Lump Sum Quantities: These quantities denote one complete unit of work as required by or described in the contract including necessary materials, equipment, and labor to complete the job. They will not be measured.

* Estimated Quantity – Since it is difficult to determine the exact quantity of sheathing that requires replacement until actual roof tear off is executed, the Government established a base estimate of five (5) sheets (32 SQFT per sheet) to establish a fixed price cost per sheet. Contractor shall price up to estimated quantity stated in line items, and shall give a total price per sheet to replace damaged sheathing inclusive of all labor and materials. Should additional sheathing above the estimated quantity need to be replaced once work has begun, the contractor shall provide a cost proposal based on the fixed price cost per sheet provided in proposal that will be used to issue a modification to contract.

SECTION C - DESCRIPTION/SPECIFICATION/STATEMENT OF WORK

C.1 INTRODUCTION

Job Corps is a national residential training and employment program administered by the Department of Labor to address the multiple barriers to employment faced by disadvantaged youth throughout the United States. The Economic Opportunity Act of 1964 originally established Job Corps; current authorization for the program is Title I, Chapter 6, Subtitle C, of the Workforce Investment Act of 1998.

C.2 BACKGROUND

Job Corps provides educational and occupational skills training and support services to youth between 16 and not yet 25 years of age. The unique combination of services provided in the Job Corps program is intended to better prepare youth to obtain and hold gainful employment, pursue further education or training, or satisfy entrance requirements for careers in the Armed Forces.

The Workforce Investment Act (WIA) mandates that Job Corps graduates be provided with transition, placement, and support services for one year following initial placement. WIA also requires that the placement status and wages of graduates be measured at six- and twelve-month intervals after the graduates are placed, and that Job Corps operator be evaluated in part on the basis of these performance measures.

The U.S. Department of Agriculture Forest Service operates 26 Job Corps Center nationally, through an interagency agreement with the Department of Labor.

C.3 PURPOSE

The Washington Office (WO) AQM- Job Corps Support Branch as a new requirement for a qualified and licensed general contractor who is capable of performing multiple construction related projects at the Pine Knot Job Corps Center. The contractor must be able to provide all labor, materials, equipment, utilities, incidentals, freight and delivery and all necessary valid licenses and permits for the work provided within this Scope of Work (SOW) (see C.5 Tasks for specific descriptions).

Some of the work identified in the SOW are subject to the availability of funding as stated in Schedule of Items and below in Section C.5 – Tasks, and may or may not be included at time of award, or included later as optional/additive items subject to the availability of funds.

C.4 PLACE OF PERFORMANCE AND HOURS OF OPERATION

All work shall be performed at:

Normal operational hours are from 07:30 am to 4:00 PM Eastern Time, Monday through Friday. The maximum workweek that will be approved is 40 hours.

No work shall occur when the Government facility is closed due to local or national emergencies, administrative closings, weather related closings, Federal Holidays, or Government directed facility closings.

Base Item o Utilities – all work shall include all materials, equipment, demolition, labor, mobilization, demobilization and incidentals for the installation of building utilities exterior to the building and up to an accessible termination point within the building/crawlspace; including piping, conduit and conductors, trenching and backfill, lift station, grease trap, gas shutoff valve, CT cabinet, 800 amp disconnect, and junction box, associated concrete paving removal, installation and landscape modification to permit utility installation.

Optional/Additive Items – Subject to Availability of Funding o Mechanical, Electrical and Plumbing (MEP) - all work shall include all materials, equipment, demolition, labor, mobilization, demobilization and incidentals for plumbing, mechanical, and electrical systems in the building, including concrete equipment pads, associated roof curb/flashing and building openings.

o Building Finishes - all work shall include all materials, equipment, demolition, labor, mobilization, demobilization and incidentals to complete building construction including remaining framing, insulation, interior building finishes and equipment, structural elements, exterior doors, and minor brick work.

o Exterior Construction - all work shall include all materials, equipment, demolition, labor, mobilization, demobilization and incidentals for exterior construction items including concrete landings, stairs, railing, fencing, and associated landscape modifications.

