About this opportunity
The U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville (CEHNC) is soliciting proposals for an Energy Savings Performance Contracts (ESPC) IV Multiple Award Task Order Contract (MATOC). This acquisition aims to enable federal agencies to implement energy savings projects without upfront capital costs by partnering with private Energy Service Companies (ESCOs). The solicitation seeks contractors who can conduct comprehensive energy audits, design and install energy conservation measures, and provide ongoing operations, maintenance, and measurement and verification services. Proposals must demonstrate the ability to guarantee energy cost savings that will offset project investments over the contract term. The solicitation is open until June 17, 2024, with interested contractors required to submit detailed technical and cost proposals demonstrating their capabilities in energy efficiency implementations across various facility types and locations.
The contract is an unrestricted, firm-fixed price, indefinite delivery indefinite quantity (IDIQ) multiple award contract with a $3 billion shared capacity over 10 years. Performance locations include sites throughout the United States, including Alaska and Hawaii, and multiple international jurisdictions such as Australia, Bahrain, Belgium, Germany, and the United Kingdom. The contract includes provisions for on-ramping and off-ramping contractors and establishes procedures for dormant status and minimum ordering requirements. Contractors will be evaluated based on their engineering services capabilities, specifically within NAICS code 541330 (Engineering Services) and PSC code R425 (Professional Engineering/Technical Support). While the solicitation is not specifically set aside, it includes a small business reserve component, potentially offering opportunities for smaller engineering and energy services firms to compete for contract awards.
