About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is seeking a pharmacy reverse distribution contractor to provide disposal and credit recovery services for non-controlled and controlled pharmaceutical substances at VA Palo Alto Health Care System. The contractor must manage expired, damaged, returned, and unusable medications while maximizing credit returns to the VA through an optimized reverse distribution process. Key requirements include utilizing a DEA-licensed destruction company for controlled substances, implementing web-based tracking software with unlimited access for VA representatives, and ensuring compliance with VHA Directive 1108.01 and Title 21 Code of Federal Regulations. The services will encompass medication verification, packaging, shipping, credit pursuit from manufacturers, and destruction documentation across three VA division locations in Palo Alto, Menlo Park, and Livermore. The Pre-solicitation Notice was posted on January 14, 2026, with responses due by January 21, 2026, at 10:00 AM Pacific Time at the location 3801 Miranda Avenue, Palo Alto, California 94304.
This opportunity carries no set-aside designation and identifies no current incumbent contractor in the available documentation. The contractor must perform on-site pickup services up to 22 times per performance period and maintain a process to track and reconcile all credits received from disposed substances. Controlled substance destruction is required to be completed at least quarterly, with DEA-licensed destruction companies scheduled minimally on a quarterly basis, though additional appointments are permitted as needed. The statement of work indicates the service encompasses multiple pharmaceutical waste management functions across the three specified VA locations. While the specific award value or budget range is not detailed in the pre-solicitation materials, the scope of services—including frequent pickups, credit tracking, regulatory compliance, and destruction documentation—suggests a comprehensive contract supporting ongoing pharmacy waste management operations.
