About this opportunity
Battelle Energy Alliance, LLC (BEA), as the Management & Operating Contractor for the U.S. Department of Energy's Idaho National Laboratory, is seeking qualified vendors to design and install entrance canopies at Buildings 682 and 688. The procurement aims to enhance facility safety, accessibility, and weather protection for personnel and visitors by addressing failures caused by wind and extreme weather conditions. Interested vendors must submit an Expression of Interest by July 31, 2026, to Chase.Egbert@inl.gov, including company information, a description of relevant canopy design and installation capabilities and experience, NAICS codes, business size classification, and any existing DOE or federal contracting experience. The scope of work encompasses design and fabrication of canopy structures, installation at designated building entrances, integration with existing architectural and structural elements, compliance with applicable safety and building standards, and documentation and verification for quality assurance. Selected respondents will be invited to participate in a subsequent Request for Proposal process for final award consideration. The Davis-Bacon Act applies to construction contracts exceeding $2,000 at INL's main site, and work within the 890-square mile INL boundary is subject to the INL Site Stabilization Agreement with signatory contractors and labor unions, though construction work performed at Idaho Falls facilities is not subject to these agreements.
This opportunity carries no set-aside designation and does not identify any incumbent contractors. No specific award value or budget range is provided in the pre-solicitation notice, and the contract value will be determined through the subsequent RFP process. The anticipated timeline extends from the current pre-solicitation phase through the RFP solicitation, with the pre-solicitation notice posted on February 25, 2026, and the EOI submission deadline of July 31, 2026, allowing potential bidders approximately five months to prepare their responses. While specific numerical details regarding project scope and timeline are not detailed in this pre-solicitation notice, the project scope is limited to two buildings and their designated entrances. Vendors should note that all construction work will require compliance with federal labor standards and applicable site-specific agreements, and respondents must clearly identify any business-sensitive or proprietary information in their submissions.