C.5.2 Miscellaneous Building Exterior Repairs o Masonry and Window Work - Culinary - all work shall include all materials, equipment, demolition, labor, mobilization, demobilization and incidentals to finish masonry wall on exterior, clean existing masonry, and re-install and flash the windows. Government will furnish bricks, sand and mortar for this project.

o Roofing, Soffit, and Fascia Work - Culinary – all work shall include all materials, equipment, demolition, labor, mobilization, demobilization and incidentals to remove an existing 3,700 square feet of asphalt shingle roof and install new roof and associated accessories.

Optional/Additive Items – Subject to Availability of Funding o Gutter and Downspouts Installation – all work shall include all materials, equipment, demolition, labor, mobilization, demobilization and incidentals to install gutters, downspouts, and associated accessories.

o Roofing Work – Female Dormitory - all work shall include all materials, equipment, demolition, labor, mobilization, demobilization and incidentals to remove an existing 9,000 square feet of asphalt shingle roof and install new roof and associated accessories.

C.5.3 Fire Detection System Replacement

Base Items o Building 9 Center Maintenance (Voc Building) Fire Alarm - all work shall include all materials, equipment, labor and incidentals to remove existing and design/install new code-compliant addressable fire alarm system. Re-use existing conduit and wiring to the extent permissible by code. Replace old, not code compliant wiring. All fire alarm wiring to be in electrical metal tubing (EMT) conduit. The new fire alarm system shall be provided with battery backup and integral Transient Voltage Surge Suppression (TVSS) device, and have adequate zones/points. The new design and installation shall meet the requirements of the latest edition of NFPA 72, including complete testing and documentation.

o Building 14 Gym Fire Alarm - all work shall include all materials, equipment, labor and incidentals to remove existing and design/install new code-compliant addressable fire alarm system. Re-use existing conduit and wiring to the extent permissible by code. Replace old, not code compliant wiring. All fire alarm wiring to be in electrical metal tubing (EMT) conduit. C.5.4 Walk-in Refrigerator and Walk-In Freezer Replacements o Walk-in Refrigerator Replacement - all work shall include all materials, equipment, demolition, labor, delivery and incidentals to remove an existing walk-in refrigerator and deliver and install a new walk-in refrigerator.

o Walk-in Freezer Replacement - all work shall include all materials, equipment, demolition, labor, delivery and incidentals to remove an existing walk-in freezer and deliver and install a new walk-in freezer.

The Contractor shall furnish all the necessary supervision, management, personnel, materials, equipment, labor, all necessary permits and valid licenses, utilities, freight and delivery and incidentals for the work stated in the Statement of Work, Special Project Specifications, and Drawings incorporated herein and/or attached in Section J.

C.7 CONTRACTOR AND PRODUCT MINIMUM REQUIREMENTS

The contractor is responsible for adherence to all Occupational Safety and Health Administration (OSHA) Regulation, specifically 29 CFR 1910 - General Industry and 29 CFR 1926 – Construction.

Contractor shall be responsible for obtaining all required permits and scheduling all applicable inspections.

All inspections must be signed off and completed prior to receipt of final payment. All applicable submittals required, which may include warranty, production information, operation and maintenance documentation, etc. as defined throughout various sections of Special Project Specifications must be provided to COR and CO prior to submission of final invoice. Invoice will be rejected until are required documentation is submitted.

Please refer to each Special Project Specification for required submittals.

All trash and debris removal must be in accordance with local, state and federal regulations.

All materials and equipment are to be installed per manufacturer’s installation guidance.

Contractor must have adequate liability insurance and proper license to perform all work stated herein.

C.9 SAFETY

During the execution of this contract, the Contractor shall conform to the rules and regulations as set forth by OSHA Safety and Health Standards, 29 CFR Part 1926 – Safety and Health Regulations for Construction or the US Army Corps of Engineers “Safety and Health Requirements Manual”, Sept 15 2008 (free online) whichever is more stringent.

Additional safety requirements are contained in Section H of the solicitation. Smoking will not be permitted in any building or structure. Fire precautions to prevent wildfire may be included in each Task Order or initiated when weather and site conditions pose a significant opportunity for ignition of wildfire.

C.10 LANDSCAPE PRESERVATION

The Contractor shall confine operations to within the clearing limits or other areas designated in contract documents, and prevent the depositing debris outside of these limits. Material which falls outside of these limits shall be retrieved, disposed of, or incorporated in the work as directed by the Contracting Officer, and damage to vegetation or structures outside the clearing limits shall be repaired as directed by the Contracting Officer.

