About this opportunity

The Department of Veterans Affairs Veterans Health Administration is conducting a sole source procurement for Cepheid GeneXpert molecular diagnostic testing system supplies and services to support the GeneXpert analyzer at San Francisco VAMC. The procurement seeks a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide PCR testing supplies, system service, support, and software for molecular diagnostic testing of conditions including COVID-19, Influenza A & B, Respiratory Syncytial Virus, Clostridium difficile, Women's Health infections, and Mycobacterium Tuberculosis. Key requirements include 24x7 phone support, onsite 5x10 hour support, annual preventative maintenance, software upgrades, and a 98% uptime guarantee. The VA is issuing this as a sole source notice under FAR 13.106-1(b)(2) based on only one source being available to meet the government's needs, though any responsible source that feels capable may submit a quote with supporting documentation demonstrating their ability to comply with requirements. Responses must be submitted to david.alvarez4@va.gov no later than July 21, 2025, at 10:00 AM Pacific Time, with non-OEM vendors required to provide authorized distributor letters and small businesses needing to address subcontracting limitations.

This procurement does not utilize any set-aside designation and is positioned as a sole source award to Cepheid based on the proprietary nature of the GeneXpert system and test cartridges that are incompatible with other manufacturers' equipment. The total contract value is estimated between $10,000 and $2,500,000 over the five-year period, with the sole source justification indicating a value under $7.5 million. Annual estimated supply quantities include 100 COVID-19 test kits, 450 COVID/Flu/RSV test kits, 65 C. difficile test kits, 13 MTB test kits, and 18 MVP test kits, with the contract period running from October 1, 2025, through September 30, 2030, structured as five one-year ordering periods. The place of performance is San Francisco, CA, where the VA San Francisco Health Care System currently operates the existing GeneXpert analyzer that requires ongoing supplies and services. The VA previously posted a Sources Sought notice on SAM.gov on May 27, 2025, which resulted in no alternative sources being identified, further supporting the sole source justification.

Notice text

This is a notice of intent to sole source a contract under the authority of FAR 13.106-1(b)(2), only one source being available to meet the Government’s need. This sole source RFQ is to provide supplies and services for the Cepheid GeneXpert analyzer located at San Francisco VAMC in accordance with the Statement of Work.

Any responsible source that feels it is capable in performing this requirement may submit a quote for the above RFQ and describe and/or submit documentation to support your capabilities. The response will be considered by the agency. If you are not the Original Equipment Manufacturer (OEM), you must submit an authorized distributor letter signed by the OEM. If you are not the OEM and a small business, you must indicate in your response how you will comply with limitations on subcontracting and/or the nonmanufacturer rule. Responses should be submitted to David Alvarez at david.alvarez4@va.gov no later than 7/21/2025, at 10:00 AM Pacific Time to be considered.

The Government will not pay for information submitted. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the government will proceed with the Sole Source acquisition.
