About this opportunity
The National Institutes of Health Clinical Center has issued a Special Notice announcing its intent to sole source a procurement for additional Agilik actuators from Bionic Power, a Canadian company located in Vancouver, British Columbia. The NIH's Rehabilitation Medicine Department - Neurorobotics Research Group requires these medical devices to expand their clinical evaluation capabilities at their Bethesda, Maryland facility. This notice falls under the Medical Instruments, Equipment, and Supplies product service code and involves the manufacturing sector for surgical and medical instruments. The procurement is structured as a firm fixed price purchase order that will not involve a competitive solicitation process. The agency emphasizes this is a notice of intent rather than a request for quotations, and no formal solicitation document will be issued.
The NIH intends to purchase two units of the BP07372-BI-KIT: AGILIK 1.1 BILATERAL KIT to support ongoing clinical research activities. The sole source justification is based on Bionic Power being the only vendor capable of providing actuators that integrate seamlessly with the NIH's existing embedded controller and graphical user interface, which were previously customized under a prior procurement to meet specific technical requirements including 12 Nm continuous torque, Bluetooth communication capability, and 36V rechargeable battery operation. The procurement operates under FAR Part 13 Simplified Acquisition Procedures, which permits sole source awards when only one source is reasonably available and exempts the contract from standard competition requirements. Interested parties may submit comments or identify their capabilities to Contract Specialist Kristin Nagashima at Kristin.nagashima@nih.gov by July 2, 2025, at 4:00 PM EST, though the government retains full discretion in determining whether to proceed with the sole source approach based on any responses received.

Specifically, the actuators must provide a minimum of 12 Nm continuous torque, support Bluetooth communication, and be operated on a 36 V rechargeable battery, among other technical needs.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.
