About this opportunity
The National Institute of Standards and Technology (NIST) has issued a Notice of Intent to Sole Source for thermal analysis instrumentation service with TA Instruments - Waters, LLC. This special notice pertains to maintenance and support services for two critical laboratory instruments: a TA Instruments DSC2500 differential scanning calorimeter and a TGA550 thermogravimetric analyzer located at NIST's Gaithersburg campus. The instruments are essential for NIST's fundamental research on polymeric materials and support the CHIPS program through analysis of polymers used in electronics packaging. NIST intends to negotiate a sole source contract under FAR authority due to the proprietary nature of the equipment and warranty requirements that restrict maintenance to manufacturer-certified technicians. The anticipated contract value falls under the NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance with a $34 million size standard.
The purpose of this notice is to determine whether competitive procedures could be used for this acquisition, though NIST expects to award a firm-fixed-price purchase order to TA Instruments by August 31, 2025. Interested parties must demonstrate their capability to provide the specified services and submit written responses by August 8, 2025, to lisa.stevens@nist.gov. The service requirements include annual preventive maintenance visits, unlimited repair service calls with 10-business-day response times, telephone and email support during regular business hours, and comprehensive reporting for each service event. Only contractors with manufacturer-certified technicians and access to OEM-approved parts can participate, as the proprietary nature of the equipment and existing warranties limit authorized service providers. The contract supports NIST's critical research infrastructure necessary for continued operations in polymer curing processes essential to electronics packaging development under the CHIPS initiative.

SCHEDULING: Scheduling of the visits shall be consistent with the maintenance requirements of the instrument in accordance with the most recent service practice and maintenance protocols. Should the service practice and maintenance protocols be updated to implement less rigorous procedures than the previous version, approval of those revised protocols is at the sole discretion of the Government; requests for such revisions shall be submitted to the Contracting Officer in writing.
- The scheduled maintenance visits may be made at the same time as an unscheduled visit for corrective or other action, if such a visit occurs within one month before a scheduled preventive maintenance visit.
- All visits must be scheduled in advance with the Contracting Officer Representative (COR).
- The Contractor shall install all available commercial software/firmware upgrades for the purposes of instrument optimization on-site, at the time of the preventive maintenance visit.
- If a new version of software is updated, a document describing the new features of the software shall be provided within 72 hours of completion of the software upgrade.
- The Contractor shall test the equipment, review the equipment’s performance, and take whatever steps are necessary to ensure the equipment is functioning in accordance with the manufacturer’s specifications, prior to completion of the installation.
