Repair HTHW Phase 1 Site Visit Questions

1. Drawings indicate there is an alternate bid #1 (Drawing Sheet No. G-003), but the solicitation has only one bid item. Please clarify.

RESPONSE: An alternate bid is described on the drawings and in the design Bid Schedule. The design intent was to have all items related to abatement as a separate bid item, this has now changed. The contractor will follow the direction given in the solicitation.

2. What is the estimated daily fuel consumption of the temporary boilers (Drawing Sheet No. G-004)?

RESPONSE: The actual fuel consumption is based on system load, which varies. In the past fuel consumption for all of the boilers is approximately 1,200 Gallons/Day.

3. Sheet G-004 indicates that the Academy will be responsible for hooking up the temporary boilers along with operating and maintaining them but for the Contractor to set them into place and provide fuel. Would it be possible to obtain a daily fuel consumption per boiler? Is the Contractor responsible for actually filling the boilers fuel tanks or just providing fuel ONLY? “Information For the Contractor” indicates “The Academy shall furnish temporary portable boilers and the contractor shall install the temporary portable boilers along with an operator and all required fuel”. Please confirm the scope of work for the temporary portable boilers.

RESPONSE: The contractor shall be responsible for moving the boilers into place. The contractor is responsible for providing the fuel and filling the boiler fuel tanks. The estimated fuel consumption for all of the boilers is as indicated above. The contractor is NOT responsible for hooking up the boilers once the contractor moves them into place and for operation and monitoring of them at all times.

4. Specification Section 23 05 25 – Industrial Valves indicate butt-weld ends for valves 2-1/2” and larger and socket weld ends for 2” and smaller. Would flanged ends for 2-1/2” valves and larger be acceptable to the Academy to reduce material and labor costs?

RESPONSE: No.

5. Please confirm the following for Specification Section 23 05 50 – Welding Pressure Pipe – Examinations, Inspections, and Testing

a. (A) is indicating 3rd party 100% visual weld inspections.

RESPONSE: This is a quality control requirement for all welds.

b. (B) is indicating Radiographic Examination of 25% of all welds both field and shop for pipe sizes 2-1/2” (butt weld) and larger and Dye Penetrant Inspections of 25% of all welds both field and shop for pipe sizes 2” (socket weld) and smaller

RESPONSE: Radiographic examination shall be performed on 25% of all field welds as selected by the contracting officer’s representative. Factory welds do not require radiographic examination.

6. Specification Section 01 00 00 General Requirements – 1.3 Description of Work (A) states “This project involves the replacement of the galvanized domestic water piping in the Medical Clinic Community Center with copper piping” Please confirm this scope of work.

RESPONSE: Change Paragraph to read “This project involves replacement and repair of the High

Temperature Hot Water (HTHW) distribution piping from the Central Heat Plant to Valve Vault (VV-5) along Academy Drive.”

7. The Solicitation asks that we bid phase 1 of this project. The documents cover phases 1, 2, 3 & 4 as outlined on drawing G-003. The documents also indicate phases 1/4. Is this just sequencing for this project, or are these phases for later bids? RESPONSE: This is sequencing of this project. If we are bidding only phase 1:

*Do we follow the breakdown on drawing G-003?

*Will piping from valve vaults VV-1, VV-2 and VV-4 to the concrete trenches will all be in phase 2 *Will piping inside vault VV-2A all be in phase 2 *Will the conduit system from the heat plant tie-in for the first, approximant, 80-90 feet be in phase 2

OVERALL RESPONSE: This project is the first of four phases which replaces the entire community center HTHW loop. This project replaces the first section of the community HTHW loop from the heat plant to the vault south of the Falcon Club. Phase 1 construction is further broken into sub phases based on user requirements and those who are affected by the project. The sub phases are shown on G-003 and are there to help the contractor coordinate with the users. The contractor will bid on all sub phases shown on G-003.

8. Phase 3 seems to be the demolition of the remaining pipe, trenches and vaults not listed above. The Demolition drawings MD-101-103 and MD401 have notes referring to alternate 1. There is no alternate one on the bid form or in the scope of this project. How do we bid the alternate if phase 3 on these drawings is just project sequencing?

RESPONSE: An alternate bid is described on the drawings and in the design Bid Schedule. The design intent was to have all items related to abatement as a separate bid item, this has now changed. The contractor will follow the direction given in the solicitation.

9. Is there any reason that we cannot use the layout survey on the drawings as accurate enough for the manufacture of the Class A HTHW Conduit System?

RESPONSE: This approach will be up to the contractor's means and methods. Final measurement and fitment of the system will be the contractor's responsibility.

10. Is the piping from exiting vault 2A going to Doolittle Hall existing? Is it in one, or two conduits?

RESPONSE: There is existing piping from vault VV-2A to Doolittle Hall, one supply and one return.

Two conduits.

11. Where will the lay-down and storage areas be for this project?

RESPONSE: A lay-down and storage area will be provided, the exact location will be determined after the project is awarded.

12. Temporary boilers are indicated on the drawing G-004. Per Drawing G-004 keynote 1 and the site pre job walk, the contractor is to move these boilers to the desired location and then others will connect the boilers. Section 00 10 00 paragraph 5 indicates the contractor is to install these temporary boilers.

RESPONSE: The contractor will pay for the movement of the boilers, the hook up will be provided by the Government.

*If the contractor is to install, can we have details showing all that is field required to make these hookups?

RESPONSE: The hook up will be provided by the Government.

*Are these boilers currently on trailers?

RESPONSE: Yes *What type of trailers including weights and size and hitches?

RESPONSE: Approximately 50 Ft commercial semi trailer.

*Are we to return the boilers on completion of the project?

RESPONSE: Yes *The government will install the connections at each location.

RESPONSE: Yes *Will the government operate the boilers?

RESPONSE: Yes *Are there provisions to place these boilers at the locations?

RESPONSE: Yes *If the contractor is to provide fuel:

*What type of fuel is required?

RESPONSE: Diesel *Is there a fuel tank on the trailer?

RESPONSE: Yes *What is the rate of fuel consumption?

RESPONSE: The actual fuel consumption is based on system load, which varies. In the past fuel consumption for all of the boilers is approximately 1,200 Gallons/Day.

13. What is HTHW system design operating temperature and pressure?

RESPONSE: Design Temp is normally near 400F and near 300 PSI.
