About this opportunity

The USDA Animal and Plant Health Inspection Service is seeking flooring contractors to refinish approximately 1,016 square feet of deteriorated epoxy flooring at the National Centers for Animal Health in Ames, Iowa. The project involves removing the existing cracked floor coating system in Building 520's rooms 105-108 and installing a new polyurea-polyurethane hybrid coating system with specific requirements including resistance to structural movement cracking, easy cleaning capabilities, and good wet traction for animal caretaker safety. The work must include 202 linear feet of integral cove base using Stonhard products including Stonchem 441 and Stonclad GS systems with pewter color and 90 grit aluminum oxide texture. Proposals will be evaluated based on technical capability, price realism, and past performance, with contractors required to provide three-year warranties and certified installer credentials. A mandatory site visit was held on August 8, 2025, and proposal submissions are due by August 25, 2025.

This opportunity is designated as a Total Small Business set-aside under NAICS code 238330 (Flooring Contractors) with a size standard of $19 million annual revenue. No incumbent contractors are identified in the solicitation documentation, and the estimated project value ranges between $25,000 and $100,000 as a firm-fixed price construction contract. The contractor must complete the flooring work within 30 days of room availability, with an overall contract performance period of 180 days from notice to proceed. Work is restricted to normal business hours (7:00 AM to 3:30 PM) due to security protocols at the animal research facility located at 1920 Dayton Avenue in Ames, Iowa. The project targets a modular research building constructed in 2008 where the existing floor coating has deteriorated and requires complete replacement to maintain facility operations.
