About this file
This is a Statement of Work for a molecular microbiology analyzer placement and testing supply purchase at Chinle Comprehensive Health Care Facility, located on the Navajo Indian Reservation in Arizona. The facility operates a high-complexity clinical laboratory providing 24-hour stat and routine laboratory services, and seeks to implement real-time molecular PCR testing for infectious disease diagnosis to enable timely clinical decision-making in this remote setting.
The contractor must provide one non-waived random access molecular system with a closed self-contained cartridge system, including the analyzer, full service agreement, printer, and UPS. The service agreement encompasses telephone support, on-site repair, preventative maintenance, parts, labor, and travel costs for service engineers. The contractor is responsible for instrument shipping, setup costs, and assistance with required validation protocols. The analyzer must perform single-plex and multiplex PCR testing with integrated sample preparation, amplification, detection, and analysis capabilities; accommodate specimens from multiple body sites (urine, CSF, stool, sputum, vaginal, endocervical, nasal/nasopharyngeal); feature a bi-directional, bar-coded computer interface compatible with the laboratory's existing information system; require minimal hands-on time with approximately one-hour reporting turnaround; and support testing for respiratory infections (SARS, Flu A/B, RSV), sexually transmitted infections (Chlamydia/GC, Trichomonas), and serious infections (Mycobacterium Tuberculosis, MRSA, Group B Strep). The period of performance consists of one one-year base period plus four one-year option periods. The Navajo Area Indian Health Service intends to award this as a sole-source contract to Cepheid, with a deadline of September 17, 2026, 5:00 PM MST for any protests based on clear and convincing evidence that competition would be advantageous.

STATEMENT OF WORK
Project name: Molecular microbiology analyzer placement and testing supply purchases
Overview: Chinle Comprehensive Health Care Facility has a high complexity clinical laboratory that performs stat and routine laboratory services for both inpatient and outpatient departments 24 hours a day. The facility is located in a remote area of the Navajo Indian reservation. Patients often travel long distances for services. It is critical that the laboratory provides timely and accurate testing so providers can make quick medical decisions. Our objective is to continue to implement real time molecular PCR testing for the diagnosis of infectious diseases using a non-waived random access molecular system with a closed self contained cartridge system.
Scope of work: Contractor will provide 1 non-waived random access molecular system using a closed self contained cartridge system. Contract will include the analyzer, full service agreement, printer, and UPS. Full service agreement includes telephone support, on-site repair, preventative maintenance, parts, labor, and travel costs for service engineer to come on site. Contractor will be responsible for instrument shipping costs, set- up costs and assist with required instrument validation protocols. Chinle laboratory will purchase all testing kits (reagents) and required specimen collection kits directly from contractor.
Instrument requirements:
· Molecular analyzer shall be a non-waived random access system with a closed self-contained cartridge system to prevent unnecessary contamination.
· Analyzer shall have single plex and multiplex PCR test that integrates sample preparation, amplification, detection, and analysis into one system.
· Analyzer shall have capability to perform a large variety of tests and identification of organisms from multiple body fluids/sites including urine, CSF, stool, sputum, vaginal, endocervical, and nasal/nasopharyngeal.
· A bi-directional, bar-coded computer interface compatible with the current laboratory information system
· Analyzer shall require minimal hands on time and reporting turnaround time of approximately one hour.
· Minimal daily, monthly, and periodic maintenance
· Barcode reader for data input
· Available testing platform must include respiratory infections such as SARS, FLU A/B, RSV, sexual transmitted infections (STI) such as Chlamydia/GC, Trichomonas, and other serious infections including Mycobacterium Tuberculosis (MTB), MRSA, Group B strep
Period of Performance: 1 one-year base period plus 4 one-year option periods.
Performance Standards:
Contractor shall provide proper invoices for billing and upload invoices into IPP.
Contractor shall perform any necessary repairs to manufacturer specifications and provide service reports upon work completion.
Place of Performance:
Chinle Comprehensive Health Care Facility Laboratory Department Off Highway 191 Hospital Drive Chinle, Arizona 86503
