About this file
This is a Questions and Answers document addressing clarifications on a cantilever shade structure procurement. The government requires two 20' x 25' fabric covers (totaling 40' x 25' coverage area), not a single 40' x 40' shade as referenced in one section of the specifications. The government will handle all installation and requires contractors to provide materials according to the submitted specifications without deviation. Installation will occur in grass covering a concrete pad using 1 1/4" x 24" heavy-duty anchor bolts; no poured-in-place concrete footing specifications or depth/PSI requirements are provided, and no engineering or architectural drawings are available or required.
The cantilever component must be a standard Hollow Structural Section (HSS) with an outer diameter of 5.563 inches (HSS 5.563 x 0.258), as confirmed by the government. The government will accept alternative manufacturers' standard commercial canopy framing that utilizes equivalent inline electroplating zinc and organic rust-protection processes, provided bidders submit complete technical and performance data sheets with their quotes. The fabric must be Desert San color, and all specifications are strict, non-negotiable requirements with no flexibility permitted.

Questions & Answers (highlighted):
• Are you able to provide photos of the installation area? The government requires material specified and the government will be installing the canopy. Install will be in grass coving a concrete pad.
• Could you please clarify the required size? In Section 1, the requirement states 2 shades of 20' x 25' each (overall 40' x 25'), while Section 9C refers to a 40' x 40' shade. 2 – 20’x25’ or 1 – 40’x25’
• Additionally, please let us know whether the specifications are flexible or if they are strict, non-negotiable requirements. Please provide the material according to the submitted specifications; the government will be installing the canopy.
• Drawings: The specification document references field connections "indicated on the drawings". Can the government provide the official engineering or architectural drawings/schematics for these structures? No drawings are needed or available
• Mounting/Foundation Type: The specifications state that the structures will be installed in the grass and list 1 1/4" X 24" heavy-duty anchor bolts. Can you clarify if the government requires a poured-in-place concrete footing below grade for surface mounting, or if a direct-bury method is anticipated? If concrete footings are required, please provide the minimum depth and PSI requirements. The government requires everything specified and the government will be installing the canopy.
• Fabric Footprint Discrepancy: Section 1 states we are to purchase two covers measuring 20' X 25' each (combining for 40' X 25' of total coverage). However, Section C lists "One (1) Desert San color Fabric designed to cover the 40' X 40' shade". Could you please clarify if the total fabric footprint should be 40' X 25' or 40' X 40'? 2 – 20’x25’ or 1 – 40’x25’
• Can the Government please clarify if the required fabric canopy should be sized to fit the 40' x 25' cantilever framework footprint, or if a 40' x 40' fabric sheet is required? The coverage area is 40’x25’
• To ensure structural compliance, can the Government confirm that the intended dimension for the cantilever component is a standard Hollow Structural Section (HSS) with an outer diameter of 5.563 inches (HSS 5.563 x 0.258)? Yes this is correct.
• To encourage robust small business competition, will the Government accept standard commercial canopy framing that utilizes an equivalent inline electroplating zinc and organic rust-protection process from an alternative manufacturer, provided complete technical and performance data sheets are submitted with the quote? Yes that is acceptable.
