About this file
This document package includes a federal solicitation and related amendment seeking monitoring and evaluation services. The United States Trade and Development Agency is soliciting proposals to evaluate 150 to 400 of its funded export promotion and foreign assistance activities. The selected contractor will provide individual evaluation reports for each activity and a final summary report. Services will help the Agency's Program Monitoring and Evaluation Office collect required qualitative and quantitative data to identify effective ways to leverage funding and inform decision-making. The amendment provides additional responses to questions but does not alter requirements or deadlines.

1. In light of the COVID‐19 pandemic, does the USTDA plan to continue with this opportunity?
Yes, please see Section D.1.3 – “USTDA’s M&E Office evaluates and reports the outcomes of the Agency’s funding for activities that support projects. The primary goals of the M&E Office are to help the Agency identify the most effective ways to leverage its funding, inform the Agency’s decision‐making processes, and contribute to the Agency’s ability to maintain accountability and transparency with its stakeholders by providing clear, consistent data and analysis.”
2. I noticed you posted an extension of the deadline. I wanted to know will this opportunity actually get funded/purchased, because other agencies have extended their deadlines, only to cancel the entire competition. Is this the case with this opportunity?
Yes, please see section D.1.3 – “USTDA’s M&E Office evaluates and reports the outcomes of the Agency’s funding for activities that support projects. The primary goals of the M&E Office are to help the Agency identify the most effective ways to leverage its funding, inform the Agency’s decision‐making processes, and contribute to the Agency’s ability to maintain accountability and transparency with its stakeholders by providing clear, consistent data and analysis.”
