About this opportunity
The Department of the Air Force Materiel Command is seeking to gather market research information regarding Independent Verification/Validation (IV&V), Nuclear Surety Cross Check Analysis (NSCCA), and Nuclear Safety Analysis and Technical Evaluation (NSATE) services for Field Programmable Gate Array (FPGA) hardware/software integration supporting the Sentinel Weapon System. Respondents must demonstrate four core capabilities: proficiency in testing, simulating, and evaluating FPGAs in accordance with AFMAN 91-119 and AFMAN 91-118 standards with full traceability of surety requirements; comprehensive security infrastructure for Special Access Programs (SAP) including compliance with DoDM 5205.07 and DoDI 8510.01, Top Secret clearances, nuclear enterprise experience, and facility accreditation for Top Secret/Restricted Data processing; detailed technical approach for performing Nuclear Surety Cross Check Analysis on modernized systems including analysis of emergent vulnerabilities at hardware, software, and network interface levels; and robust program management approach for stakeholder interface and delivery scheduling. Responses are limited to 10 pages in 12-point Times New Roman font, single-spaced, and must be submitted via email to cameron.hutzley@us.af.mil no later than May 15, 2026, at 1700 MDT. This Request for Information is for planning and market research purposes only and does not constitute a commitment to award a contract.
This pre-solicitation notice includes no set-aside designations. Respondents should be aware that the Government has authorized release of responses to specified support contractors including BAE Systems, The MITRE Corporation, The Aerospace Corporation, Johns Hopkins University Applied Physics Lab, Utah State University Space Dynamics Lab, and Carnegie Mellon University. The RFI does not specify an award value or budget range, as it is structured as a market research gathering tool rather than a formal solicitation. Respondents must provide company information, CAGE code, business size and set-aside status under NAICS 541330 (Engineering Services), and acknowledge authorization for information sharing with the identified support contractors. As this is a Request for Information rather than a formal Request for Proposal or Contract, no specific contract timeline or service duration is outlined in the current notice.
Notice text
The purpose of this Request for Information (RFI) is to gather market research information for
understanding the Government’s options regarding Nuclear Surety Cross Check Analysis
(NSCCA)/ Nuclear Safety Analysis and Technical Evaluation (NSATE)/ Independent
Verification/Validation (IV&V) for the Field Programmable Gate Array (FPGA) hardware/
software integration for the Sentinel Weapon System. NSCCA/NSATE is defined in AFMAN
91-119/ AFMAN 91-118; test, simulations, and other evaluation techniques must be used to
prove the safety and surety of the weapon system. The Government is evaluating Independent
Verification/Validation options for Nuclear Surety for FPGA hardware/software integration for
the Sentinel Weapon System.
