About this opportunity

The U.S. Army Contracting Command – Redstone Arsenal issued a Request for Whitepapers for the Launched Effects (LE) Prototype Project on August 5, 2026, with responses due August 14, 2026; this opportunity is strictly limited to current members of the Department of War Drone OTA Consortium and is closed to non-consortium vendors.

The Uncrewed Aircraft System Product Management Office seeks modular, affordable, and attritable LE systems, sub-components, and software for rapid prototyping and operational assessment, leveraging the OTA Consortium framework to accelerate delivery timelines outside traditional acquisition cycles. Individual prototype awards are anticipated at or below $150 million. Eligible vendors may address three operational constructs: One-Way Attack, Loitering Munition, or Launched Effects, with capabilities including kinetic warheads, electro-optical/infrared sensing, radio frequency sensing, electronic warfare effects, automated target recognition, GPS-denied operations, and collaborative autonomy.

Consortium membership requires an acknowledged Vendor Application, executed Consortium Vendor Agreement, active SAM.gov and UEI registration, and WAWF enrollment. All vendors must comply with NIST SP 800-171 for Controlled Unclassified Information protection, ITAR, and EAR export control regulations. Traditional defense contractors must identify cost-sharing arrangements or partner with Non-Traditional Defense Contractors per 10 U.S.C. 4022.

Whitepapers are limited to 5 pages (12-point Arial, single-spaced) and must address technical concept with autonomy level specifications, 12-month delivery schedule and production readiness, demonstration history with past performance data, and Rough Order of Magnitude cost estimates. Evaluation follows a three-phase process: Phase I (whitepaper), Phase II (optional demonstration), and Phase III (full proposal by invitation). Highly qualified whitepapers not immediately selected may enter an Electronic Solution Basket for up to three years.

Request for Whitepapers – Launched Effects Prototype Project

1. Synopsis & Purpose

The Uncrewed Aircraft System Product Management Office is releasing this Request for Whitepapers (RWP) specifically for the Launched Effects (LE) Prototype Project. The goal of this project is to identify modular, affordable, and attritable LE systems, sub-components, and software ready for rapid prototyping, operational assessment, and potential transition to production.

This RWP leverages the agile DoW Drone OTA Consortium framework to bypass traditional, lengthy acquisition cycles, ensuring that these advanced technologies reach the warfighter at the speed of relevance.

2. Eligibility Requirements (Consortium Members Only)

CRITICAL RESTRICTION: This opportunity is strictly limited to current, approved members of the DoW Drone OTA Consortium.

To be eligible for evaluation and potential subsequent award under the Launched Effects (LE) Prototype Project, prospective vendors must have already established Consortium membership, including:

  • An acknowledged Vendor Application.
  • A fully executed and signed Consortium Vendor Agreement (CVA).
  • An active SAM.gov registration, Unique Entity Identification (UEI) number, and active WAWF registration.

Note: If you are not currently a member of the DoW Drone OTA Consortium, you may not submit a response to this RWP. Interested vendors must first apply for consortium membership by submitting an application to DMConsortium@army.mil.

3. Security & Compliance Mandates

All participating Consortium members must ensure strict compliance with federal regulations throughout the submission and performance periods:

  • Proper protection of Controlled Unclassified Information (CUI) in accordance with NIST SP 800-171.
  • Adherence to the Arms Export Control Act, International Traffic in Arms Regulations (ITAR), and Export Administration Regulation (EAR).

4. Accessing the Solicitation & Evaluation Criteria

The complete details, instructions, and grading standards for this opportunity are provided in the attachments accompanying this Special Notice:
