Added: Jul 02, 2013 11:57 am This Project consists of constructing a new administrative site and Fire Station with utility service connections, roads, camping spurs, building pads and parking areas for the Spring Mountains National Recreation Area of the Forest Service. The Administrative Site is located on Forest Service owned property in Kyle Canyon, North West of Las Vegas, Nevada. New construction work includes constructing a new 4,575 Square foot Fire Center building, installing new water, sewer, and telecom, electrical utility connections including water lines/laterals, water hydrants, water meter, pressure reducing valves, back flow prevention devices, curb valve and boxes, and concrete manholes, providing new on-site wastewater treatment system, providing and installing propane tank and piping to serve facilities, and constructing roadway entrance, access roads, culverts, curbing, helipads, concrete pads, fencing, gates, and trailer pads.

The project site is located North and West of Las Vegas, Nevada in Kyle Canyon. It is within the Humboldt-Toiyabe National Forest in Clark County, Nevada. The site is at milepost 5.7 on Highway 157, Kyle Canyon Road.


The solicitation will be advertised as Total Small Business Set-Aside using best value source selection procedures. It is anticipated that a firm fixed price construction contract will be awarded to a single contractor. The estimated contract period of performance is from time of award through October 10, 2014 with work starting in the fall of 2013. It is anticipated that a site visit will be held on July 30, 2013. Time and location of the site visit will be included in the solicitation.


In accordance with FAR Part 36.204, the estimated magnitude of construction is between $1M - $5M. The North American Industry Classification System (NAICS) is 236220. The corresponding size standard for determining whether or not a firm qualifies as a Small Business is $33.5M in average, annual receipts over the past three years. It is important to note that IAW Federal Acquisition Regulation (FAR)


Contractors are required to be actively registered with the System for Award Management (SAM) database and the Online Representations and Certifications Application (ORCA) prior to award.


A bid guarantee of 20% of the bid price shall be required and the successful offeror shall be required to submit Performance and Payment Bonds (100% each) of the construction cost prior to start work.


The solicitation will be posted on the FBO website on or about July 17, 2013. No hard copies of the solicitation, supporting document, or applicable amendments will be provided. To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the FBO website.
