The solicitation (Number 5-B176-Q-00412-00) requires an Original Equipment Manufacturer (OEM) to provide a complete groundwater extraction and treatment unit, including a pre-engineered 20-foot shipping container-style building, air stripper, submersible well pumps, flowmeters, control panels, and associated components. The procurement will be evaluated using a Lowest Price, Technically Acceptable (LPTA) criteria, with proposals required to demonstrate compliance with detailed technical specifications outlined in the Statement of Work. Prospective bidders must submit completed responses by 12:00 PM CDT on April 18, 2025, and are required to be registered in the System for Award Management (SAM). The solicitation does not include any specific set-aside designations and is open to all qualified vendors. The project involves extracting groundwater from three wells and treating it to reduce volatile organic compound concentrations, specifically targeting carbon tetrachloride levels from 350 ppb to less than 1 ppb at a treatment flow rate of 10 gallons per minute. The place of performance is located in Agra, Kansas 67621, with the contract targeting completion by January 2025. Buy American provisions are in effect, requiring 65% domestic origin for components delivered between 2024-2028, increasing to 75% in 2029. While specific award value is not explicitly stated, the procurement includes detailed technical requirements for equipment manufacturing, factory testing, documentation preparation, and on-site delivery, with payment terms set at net 30 days and delivery specified as F.O.B. Destination.
