About this opportunity
The United States Department of Agriculture Forest Service is seeking a small business contractor to replace two box culverts on Forest Road 76 in the Monongahela National Forest, located near Camden-On-Gauley, West Virginia. The project requires comprehensive civil engineering work, including mobilization, excavation, dewatering, structure replacement, and installation of 4x14 concrete box culverts at Little Rough Run and Cold Run locations. Offerors will be evaluated using a tradeoff process that considers past performance, instream construction experience, and equipment suitability, with specific emphasis on contractors demonstrating expertise in similar culvert and stream construction projects. Interested contractors must submit both technical and price proposals electronically by June 18, 2025, with the government expecting to award the contract without discussions but reserving the right to negotiate if necessary. Proposal submissions must include a detailed project list, equipment inventory, and completed representations and certifications.
The solicitation is designated as a total small business set-aside with an anticipated contract value between $250,000 and $500,000. The project performance period spans from May 27, 2025, to November 14, 2025, with a critical constraint that all in-water work must occur during low flow conditions of 70 cubic feet per second, specifically between July and October. The contract will be awarded as a firm fixed-price agreement, covering approximately 28 linear feet of culvert replacement at two distinct sites. Contractors must have an active System for Award Management (SAM) registration and comply with Davis-Bacon wage requirements, which specify minimum hourly rates for various construction worker classifications. The project site is located approximately 8 miles east of Richwood in Webster County, West Virginia, and requires strict adherence to environmental protection guidelines, including soil erosion prevention, stream protection, and careful equipment management.
