About this opportunity

The Department of the Navy Naval Supply Systems Command (acting through Navy Exchange Service Command) is conducting market research on an elevator replacement project at Naval Logistics Yokosuka Buildings 1315 and 1316, with industry responses due by October 19, 2026.

This is a pre-solicitation market research notice, not a solicitation or binding RFP. NEXCOM seeks contractor feedback on the draft Statement of Work, technical specifications, schedule feasibility, and resource requirements to refine requirements before formal solicitation release. Responses are voluntary, non-binding, and do not confer preferential consideration in any subsequent procurement. NEXCOM will not reimburse response preparation costs and retains no obligation to issue a follow-on solicitation or award a contract.

Place of performance is Naval Logistics Yokosuka, Japan (Buildings 1315 and 1316). Work includes full elevator replacement and safety modifications to comply with ASME A17.1/CSA B44, ASME A17.2, IEEE C62.41, NFPA 70, and applicable Japanese standards (JSA JIS A 4302, 4307, Z 3801, 3821, 3841). Elevator systems must support emergency medical service configurations with rated loads of 1588 kg (3500 lbs) and speeds of 60–500 fpm, with specialized provisions for firefighters' emergency operations, hospital emergency commandeering, and auxiliary power systems. Control systems require microprocessor controllers, motor control equipment, and signaling fixtures with communication-failure protocols. Safety modifications include fire alarm systems, sprinkler system connections, jump guards on traction machines and governors, counterweight guards, and shunt trip devices.

Contractors should submit responses electronically to the designated contracting point of contact identified in the attached market research document, clearly marking any proprietary or restricted information.
