About this opportunity

The United States Coast Guard (USCG) is seeking repair services for MH-65 helicopter valves through solicitation number 70Z03825QB0000088, with a specific focus on repairing two valves (NSN: 4820-14-464-2750, Part Number: 861C010102) with potential for up to 18 additional repairs. The solicitation is a combined synopsis/solicitation for commercial items, targeting contractors with specialized technical expertise in valve repair and access to Original Equipment Manufacturer (OEM) parts. Contractors must demonstrate FAA or European Aviation Safety Agency (EASA) Part 145 Certified Repair Facility credentials and capability to perform comprehensive valve inspection, repair, and testing. The evaluation will be based on the lowest-priced technically acceptable offer, with vendors required to provide detailed documentation proving repair capabilities and compliance with strict quality control standards. The solicitation was posted on May 14, 2025, with responses due by May 19, 2025, and allows for a unilateral government option to increase repair quantities within one calendar year of the purchase order award.

The procurement is not set aside for any specific small business category, with a small business size standard of $40 million, and is anticipated to be awarded on a sole source basis to Coastal Mechanics Company, Inc. (CAGE Code: 5N111) located in Houston, Texas. The contract will be executed as a firm-fixed price purchase order, with repair timelines specified as 15 days for test and evaluation and 60 days for complete repair. Contractors must provide comprehensive failure data reports, certificates of airworthiness, and component repair records for tracking in the USCG's Asset Computerized Maintenance System (ACMS). The valves are critical components requiring precise heat transfer management in MH-65 helicopter engines, necessitating highly specialized repair capabilities. The North American Industry Classification Standard (NAICS) code for this opportunity is 488190 (Other Support Activities for Air Transportation), with a Product Service Code (PSC) of J016 for maintenance and repair of aircraft components and accessories.