C.11 CONFORMITY WITH DRAWINGS AND SPECIFICATIONS

Unless working tolerances are specified, all work performed and materials furnished shall be in reasonably close conformity with lines, grades, cross sections, dimensions, and material requirements shown on the drawings, indicated in the specifications, or designated on the ground. “Reasonably close conformity” is compliance with reasonable and customary manufacturing and construction tolerance.

A. Definition. "Work" includes, but is not limited to, materials, workmanship, and manufacture and fabrication of components.

B. The Contractor shall maintain an adequate inspection system and perform such inspections as will ensure that the work performed under the contract conforms to contract requirements. The Contractor shall maintain complete inspection records and make them available to the Government. All work shall be conducted under the general direction of the Contracting Officer and is subject to Government inspection and test at all places and at all reasonable times before acceptance to ensure strict compliance with the terms of the contract.

C. Government inspections and tests are for the sole benefit of the Government and do not--

1. Relieve the Contractor of responsibility for providing adequate quality control measures;

2. Relieve the Contractor of responsibility for damage to or loss of the material before acceptance;

3. Constitute or imply acceptance; or

4. Affect the continuing rights of the Government after acceptance of the completed work under paragraph

(I) below.

D. The presence or absence of a Government inspector does not relieve the Contractor from any contract requirement, nor is the inspector authorized to change any term or condition of the specification without the Contracting Officer's written authorization.

E. The Contractor shall promptly furnish, without additional charge, all facilities, labor, and material reasonably needed for performing such safe and convenient inspections and tests as may be required by the Contracting Officer.

The Government may charge to the Contractor any additional cost of inspection or test when work is not ready at the time specified by the Contractor for inspection or test, or when prior rejection makes reinspection or retest necessary.

The Government shall perform all inspections and tests in a manner that will not unnecessarily delay the work.

Special, full size, and performance tests shall be performed as described in the contract.

F. The Contractor shall, without charge, replace or correct work found by the Government not to conform to contract

23 | 70 requirements, unless in the public interest the Government consents to accept the work with an appropriate adjustment in contract price. The Contractor shall promptly segregate and remove rejected material from the premises.

G. If the Contractor does not promptly replace or correct rejected work, the Government may (1) by contract or otherwise, replace or correct the work and charge the cost to the Contractor or (2) terminate for default the Contractor's right to proceed.

H. If, before acceptance of the entire work, the Government decides to examine already completed work by removing it or tearing it out, the Contractor, on request, shall promptly furnish all necessary facilities, labor, and material. If the work is found to be defective or nonconforming in any material respect due to the fault of the Contractor or its subcontractors, the Contractor shall defray the expenses of the examination and of satisfactory reconstruction. However, if the work is found to meet contract requirements, the Contracting Officer shall make an equitable adjustment for the additional services involved in the examination and reconstruction, including, if completion of the work was thereby delayed, an extension of time.

I. Unless otherwise specified in the contract, the Government shall accept, as promptly as practicable after completion and inspection, all work required by the contract or that portion of the work the Contracting Officer determines can be accepted separately. Acceptance shall be final and conclusive except for latent defects, fraud, gross mistakes amounting to fraud, or the Government's rights under any warranty or guarantee.

C.12 WARNING SIGNS AND RESTRICTIONS

Contractor shall be totally responsible for safety signing, barricades and other signing to maintain a safe site to the public and Government employees.

C.13 MATERIALS, EQUIPMENT, TRAINING, AND UTILITIES

C.13.1 Legal Relations and Responsibilities

Contractor's Responsibility for Utilities: In the event of interruption to utility services because of accidental breakage the Contractor shall promptly notify the utility authority and shall cooperate with that authority in the restoration of service.

C.13.2 Use of Premises

The Contractor shall comply with the regulations governing the operation of premises which are occupied and shall perform this contract in such a manner as not to interrupt or interfere with the conduct of Government business.

C.13.3 Prosecution of Work

A. The following special controls will affect the Contractor’s prosecution of work: Students will be on site.

B. The Contractor may encounter other contractors performing work on projects in the area.
