There is NO pre-proposal conference.  All site visits are highly encourage prior to submission of proposal, and must be coordinated with contact listed in Section L under clause 52.236-27 - Site Visist.  The Contracting Officer will not coordinate site visits.

All site visits must be schedule and concluded before May 15, 2017.  The soliciation will not be extended because of a contractors failure to schedule site visit prior to this date.

Added: Apr 03, 2017 1:07 pm The USDA - Forest Service WO-AQM Job Corps Support Branch has identified the need for a general contractor to work on miscellaneous construction related projects at the Pine Knot Job Corps Center, located in Pine Knot, KY. The requirement will include both base items and optional/additive items that may or may not be awarded at time of award or may or may not be added later, subject to the availability of funding. Some of the work will be on a building constructed by the Job Corps Students at the Pine Knot Job Corps Center that is not completed, and other work will occur in occupied buildings.

The base items include: the installation of building utilities on the exterior of a building, up to the termination point within the building/crawlspace, which may include piping, conduit and conductors, trenching and backfill, lift station, grease trap, gas shutoff valve, CT cabinet, 800 amp disconnect and junction box. This work will also include concrete paving removal and installation and landscape modifications to permit utility installation. The completion of exterior masonry work; the reinstallation and flashing of existing windows; the replacement of asphalt roofs, which can include the installation of soffits, fascia and miscellaneous trim; installation of new gutters and downspouts. The contractor will also be required to remove an existing walk-in refrigerator/freezer unit, and replace it with a new walk-in refrigerator/freezer unit.

Additional work will include the replacement of an existing Fire Alarm System Replacement with a new addressable fire alarm system, which includes new devices, and providing additional code required fire alarm devices. Work will also require the contractor to provide drawings, calculations, product specifications, and sequence of operations designed by a Kentucky licensed fire alarm/electrical engineer in accordance with the latest editions of NFPA 72 and 101, NEC. And ADA requirements. The fire alarm is to be installed in electrical metal tubing (EMT) conduit.

Optional/Additive Items - complete installation of all plumbing, mechanical and electrical systems in the student constructed building, including concrete equipment pads, associated roof curb/flashing, and building openings. Other work may include the completion of the construction portion of the building, which includes remaining framing, insulation, interior finishes and equipment, structural elements, exterior doors and minor brick work. Remaining work may include final exterior construction, including concrete landings, stairs, railing, fencing and associated landscape modifications.

The Contractor shall furnish all the necessary supervision, management, personnel, material, equipment, services, permits and facilities.

This requirement will be issued as a Request for Proposal (RFP), under FAR Part 15. The RFP will result in a single firm fixed-price award from the terms set forth in the solicitation once it is released..


The North American Industry Classification System (NAICS) is 236220. The size standard is $36.5.


This requirement will be set aside to Small Businesses as authorized by FAR 19.502-2 (b).


There will be NO formal site visit scheduled, and all vendors are encouraged once solicitation is released to inspect the site where the projects are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

The specifications WILL NOT be provided in a paper hard copy format or CD ROM, and will only be posted and available on the Federal Business Opportunities (FBO) website after April 20, 2017. The address for downloading this solicitation from the Internet is https://www.fbo.gov. Registration and downloading from the Internet is free of charge; however, some specifications may take a considerable amount of time to download. All prospective offerors are required to register on the Federal Business Opportunities (FEDBIZOPPS) website for this procurement. An official plan holders list will be maintained on and can be printed from the website. If you fail to register, the Government cannot be responsible for your being notified of any amendments to the solicitation. Notification of any changes to this solicitation (amendments) shall be made only on the internet through FBO. Therefore, it is the contractor's responsibility to check the Internet site daily for any posted changes to the solicitation.
