About this file

This document is a Section C (Statement of Work) for a federal contract opportunity related to elevator replacement at Naval Logistics (NL) Yokosuka Buildings 1315 and 1316. The Navy Exchange Service Command (NEXCOM) is conducting market research to identify capable contractors and gather feedback on requirements refinement prior to formal solicitation. The project involves the replacement of elevators at the specified military facilities in Yokosuka, Japan, with NEXCOM seeking industry input to develop and refine the final Statement of Work and associated technical requirements.

The market research is voluntary and non-binding, with responses requested by a specified deadline to be submitted electronically to designated contracting points of contact. Participation does not guarantee preferential consideration in any subsequent procurement, and NEXCOM is under no obligation to issue a formal solicitation or award a contract based on responses received. Respondents should clearly identify any proprietary information in their submissions, and NEXCOM will not reimburse costs associated with preparing or submitting information. This pre-solicitation notice is issued by the Department of the Navy Naval Supply Systems Command and represents an early opportunity for interested contractors to influence project scope and technical specifications before the formal Request for Proposal (RFP) is released.

C-1. PROJECT INFORMATION

Project Location: Navy Lodge Yokosuka Bldgs. 1315 & 1316, Tomaricho, Yokosuka, Kanagawa 238-0001, Japan at Commander Fleet Activities Yokosuka.

Project Budget: Between $1,000,000 and $2,000,000

Project Description:

This project involves the full replacement of two aging traction-type passenger elevator systems serving Towers 1315 and 1316. Originally installed in 2004, the existing elevators have reached the end of their service life and have experienced a steady increase in operational failures over the past two years. The current elevator model is obsolete, and replacement parts now require custom fabrication, resulting in significant repair delays and extended downtimes.

Frequent malfunctions have negatively impacted hotel operations, including delays in furniture installation, guest complaints, staff disruptions, and safety concerns. Elevator outages have caused major inconvenience, particularly for guests on upper floors and for housekeeping services. Past incidents include elevators stalling, shaking with occupants inside, and extended downtimes lasting days due to the unavailability of parts.

Anticipated Completion: The anticipated completion time of this project is 440 calendar days from the issuance of the Notice to Proceed (NTP).
