About this file
This document is a Statement of Work (SOW) for the manufacture and delivery of a Groundwater Treatment Plant (GTP) system for Argonne National Laboratory at a site in Agra, Kansas. The project involves fabricating a pre-engineered 20-foot shipping container-style building with a complete groundwater extraction and treatment system, including a QED E-Z Stacker air stripper model 2.4P, three submersible well pumps, flowmeters, variable frequency drives, control panels, and associated piping and electrical components. The system is designed to extract groundwater from three wells, treat it to remove volatile organic compounds (specifically carbon tetrachloride and chloroform), and discharge treated water to Turner Creek, with a target treatment flow rate of 10 gallons per minute and a goal of reducing carbon tetrachloride concentrations from 350 ppb to less than 1 ppb.
The SOW specifies detailed technical requirements for the equipment, including materials, instrumentation, performance parameters, and installation specifications. The Original Equipment Manufacturer (OEM) is responsible for preparing shop drawings, manufacturing the building and system components, factory testing, providing operation and maintenance manuals, and delivering the complete system to the site. Key deliverables include comprehensive documentation, a PLC/HMI interface-based control panel with remote accessibility, and compliance with various industry standards such as AWWA, ANSI, NEC, and IBC. The project is part of a remedial action plan to address groundwater contamination at the former Commodity Credit Corporation site, with work to be completed by January 2025.

Argonne National Laboratory Statement of Work
Manufacture of Treatment System Components and Groundwater Treatment Building Agra, Kansas January 2025
1.0 Background
Argonne National Laboratory (Argonne) is assisting the U.S. Department of Agriculture (USDA) in the implementation of a Corrective Action Plan (CAP; Argonne 2024) to address groundwater contamination at a site in Agra, Kansas. The remedial action (RA) identified in the CAP will employ a pump and treat system, extracting groundwater from three wells followed by volatile organic compound (VOC) removal by air stripping with tray aeration, and effluent discharge.
Additional information pertaining to the approved RA can be found in the Corrective Action Study (CAS; Argonne 2018) for this Site and the associated Corrective Action Decision issued by the Kansas Department of Health and Environment (KDHE 2021).
A Final Remedial System Engineering Design – Agra, Kansas has been prepared for the USDA and Argonne by HydroGeoLogic Inc. (HGL) that defines the technical specifications and construction requirements for the remedial system (HGL; April 2022). Specific references to the CAP and HGL documents are provided in this Statement of Work (SOW) where relevant to the activities that are to be conducted under this SOW.
2.0 Scope
This document serves as the SOW for the manufacture and/or provision of the groundwater extraction and treatment system (GETS) components to be packaged by an Original Equipment Manufacturer (OEM), to form a complete groundwater treatment plant (GTP) for the RA.
The OEM will house the GTP in a “treatment building” (or “GTP building”) to be manufactured by the OEM. Piping will be installed by Others (RA Contractor) from the individual extraction wells to the GTP building and connected inside the building to a manifold header. Electrical and communication conduits and wiring will also be installed by Others (RA Contractor) from the individual extraction wells to the GTP building and connected to the GETS power and control panels.
Untreated groundwater from the extraction wells will flow through an air-stripping treatment unit in the GTP building, then discharge to the surface via piping (provided by Others) to a nearby natural drainageway.
The GETS components to be manufactured/provided as part of the GTP shall include the following: air stripper unit (equipped with tray aeration and blower); air stripper discharge pump;
bag filters; a sequestrant addition system for scaling/fouling prevention; downhole water level sensing transducers, downhole submersible pumps with wiring and flexible discharge hose;

SUMMARY OF WORK
(excerpt) 8/22
1.2.1 Project Background
A. The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) (Site) is located in Agra, Phillips County, Kansas. The Site is located on the east side of Main Street on the Genesee and Wyoming Railroad (GWRR) right-of-way just north of the tracks in Agra, KS and the area to be disturbed during this project is expected to be under an acre, see below.
B. The Site has been under investigation since the Kansas Department of Health and Environment (KDHE) discovered carbon tetrachloride in the groundwater in 1985. Carbon tetrachloride concentrations have consistently exceeded the Maximum Contaminant Level (MCL). KDHE installed multiple monitoring wells between 1987 and 1998 to further study the carbon tetrachloride contamination of the groundwater. CCC/USDA continued the study between 1995 to present with various tests and an Interim Measure taking place to study and partially remove some of the of carbon tetrachloride in groundwater and soils.
1.2.2 Location
The work is located at an unaddressed parcel of land north of Agra on Main Street just north of the GWRR in Agra, KS and is a less than 1-acre parcel of land. The parcel is an elongated irregular shape that primarily runs east-west between a well field and a groundwater treatment plant (GTP) and east-west from the GTP to Turner Creek, as indicated on the Contract Drawings. The area where work will be conducted is all along the parcel.
1.2.3 Applicable or Relevant and Appropriate Requirements (ARARs)
Argonne National Lab on behalf of CCC/USDA completed the Corrective Action Study (CAS) in 2018 which recommended cleanup levels based on chemical-specific ARARs as stated in Section 4.2.2 and subsequent sections of the Agra CAS. The cleanup levels were officially established in Section 4.2.2 of the Agra CAS.
Section 01 11 00 Page 2
1.2.3.1 Clean Up Goals
The 2018 CAS clean up goals for groundwater contaminants of concern to meet RAOs are listed in Table 1.
Table 1 Contaminants of Concern Groundwater Cleanup Levels (µg/L)
VOCs
Carbon tetrachloride 5
Chloroform 80
1.2.4 Selected Remedy
A. The 2018 CAS indicated that the treatment process would include installation of 3 groundwater extraction wells to extract the contaminated groundwater and convey it to a constructed groundwater treatment system for treatment. It was anticipated that the extracted groundwater would be treated by an aeration system installed within the treatment building and sized to accommodate the long-term flow rate(s) determined from the extraction well test pumping. In the Final Basis of Design in 2022 it was recommended that the aeration system consist of a 4-tray aeration system to accommodate the long-term flow rates from the test pumping.
B. The selected remedy for treatment of carbon tetrachloride and chloroform in the groundwater at the Site consists of: (1) constructing an extraction/treatment system to extract groundwater from the area of highest groundwater contamination to prevent further migration, (2) treating contaminated groundwater, (3) discharging treated water to Agra Lake by way of Turner Creek west of the treatment building, and (4) performing long-term monitoring. A remedial design was prepared for implementing a groundwater extraction and treatment system for the Site.
Design Drawings are provided with the Contract Documents.
