’x25’
• To ensure structural compliance, can the Government confirm that the intended dimension for the cantilever component is a standard Hollow Structural Section (HSS) with an outer diameter of 5.563 inches (HSS 5.563 x 0.258)? Yes this is correct.
• To encourage robust small business competition, will the Government accept standard commercial canopy framing that utilizes an equivalent inline electroplating zinc and organic rust-protection process from an alternative manufacturer, provided complete technical and performance data sheets are submitted with the quote? Yes that is acceptable.
• Please confirm the style of shade structure. Will this be Cantilever (2 Post) or Hip Roof (4 posts)? Cantilever style
• Section 1.A states (8 posts) @ 10' long. If these will be installed in grass, there is a footer at 4'6" OR 6' deep [depending on style]. Please confirm this will be installed inground [not surface mounted]. Inground
• Section 1.C states Desert Sand fabric designed to cover 40' x 40' shade.
Based on the initial scope it would be two fabrics at 20' x 25' each. Please confirm.
2- 20'x25' or 1 - 40'x25'
• Will this be supply only? There is no mention of request for installation services.
Supply only; the government will install
• Just to confirm, there will only be (4) posts in total for the Full Cantilever Shade Structures (2 posts/shade). The solicitation notes mention (8) posts. Four post are acceptable. There can be up to 8 post.
