14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.
Project Title: MK Administrative Site – Kyle Canyon Fire Station Project
Purpose of Amendment: To answer questions posed by vendors, and provide 07-30-13 Site Visit Notes and Attendees list, provide replacement pages to the specifications and provide Attachment 7 – Geotechnical Report that was omitted in error, and add FAR Clauses.
Receipt of Offers: The date, time, and receipt of proposals remain unchanged. The place for receipt of offers remains the same.
Acknowledgment: See Block 11 above regarding how to acknowledge this amendment. The acknowledgement must be received at the place designated for receipt of offers (see Block 19 of the Solicitation, Offer, and Award, Standard Form 1442).

6. Question and Answers:
E-mail question 1:
I have reviewed the “Decorative Fence” specifications and noticed it calls out for a commercial/ light industrial steel fence. I was wondering if you would consider a heavy industrial aluminum product as an alternate. We use powder coated material that carries a lifetime warranty in lieu of the 20 year warranty this particular steel product posses. We meet and exceed all of the AAMA and ASTM requirements listed on this project and can also show a significant cost savings as well. I have attached some of our product data for your to review, if this is something you would like to consider. Any feedback you can provide would be extremely helpful.
E-mail answer 1:
While the proposed product may be an acceptable alternate, alternates are not reviewed during the bid process unless it is because of a deficient specification. The successful contractor is free to submit alternates during the submittal process but there is no guarantee those alternates will be accepted and contractors should bid the project based on the specifications herein.
E-mail question 2:
The site entrance sign detail for sign # 5 the sign type is NRA- REC-4 48” x 63”, however by the new USFS manual, the NRA REC # 4 dimensions are now 93” x 72” or the NRA REC 2 63” x 48”. Also, the USFS manual specifies certain shield and credit lines to go with the specific signs above. The shield and credit line to match NRA REC- 4 is the S-15 and the shield and credit line to match the NRA REC 2 is the NRAP- 12.
E-mail answer 2:
Please provide the sign in the configuration shown on the plans on D2 and described in the specifications. The NRA has established a sign design standard we are implementing throughout the NRA.
NRA’s have broad discretion for signage.
E-mail question 3:
In regards to the single line diagram, it shows connections from the Panel "A" to the Future Visitor Center. The Future Visitor Center is not shown on the panel schedule for Panel "A". Panel "A" schedule shows Future Training Center. Is the Future Visitor Center a typo? Should that really be Future Training Center as shown on the Panel "A" schedule?
E-mail answer 3:
Yes it is a typo, understanding in the RFI is correct. The training building that will be moved onto the site is currently being used as a visitor Center. Oops.
E-mail question 4:
In regards to Lightning Protection. Electrical spec section 260526
3.4 B talks about Lightning Protection requirements. The plans do not reflect any Lightning Protection. Is Lightning Protection going to be required for this project?
E-mail answer 4:
There is not a NFPA 780 Lightning Protection System required in the project. The current 260526 3.4B has no application
E-mail question 5:
Sheet E2 panel schedule B circuits 7-9-11 shows a Transfer Panel, Sheet E3 the power plan also show a Transfer device. Sheet E1A single line diagram does not reflect a generator or transfer switch. Is there to be a Generator and Transfer Switch for this Project? If so, will the plans be revised. Please advise.
E-mail answer 5:
Generator and transfer switch were removed from the plans and are not planned for in the future. The single line diagram is correct. Sheet E2 panel C also includes the reference that it is fed from the transfer panel. Panel C is fed directly from Panel B circuit 7,9,11 with no special provisions for even adding a future transfer switch.

A. Objective The purpose of this meeting was to discuss the MK Administrative Site Construction Project and provide prospective bidders a chance to view the site.
B. Meeting Notes Marge Shafer gave a brief overview of some of the pertinent contracting details:
• The estimated magnitude of construction is $1-$5 M.
• Please submit all questions in writing directly to the Contracting Officer (CO) at the contact information listed above.
• The project solicitation will close on Aug. 15, 2013.
• The last day to submit questions is Aug 6, 2013.
• The project is being listed as a Small Business set-aside with a 365 day construction schedule.
• Liquidated damages are listed at $1,300/day.
John Harris gave a general overview of the Project and how it relates to the SNPLMA projects.
Mr. Harris also discussed the following contract details:
• The site is replacing the historic administrative site about 1 mile west of this site.
• Again, all questions should be submitted directly to Marge Shafer, the CO for this project. Do not submit questions directly to the COR or anyone else you meet here today. Only those questions responded to in WRITING count as official responses.
• The large culvert has been installed and the final fill uninstalled so the selected contractor can install the waterpipe across the road and bring the roadway up all together.
• The site work includes power, water and sewer.
• Cell phone coverage is limited at this site. Plan accordingly.
• The USFS will rough out the amphitheater as part of the mass excavation project.
