About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VHA), Network Contracting Office 17, has published a Special Notice announcing its intent to award a sole source, firm-fixed-price contract to Roche Diagnostics Corporation for maintenance and service support of a Roche Cobas 5800 System. The equipment is located at the South Texas Veterans Health Care System in San Antonio, Texas, where it is used to perform PCR testing for veterans in the Pathology and Laboratory Medicine Service. This Special Notice (Solicitation Number 36C25726Q0418) was posted on April 1, 2026, and falls under NAICS Code 811210 (Electronic and Precision Equipment Repair and Maintenance) and Product Service Code J066 (Maint/Repair/Rebuild of Equipment—Instruments and Laboratory Equipment). The sole source award justification is based on Roche Diagnostics Corporation's status as the original equipment manufacturer with exclusive access to proprietary technical data, diagnostic software, firmware, and OEM-certified parts necessary to maintain warranty compliance and accreditation requirements.

The objective of this Special Notice is to establish a comprehensive maintenance and service support contract that includes onsite support from certified Roche Diagnostics Field Service Engineers, unlimited Monday through Friday service (8:00 a.m. to 5:00 p.m. local time excluding federal holidays), 24-hour dispatch of repair requests, and preventive maintenance with all parts and shipping provided at no cost to the VA. The contract period consists of a base year plus four option years, with all necessary repair parts, labor, travel, and preventive maintenance kits included in the firm-fixed price. Interested parties must submit a capability statement response by April 10, 2026, at 2:00 p.m. Central Standard Time via email to Contract Specialist Ognian D. Ivanov at ognian.ivanov@va.gov. Since this is a sole source award, eligible contractors must be Roche Diagnostics Corporation or demonstrate equivalent capability to provide the specialized maintenance and support services required for this government-owned equipment while maintaining warranty compliance and laboratory accreditation standards.

AUTHORITY AND JUSTIFICATION COMMERCIAL SERVICES Â

This acquisition is for commercial services as defined in FAR part 2 and will be conducted using the policies and procedures in FAR part 12 for the acquisition of commercial products and commercial services. The Government intends to solicit and negotiate with only one source under the authority of FAR part 12 and the applicable sole source authority for commercial services, as implemented in agency policy for commercial acquisitions when only one responsible source is capable of fulfilling the agency s requirements. Roche Diagnostics Corporation is the original equipment manufacturer (OEM) of the Roche Cobas 5800 and the only source with the proprietary technical data, diagnostic software, firmware, calibration procedures, and OEM-certified parts necessary to provide full maintenance and repair services for this instrument. Â

Market research indicates that only Roche Diagnostics Corporation can provide OEM-certified support, including access to proprietary software, updates, and technical resources, while maintaining warranty and ensuring continued compliance with applicable accreditation requirements (such as CAP and AABB) and VA/VHA quality and safety standards. Use of non-OEM parts or non-authorized service providers would risk instrument performance, invalidate warranties, and jeopardize the reliability of patient test results. Therefore, competition is not practicable for this requirement. Â

OTHER IMPORTANT INFORMATION Â

All services will be performed at the VA Audie L. Murphy Memorial Veterans Hospital, San Antonio, Texas, in the Pathology and Laboratory Medicine Service s San Antonio Laboratory of the STVHCS. The contractor shall not perform inherently governmental functions and shall comply with all applicable Federal, State, and local laws, as well as VHA Directive 1106 and accreditation requirements identified in the Statement of Work. The contractor will not have access to VA desktop computers or VA systems except as supervised and required for service work on the instrumentation, and no VA data of any type shall be removed from VA custody. Â

This notice of intent is not a request for competitive quotations. No solicitation document is available and requests for such will not be honored. However, any responsible source that believes it can meet this requirement and is fully authorized and capable of providing OEM-equivalent services for the Roche Cobas 5800 may submit a capability statement. Capability statements must include, at a minimum: Â

- Evidence of authorization from Roche Diagnostics Corporation (or demonstration of full OEM-equivalent rights, access to proprietary software/parts, and technical data) to perform maintenance and repair on the Roche Cobas 5800. Â

- Technical capability to perform all services identified in the Statement of Work, including preventive maintenance, emergency repairs, and required response times. Â

- Business size status and applicable NAICS code. Â

Capability statements must be received no later than 04/10/ 2026, at 2:00 PM Central Standard Time (CST). Responses shall be submitted via email to: Â

Ognian D. Ivanov

Contract Specialist, NCO 17 Â

Email: ognian.ivanov@va.gov

Â

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
