This synopsis is to announce award of contract FA7000-13-C-0034 to Dawson Technical, LLC in response to solicitation FA7000-13-R-0017, Repair HTHW Phase 1 at the United States Air Force Academy, CO (USAFA).  The following information is provided in accordance with FAR 5.207(a).

(12) Description - The following is a brief description of the work requirements for this contract:


 


Contractor shall furnish all labor, materials, tools and equipment required to perform work for this project at USAFA, Colorado. The Academy's goal is to replace the aging High Temperature Hot Water (HTHW) piping system in separate stages. The HTHW system requires supply and return piping for each loop. The cadet area is fed by one loop, the hospital is fed by a different loop and the community center has its own loop.  This project will focus on the first part on the community center loop, the project will replace the piping and related systems from the heat plant to the new piping near the Falcon Club. Some of the piping system is located in shallow concrete trenches and some of the piping is direct buried. Some of the current piping will be left in place and receive new support systems and new insulation. Some sections will be completely removed and replaced. Coordinating the times when the HTHW system can be down with the Academy will be crucial to the success of the project.

The solicitation will be issued as a Request for Proposal (RFP) construction project, which is 100%  SET ASIDE FOR small business 8a firms. All bidders must be registered on www.sam.gov. The NAICS Code 238220, along with size standard $14 million applies. The procurement is entitled 'Repair HTHW Phase 1' at the United States Air Force Academy (USAFA) in Colorado. Contractor shall furnish all labor, materials, tools and equipment required to perform work for this project at USAFA, Colorado. Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Contract completion time is approximately 491 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $5,000,000.00 and $10,000,000.00. All questions must be submitted in writing.  No telephone calls will be returned. A pre-bid meeting/walkthrough is scheduled for 15 August 2013 at 09:00 AM MST, attendance is not mandatory, but is strongly encouraged. Contact Ashlea Toms at ashlea.toms@us.af.mil with your company's plans to attend the site visit.  Please note, the time and place of the site visit may change due to mission requirements and interested contractors will be notified.  Contractors choosing to attend the site visit should notify the Contract Specialist, Ashlea Toms no later than 12 August 2013, at 02:00 PM MST.  Contractors who do not possess a current Contractor Access Badge (CAB) to USAFA must submit a list of those attending with the individual's name, date of birth, home address, driver's license number and issuing state so passes can be made available to access the United States Air Force Academy.  Anyone who plans to attend the site visit, but fails to contact the Contract Specialist prior to the deadline stated above will not be permitted to attend the site visit. Anyone attending the site visit must ride the bus; those not on the bus will not be permitted to participate in the site visit.  The number of personnel for the site visit is limited to no more than four individuals per contractor.  Prospective offerors must submit all questions in writing.  Questions are due not later than 21 August 2013, at 02:00 PM MST via Request for Information (RFI) to Ms. Ashlea Toms.

Added: Jul 25, 2013 11:31 am It has been determined that competition will be limited to 8(a) firms located within Region VIII- Colorado, Wyoming, North Dakota, South Dakota, Montana, Utah and other 8(a) firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers.


Joint ventures are allowed to bid on 8(a) competitive projects; therefore, we request that you include the following in your Instructions to Bidders:


Joint Venture Agreements - Joint Ventures are allowable on competitive 8(a) set-asides, however, the joint venture agreement must be received by SBA prior to proposal due date and approved before award of any resulting contract. If you are contemplating a joint venture on this project, you must advise, in writing, your assigned SBA Business Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations.
