About this opportunity

The Defense Logistics Agency Aviation is seeking to procure 5 units of intercommunication equipment under NSN 7R-5831-017224944-E7. This procurement involves airborne intercommunication and public address systems that must be acquired from sources specified on a source control or selected item drawing as defined by DoD-STD-100. The Government intends to solicit and negotiate with only one source under FAR 6.302-1 authority, as suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources. However, all responsible sources may identify their interest and capability to respond to the requirement, with proposals received within 45 days of publication being considered by the Government. The response deadline is August 25, 2025, and interested parties have 15 days from this notice to identify their capability to satisfy the requirement with a commercial item.

This procurement does not utilize any set-aside designations and operates under a "No Set-Aside Used" classification. The contract calls for delivery of exactly 5 units with FOB origin terms, though no specific award values or budget ranges are disclosed in the notice. No incumbent contractors or potential suppliers are specifically named in the documentation. The Government has determined that the required technical data or data rights are not in Government possession and cannot be economically obtained, which restricts the procurement to specified sources. The timeline allows interested parties 45 days to submit proposals or capability statements, with the Government retaining sole discretion to determine whether to conduct a competitive procurement based on market responses.
