About this opportunity

The National Institutes of Health (NIH) has issued a Special Notice announcing its intent to award a Firm Fixed Price Purchase Order to Carahsoft Technology Group for a ServiceNow Subscription support renewal. The contract is being pursued on a sole source basis in accordance with Federal Acquisition Regulation Subpart 6.302-1, which allows for procurement from only one source when no other supplies or services can satisfy agency requirements. The ServiceNow software is a critical ticketing tool used to manage Technology Service Management tasks, providing a centralized service catalog for personnel to request technology services and information about applications and processes. The anticipated contract period will run from June 17, 2025, through June 16, 2026, and represents a follow-on to a previously procured Software Maintenance Subscription. NIH has determined that other manufacturers' solutions cannot be integrated with the existing system.

Contractors interested in this opportunity must submit a written notification of interest and capability statement via email to holleyv@od.nih.gov by 9:00 AM Eastern Time on May 8, 2025. The notice emphasizes that responses will be considered solely to determine whether future competitive procurement might be in the government's best interest. To be eligible, contractors must be registered in the System for Award Management (SAM) with a valid, current Entity Record and up-to-date Representations and Certifications. The solicitation is set aside for total small businesses, and the government retains sole discretion in determining whether to compete the proposed action. No requests for capability briefings will be considered, and no solicitation package will be publicly posted. Contractors must be prepared to provide comprehensive information supporting their capabilities to deliver all required services at no cost or obligation to the government.
