About this opportunity
The Navajo Area Indian Health Service, Chinle Comprehensive Health Care Facility issued a sole-source notice of intent to award a non-competitive purchase order to Cepheid for a molecular microbiology analyzer and reagent supplies on an as-needed basis, with a protest deadline of September 17, 2026, 5:00 PM MST. The facility, located on the Navajo Indian Reservation in Arizona, operates a high-complexity clinical laboratory requiring real-time molecular PCR testing capability for infectious disease diagnosis to support 24-hour stat and routine laboratory services in a remote setting. The contractor must provide a non-waived random-access molecular system with closed, self-contained cartridge capability, including the analyzer, full service agreement covering telephone support, on-site repair, preventative maintenance, parts, labor, and service engineer travel, along with printer and UPS. The system must perform single-plex and multiplex PCR testing accommodating specimens from multiple body sites and support testing for respiratory infections, sexually transmitted infections, tuberculosis, and serious pathogens including MRSA and Group B Strep, with approximately one-hour reporting turnaround. Performance spans one one-year base period plus four one-year option periods. NAICS 325413 applies; small business size standard is 1,250 employees. Following an unsuccessful Sources Sought Notice issued April 7–21, 2026, the Government determined Cepheid is the only organization uniquely qualified to provide the analyzer and supplies without service interruption to direct patient care. Respondents may submit clear and convincing evidence that competition would benefit the Government; the Government retains sole discretion to reject the sole-source determination.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 325413 - In-Vitro Diagnostic Substance Manufacturing with a small business size standard of 1,250 employees.
The Proposed Contractor, Cepheid, is the only organization uniquely qualified to provide the required services to ensure that there is no interruption in services that could impact direct patient care. After thorough Market Research, there is no reasonable expectation of obtaining offers that will be competitive in terms of market price, quality, and delivery from two or more reasonable Small Businesses and two or more reasonable IEE and ISBEE vendors. The Government issued a Sources Sought Notice from April 7, 2026, to April 21, 2026, and no vendors responded. Thereby proving Cepheid is the one and only source to provide a microbiology analyzer and reagent supplies.
This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. If no affirmative written response is received by September 17, 2026, 5:00pm MST, the contract will be issued without further notice.
A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response.
