About this file

This document is a Phase I Go/No-Go Evaluation Criteria checklist for the Launched Effects (LE) Prototype Project solicitation (RFW-DOTAC-ARMY-2026-001) sponsored by PM UAS and the Department of War Drone OTA Consortium. The evaluation employs a mandatory gatekeeper approach requiring all submissions to receive a "GO" on every administrative, eligibility, and formatting criterion to advance to Phase III technical and cost evaluation; failure to meet even a single criterion results in immediate rejection without technical review.

The gatekeeper criteria are organized into four sequential gates. Gate 1 (Immediate Rejection) requires submissions sent directly to DMConsortium@army.mil with the solicitation number RFW-DOTAC-ARMY-2026-001 in the email subject line, received on or before August 14, 2026. Gate 2 (Mandatory Eligibility & Security) mandates offeror registration under Pool 1 (Unrestricted), Pool 2 (Small Business), or Pool 3 (Non-Traditional Defense Contractor) of the DoW Drone OTA Consortium; active Unique Entity ID and SAM.gov registration; approved DD Form 2345 for Joint Certification Program prior to award; verification of NIST SP 800-171 cybersecurity compliance for Controlled Unclassified Information protection; explicit ITAR and EAR export control compliance confirmation; and for traditional contractors, identification of a cost-sharing approach or partnership with a Non-Traditional Defense Contractor per 10 U.S.C. § 4022. Gate 3 (Document Formatting & Page Constraints) requires white papers formatted in 12-point Arial, single-spaced, with a maximum of 5 pages excluding the cover page. Gate 4 (Required Content Elements) mandates four structural sections: Technical Concept (detailed LE system/component description with autonomy level specification), Delivery & Production (manufacturing capacity, monthly production rates, lead times, and delivery readiness verification), Demonstration History (past performance data and government test/demo reports), and Rough Order of Magnitude (cost estimate for manufacturing, testing, integration, delivery, and personnel support).
