Attachment 1A – Responses to Questions for Program Evaluation Office Monitoring and Evaluation Services, Solicitation No. 1131PL20RCP71086

1. 11B ‐ Solicitation Letter/ Past Performance ‐ The Government instructs the Offeror to distribute the Past Performance Questionnaire (Attachment D of the RFP) to the Offeror’s references. However, the RFP only has 2 attachments: Attachment A: Example of an Outside Evaluation Project Report and Attachment B: Paperwork Reduction Act: Information Collection Instrument: Evaluation of USTDA. Can the Government please provide this Attachment as soon as possible so that Past Performance Points of Contact can send by April 1?

See attached.

2. Section 5 ‐ Solicitation Letter/Type of Contract ‐ The Government states that the award will be FFP, and on page 3, Section B1.3 of the Solicitation (Invoicing), the Government indicates the invoicing is monthly. However, the CLIN structure suggests that the FFP is per report. Would the government consider a simple FFP to cover all reports for a given year with monthly invoicing, rather than per report invoicing?

Invoices shall be submitted on a monthly basis to include the number of reports completed.

3. Page 2 Solicitation ‐ The Government estimates the number of evaluation reports for the base year and all option years. The estimate for the base year is 150 reports, whereas the estimates for the option years are 200. Would the Government consider changing the base year to be consistent with the option years?

The Government requires 150 reports for the base period, and approximately 200 reports for the subsequent option periods, if exercised.

4. Would the government consider extending the deadline by 1 week due to the current conditions with COVID‐19 which is posing some challenges in the workplace?

Yes, please see the amendment to this solicitation for additional information.

5. According to page 14 of the RFP, the government is asking the contractor to recommend how to strengthen USTDA evaluation processes, methodologies, and measurement. In our proposal, we are considering providing a response which contains 2 components:

Core component (component 1): Responding to the basic M&E requirements.

Additional component (component 2): Suggestions on strengthening M&E methodologies and measurements.

Each of these components can be separately presented and costed in the proposal.

a. Is the government open to receiving a response in the manner described above?

No, the contractor will provide those recommendations in the final report submitted before the end of the period of performance, and any costs should be included in the cost of the final report. Please see Section D.1.3.1. of the Performance Work Statement (PWS).

b. If no, how does the contractor provide recommendations as asked for on page 14?

No, the contractor is not required to provide recommendations at this time.

c. If yes, then what component will the government use for evaluation purposes?

N/A

6. Does USTDA have an organizational learning system internally? If yes, can the government provide details/specifics?

Yes, USTDA has an organizational learning system internally that is facilitated by the M&E Office. No, because the Contractor is not required to facilitate organizational learning. Please refer to USTDA’s website for information on the M&E Office.

7. Are Third Country Nationals allowed to work on the contract?

See Section D.1.8: “Contractor and U.S. subcontractor employees used shall be either U.S. citizens or non‐U.S.

citizens lawfully admitted for permanent residence in the United States.”
