A contractor will evaluate 150 to 400 of the Agency's completed export promotion and foreign assistance activities annually, providing individual reports and a final summary report. The contractor must be experienced in program evaluation, data collection, monitoring and evaluation of similar programs. Services will support the Agency's evaluation of funding effectiveness and decision-making. Proposals were due by April 20, 2020. The Agency will evaluate contractors based on technical qualifications, past performance, and price.

There is no set-aside designation for this requirement. The primary NAICS code is 541611 and PSC code R425. Current and former Agency contractors are ineligible due to potential organizational conflicts of interest. Services will be performed within the United States over an indefinite delivery period. The contractor will submit monthly invoices and collect qualitative and quantitative data to identify up to 400 of the Agency's most effective funding levers aimed at increasing U.S. exports.

Notice text

The U.S. Trade and Development Agency connects America’s private sector to infrastructure projects in developing and middle-income countries. USTDA accomplishes its mission by funding feasibility studies, technical assistance and pilot projects that integrate the expertise and innovation of American companies. The Agency also connects overseas buyers with U.S. sellers through its reverse trade missions, industry conferences and workshops. Unique among federal agencies, USTDA is mandated to promote the participation of U.S. industry in infrastructure projects at the critical early stages when design choices and technology options are being defined.

In support of this mission, the evaluation function within USTDA’s Program Monitoring & Evaluation Office (M&E Office), is seeking the services of a monitoring and evaluation contractor (Contractor) familiar with export promotion and/or foreign assistance programs that can evaluate and report the outcomes of USTDA-funded activities.  The selected Contractor will be asked to perform and manage the evaluation of anywhere between 150 to 400 USTDA activities, providing individual reports for each, as well as a final report summarizing all work performed under this performance work statement.  The contractor can also recommend how to strengthen USTDA’s evaluation processes, methodologies, and measurements.  These services will help the M&E Office to collect the data and information required for qualitative and quantitative analysis that identifies the most effective ways to leverage the Agency’s funding and inform the Agency’s decision-making processes.