At the recommendation of the contractors onsite, the USFS will NOT cut in the drainage area shown meandering through the plans. We will leave this work for the contractor to perform.
C. Questions The following questions were asked during the pre-bid meeting:
Question 1: Can we use the waterline for construction water?
Answer 1: The water is available (well #1) and can be used but it is a potable system and construction water is to be taken from Well #2 at the VC site in coordination with other contractors.
Question 2: Can we put up a stand tank at the Well #2 site?
Answer 2: Yes. Currently they are filling directly from the high-flow pipe but as more contractors use the line it may be necessary to install stand tanks.
Costs for equipment necessary to cooperate at the water site are the responsibility of the contractors (including this contract).
Question 3: Do we move the fuel tanks from the existing admin site to this site as a part of this contract.
Answer 3: Yes.
Question 4: Where do we obliterate roads?
Answer 4: The old hashed areas are shown on the civil drawings need to be reclaimed as described in TS022340. The bid schedule requires 7880 sq.
ft. of obliteration.
Question 5: What happens with the rip-rap?
Answer 5: The FS will remove all the rip-rap from the new road alignment prior to the successful contractor receiving a NTP.
Question 6: What are the soil conditions for digging?
Answer 6: Soil should be considered to be cemented gravel with no real boulders.
It can be easily dug with a track-hoe and is difficult to dig with a back-hoe. Geotech report has been uploaded and is now available as part of the solicitation package in FedBizOps.
Question 7: Has the NVEnergy application been completed, will there be power?
Answer 7: Yes, the NVEnergy applications are complete and the preliminary design (from NVEnergy) has been reviewed and approved. We do not have the construction agreement yet. We are working on a two-phase installation process so that NVE can hang the transformers thereby making temporary power available. Contractors should bid the project on the assumption that these transformers will not be hung until final hookup has been made by NVEnergy. Contractors will need to provide their own temporary power. The contractor will be responsible for arranging for any temporary construction power directly with NV Energy (if the transformers get hung in time by NVE) . See section C-4- G-4.
Question 8: Will we need to finish any of the slopes that the USFS is working on?
Some of these slopes look like they still need work.
Answer 8: No. All of the slopes that our road crew is working on will be dressed before the site is turned over to the contractor.
Question 9: Will the contractor be required to get the usual permits?
Answer 9: Yes, the contractor will be required to get any permits required by law and as stated in Schedule C of the contract (such as an NPDES Storm Water Permit and Clark County Air Quality Permit).
Question 10: Are the survey stakes final or will they need to be re-surveyed?
Answer 10: The Survey stakes currently on site are for clearing limits only. All construction surveying shall be the responsibility of the contractor (TS 010250).
Question 11: Who is going to complete the final clearing for the old Visitor Center and bunkhouse site? Who is going to remove existing slash piles?
Answer 11: The FS will have all existing slash and overburden removed from the clearing limits of the site before the successful contractor receives NTP.
Question 12: Is the Helipad part of the base contract?
Answer 12: Helipad concrete work and finish work is Option F and is not part of the base contract.
Question 13: Is the road east from the RV road to remain open?
Answer 13: Yes. Road closures and public use are discussed in Section C-4-C.
Access from the new road to that road will require ramp as road will remain open.
Question 14: Are there two leach fields?
Answer 14: Yes. There is one Leach field on the east end of the project for the RV sites (Drainfield 2 shown on C1) and one in the center of the site for the buildings (Drainfield 1 shown on C1).
Question 15: Why are there cleared spots around where the leach fields are, which one is right?
Answer 15: Several test pits were dug and several Perc test taken. The field was located based on these tests.
Question 16: Has the FS applied for the septic system? Do we need to get any permits for the septic system?
Answer 16: The FS has permits to construct and the design is approved by the State. The contractor will apply for and obtain the permit to operate (along with the water system) see section C-12.
Question 17: What permits are required from the contractor?
Answer 17: They are listed on C-12 and include all normal permits except building permits. Section C-12 states:
Special permits include but are not limited to:
NDOT-ROW, Dust Control (Clark County), General Storm Water permit for construction (NDEP), National Pollution Discharge Elimination System (NPDES – through NDEP), Commercial Septic Permit (NDEP), Water System (NDEP – bureau of safe drinking water), Utility Companies (NV Energy, Century Link) or any other permits required by County, State, or Federal laws or regulations shall be obtained by the Contractor..
Question 18: Are we using PVC waterpipe on this project?
Answer 18: Please be aware that HDPE is the waterpipe used throughout the project.
Question 19: How many acres does the site encompass and what elevation is the site?
Question 20: The project is 10 acres and is at approximately 6,250 feet.
Question 20: Is there a valve at the end of the waterline?
Answer 20: No, there is not, it is plugged. But there are isolation valves at the pressure reducing stations, you do not need to hot-tap this line.
Question 21: Can we set up camp trailers on the site.
Answer 21: No, Section C allows for one security trailer but no camp may be set up on site.
