About this opportunity

The Transportation Security Administration (TSA), a civilian agency under the Department of Homeland Security, has issued a Special Notice announcing its intent to acquire Boarding Pass Scanners (BPS) and associated support services through a non-competitive procurement process. The notice specifically indicates the TSA's plan to award a contract directly to Desko GmbH, a German company located in Bayreuth, Bayern. The procurement will support the Acquisition Program Management (APM) Identity Management Office and is being pursued under the authority of Federal Acquisition Regulation (FAR) 6.302, which allows for sole-source contracting under certain circumstances. The contract opportunity is categorized under NAICS code 423610 for Electrical Apparatus and Equipment, Wiring Supplies, and Related Equipment Merchant Wholesalers, with a Product Service Code (PSC) of 5999 for Miscellaneous Electrical and Electronic Components.

The primary purpose of this Special Notice is to provide transparency regarding the TSA's intended non-competitive procurement while offering an opportunity for other interested vendors to demonstrate their capabilities. The notice is open for vendors to express interest and capability, though the government retains full discretion in determining whether to proceed with a competitive procurement. Potential contractors have from December 13, 2024, until December 28, 2024, to respond and identify their interest in the opportunity. Vendors who may be interested in subcontracting opportunities are explicitly advised to contact Desko GmbH directly. While this notice is not a formal request for competitive proposals, it serves as a mechanism for market research and potential competitive assessment. The TSA emphasizes that any information received will primarily be used to evaluate the potential for competitive procurement, with the ultimate decision resting solely with the government.
