About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 has issued a Special Notice announcing its intent to award a sole-source contract for annual preventive maintenance and certification of two Medtronic Nerve Integrity Monitors (NIM). These critical surgical devices are located at the VA Boston Healthcare System facilities in Jamaica Plain and West Roxbury, Massachusetts, and are used to locate and monitor patient nerves during surgery to reduce potential nerve damage. The notice is published in accordance with Federal Acquisition Regulation requirements for proposed contract actions and follows sole-source justification under 10 U.S.C 2304(C)(1). The contract is structured as a firm fixed-price agreement with a base period from July 31, 2025, to July 30, 2026, plus two optional additional years. The solicitation falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance and PSC code J065 for maintenance and repair of medical equipment.
The purpose of this Special Notice is to inform the public of the government's intent to award without competition based on the requirement for original equipment manufacturer (OEM) certified maintenance services that only one responsible source can provide. Interested parties must submit responses by July 18, 2025, at 3:00 PM EST, demonstrating clear and convincing evidence that competition would be advantageous to the government. The maintenance contract requires OEM certified technicians to perform annual preventive maintenance, calibration, and certification by July 31st each year following manufacturer guidelines, with on-site service at VA facilities and completion of detailed field service reports. Contractors must adhere to federal security and privacy regulations and VA information security standards, though the contract does not involve access to protected health information. The government retains sole discretion over whether to compete this procurement based on any responses received, and interested parties should contact Contracting Specialist Kim McCarthy at kim.mccarthy@va.gov with questions or responses.
