About this opportunity
The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) is seeking a contractor to demolish a two-piece steel hull structure consisting of an hull component weighing approximately 76,000 pounds and a hatch weighing approximately 12,000 pounds located at Building 47, Naval Station Newport, Rhode Island. The contractor must remove all resulting scrap metal and waste and return the site to its original condition. Key contract requirements include submission of a project-specific Mitigation Plan addressing fire safety, environmental risks, work footprint, and emergency planning, as well as evidence of successfully completing at least two similar heavy structural demolition or industrial site work projects within the past five years. The evaluation criteria is Lowest Price Technically Acceptable (LPTA), with award made to the responsible small business offeror whose quotation meets the minimum technical acceptability factors and offers the lowest price. Critical dates include a mandatory site visit on March 6, 2026, at 10:00 AM EST, a deadline for written questions by March 6, 2026, at 4:00 PM EST, and a response due date of March 20, 2026, at 2:00 PM EST.
This is a 100% Small Business Set-Aside, restricting competition to certified small business concerns only. The estimated budget range is between $25,000 and $100,000 under a Firm-Fixed-Price contract type, with the price structured as a net amount representing the contractor's total cost of performance minus anticipated proceeds from scrap metal sales. The contractor is responsible for all labor, equipment, materials, permits, and transportation, with a performance period of 60 calendar days from contract award, though work must commence within 10 calendar days and be completed no later than 180 days after award. The place of performance is Newport, Rhode Island, specifically at Building 47 of Naval Station Newport. All submissions must be made via SAM.gov and must include a signed quote acknowledging all terms and amendments, completed pricing schedule, technical documentation, and FAR 52.212-3 representations and certifications. Questions regarding the solicitation (N66604-26-Q-0125) should be directed to Michael Ouellette at michael.n.ouellette.civ@us.navy.mil.
